ccm19810127COMMON COUNCIL - CITY OF MUSKEG0 MINUTES OF MEETING HELD JANUARY 27, 1981 The meeting was called to order by Mayor Jerome Gottfried at 7 45 P.M. Salentine and Dumke, City Clerk Stewart and City Attorney Molter Ald. Dumke moved to approve the minutes of the previous meeting held January 13, 1981 and place same on file Seconded by Ald Weed Motion carried The next order of business was to consider Resolution #10-81. entitled, Recognizing Muskego's Distinguished Citizen, Eva Fields, on Her 105th Birthday (February 5, 1981). Mrs Fields read Resolution #lo-81. presented to her. She thanked everyone for extending birthday wishes She grected all of the aldermen and the Mayor and accepted a corsage to her Committee Minutes Ald. Weed presented the reports of the Finance Committee meetings held 1/21/81 and 1/27/81 and moved that same be accepted and placed on file. Seconded by Ald Radtke Motion carried Ald. Salentine presented the report of the Public Works Committee file. Seconded by Ald Weed A short discussion took place regarding call vote the motion to accept the report carried unanimously the loosening of asphalt on Woods Rd and Kelsey Drive Upon a roll meeting held 1/22/81 and moved that same be accepted and placcd on Ald. Steinberg presented the report of the Public Safety Committee placing cages for stray dogs in the police department garage unti.1 file. Seconded by Ald Knudsen The matter of purchasine and The motion to accept the report carried the dog warden has an opportunity to pick them up was discussed Plan Commission minutes of meeting held 1/20/81. Ald Knudsen expressed concern that all signs need Plan Commission approval be reviewed by the City Attorney. The minutes were received and prior to being installed. He requested the city's sign ordinance placed on file UNFINISHED BUSINESS Ordinance #403 - An Ordinance to Amend Ch 9 of the Municipal Code defer action on this ordinance. Seconded by Ald Knudsen Upon roll 7Re Drinking in Public Places Prohibited) Ald Dumke moved Lo call the motion carried unanimously Resolution #191-80 - Approval of Agreement and Fees for Inspection moved to defer action until the next meeting. Seconded by Ald and Zoning Services for the Village of Big Bend. Ald Salentine Steinberg Ald Van Lanen requested the resolution adopted by the Village of Big Bend indemifying the City of Muskego be reviewed by the city attorney The motion to defer carried Also present were Aldermen Steinberg, Weed, Radtke, Van Lanen, Knudsen, a meeting held 1/22/81 and moved that same be accepted and placed on 0 Resolution #7-81 - Authorizing Installation of Street Light (Westwood and St Leonards Dr. Ald Knudsen moved to defer action on same until the next meeting Seconded by Ald Steinberg Motion carried COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried reviewed the activities of the Legislative Committee of the Wisconsin League of Municipalities, of which he is a member. 0 Mayor Gottfried reviewed for those present the per capita costs of municipalities the various departments of the City of Muskego compared to neighboring Common Council 1/27/81 P 2 NEW - BUSINESS Resolution #9-81 - Recognizing the Services of Muskego Volunteer Fire Co Chief, Richard Martin. Ald. Salentine moved for adoption. Seconded by Ald Weed. Upon roll call the motion carried unanimously. Resolution #lO-&3l - Acted on at the beginning of meeting Resolution #11-81 - Authorizing the Reimbursement of Personal Prop- erty Taxes to Schultz Rod & Gun Club. ($184 78) Ald. Dumke moved for adoption. Seconded by Ald Radtke. Upon roll call the motion carried unanimously Resolution #12-81 - Authorizing Execution of Salary Agreement Between Ald Weed moved for adoption Seconded by Ald. Dumke At this time Muskego Professional Policeman's Association and the City of Muskego. meeting to discuss with the aldermen the changes in the 1981 salary Mr John Swain, Negotiating Attorney for the City, appeared at the adopt carried unanimously contract for police officers. Upon a roll call vote the motion to Ee-and Vine Street Ald Knudsen moved for adoption Seconded by Resolution 1\13-81 - Authorizing Installation of Street Light at Bay Ald Van Lanen Upon roll call the motion carried unanimously. Resolution #14-81 - The Clerk read same, entitled, Relocation Order and Determination of Necessity (Re Kurtze Lane Reconstruction). Ald. Dumke moved for adoption Seconded by Ald Van Lanen Upon a roll call vote the motion carried unanimously Following a short dis- cussion on the necessity of having Kurtze Lane become a public right- of-way. possible assessments, who would benefit, etc , Ald Knudsen moved to defer action on Resolution 1/14-81 until after the next Public Works meeting Seconded by Ald. Weed Upon a roll call vote on the motion to defer, the motion carried with Aldermen Dumke and Salentine voting "no" The motion to defer carried. Resolution #15-81 - Acceptance of Low Bid for Squad Cars. Ald. Radtke moved for adoption Seconded by Ald. Dumke Considerable discussion took place with Ald Steinberg requesting to go on record that he felt Knudsen also spoke as being opposed to the resolution Mayor Gottfried the present squads not be traded off because of low mileage. Ald and Ald Radtke spoke in favor Upon a roll call vote on the motion to adopt Resolution #15-81, Aldermen Dumke, Radtke and Weed voted aye" Aldermen Knudsen, Salentine, Steinberg and Van Lanen voted "no" The motion to adopt did not carry Resolution 816-81 - Resolution Honoring the 52 Former Hostages Ald. W<XTo\redTopend the rules that would interfere with the adoption of this resolution Seconded by Ald. Dumke. Upon a roll call vote on the motion to suspend the rules the motion carried with Ald Knudsen voting "no" The Clerk read the resolution Ald. Knudsen moved for adoption Seconded by Ald Steinberg Upon a roll call vote on the motion to adopt Resolution 816-81 the motion carried unanimously. LICENSE APPROVAL - Ald. Weed moved for the approval of Operator's License for Steven Udick, Gerald Stuntzner and Wanda Kay Swanson. Seconded by Ald Radtke Motion carried. Ald Weed moved to approve a Gathering Permit for Icetronauts Drag Race for 2/1/81 (Woods Rd & Racine Ave.) and for transfer of Agent for Pizzz Hut (Robert Schubert) Seconded by Ald. Salentine. Motion carried. VOUCHER APPROVAL - Ald Weed moved for the approval of payment of roll call the motion carried unanimously COMMUNICATIONS AND MISCELLANEOUS BUSINESS - Mayor Gottfried advised that if there were no obiections from alaermen he would soeak in their e a e a vouchers in the amount of $157,134.52. Seconded by Ald Dumke. Upon behalf expressing opposition to the recommendation to'close New Berlin m Hospital w Mayor Gottfried advised that in the very near future he would be naming the Citizen Ascertainment Committee for CATV in the city ADJOURNMENT - Ald Weed moved to adjourn Seconded by Ald Knudsen.
