ccm19801209COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD DECEMBER 9, 1980 The meeting was called to order by Mayor Gottfried at 7:35 P.M. Also Salentine and Dumke, City Pttorney Molter and City Clerk Stewart. & and that same be placed on file. Seconded by P.ld. Weed. Potion carried. Ald. Dunke moved to approve the minutes of the previous meeting (11/25/00 0 present were Aldermen Steinberg, Weed, Radtke, Van Lanen, budsen, Ald Weed presented the reports of the Finance Committee meetings held Seconded by Ald. Radtke. Motion carried. 12/3/80 and 12/9/80 and moved that same be accepted and placed on file. Ald. Salentine presented the report of the Public Works meeting held Weed. In answer to a question by Ald. Knudsen, Ald. Dumke advised he 12/4/80 and moved that same be accepted and placed on file. Seconded by would request Public Works Supt. Bertram to stake the sod in the area of Gratzek house in Hillendale Heights Subdivision. Motion to accept the minutes carried. 0 UNFINISHED BUSINESS - Ordinance #403 - An Ordinance to Amend Ch. 9 of the Municipal Code of the City (Re: Drinking in'Public Places Prohibited) Ald. Dumke moved Laws & Ordinance Committee. Seconded by Ald. Knudsen. Motion carried. to defer action on same until it can be further reviewed by the Rules, Anrdinance to Amend the Zoninp District Map of the City (T. Berken - Ordinance #405 - The Clerk gave the second reading of same, entitled, Ald. Salentine. Upon a roll call vote the motion carried with Ald. RS-2 (OLR) to RS-2(0D). Ald. Dumke moved for adoption. Seconded by Van Lanen voting "no". Ordinance a406 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Certain Provisions of Ch. 17 (Zoning Ordinance) of the Municipal Code of the City of Muskego. Ald. Dd.e moved for adoption. Seconded by Ald. Salentine. Upon a roll call vote the motion carried unanimously. Ordinance - ." ~ 6407 - The Clerk gave the first reading of same, entitled, P.n Ordinance to Amend Certain Provisions of Chapter 18 (Land Division Ordinance) of the Municipal Code of the City of Muskego Ordinance #408 - The Clerk gave the first reading of same, entitled, Appropriating the Necessary Funds for the Operation of the Government and Administration of the City of Muskego for the Year 1981. Weed moved for adoption. Seconded by Ald. Radtkt Pld Knudsen moved to amend the revenue portion of the budget on page by deleting the $20,000 from Tudor Oaks - Property Taxes and placing $22,000 for Tudor Oaks under the category Public Charges for Services resulting in a total of $977,306 in the Tax category and a total of $84,250 in the Public Charge for Services category. Motion seconded by Ald. Van Lanen Following discussion regarding the agreements motion the motion carried with Ald. Steinberg voting "no". between the City and Tudor Oaks, upon a roll call vote on Ald. Knudl delete $1200 from the Mayor 6 Council, Conferences and Special Events In the Expenditure portion of Ordinance #40S, Ald. Knudsen moved to (specifically used to help offset VFW Parade expenses). Seconded by Ald Van Lanen. Upon a roll call vote, Aldermen Knudsen. Salentine, Steinberg and Van Lanen voted "aye". Aldermen Radtke, Weed and Durnbe voted "no" The motion carried. Ald Krludsen moved to amend the Library, Print Materials, by reducing the amount $35,000 to $33,000. The motion lost for lack of a second. Ald Van Lanen moved to reduce the Law Category, City Attorney, from 3 $24,000 to $20,000. Seconded by Ald. Knudsen. Knudsen moved to reduce the Police Department, Vehicle Replacement category of the budget 6,000, from $29,000 to $23,000. Seconded by Ald. Van Lanen. Considerable discussion took place during which Ald. to when squads are traded, at how many miles, etc. Upon a roll call Steinberg revealed results of a survey with several municipalities as vote on Ald. Knudsen's motion, Aldermen Knudsen, Van Lanen and Steinberg voted "aye". Aldermen Dumke, Radtke, Salentine and Weed voted "no", The motion did not carry. Ald. Knudsen moved to reduce the Police Department, Maintenance of Vehicl and Equipment category, from $8,900 to $8,400. Seconded by Ald. Van Lanen. Upon a roll call vote the motion carried unanimously. Ald. Stejnberg revealed results of a survey taken with various companies regarding costs of gasoline per gallon. Training, category from $2,500 to $2,275. Seconded by Ald. Van Lanen. Ald. Knudsen moved to reduce the Police Department, Salaries and Wages- Upon a roll call vote the motion carried with Ald. Radtke voting "no". Ald SteInberg moved to reduce the Police Department, Gasoline, Oil & Lubrication category from $31,700 to $26,700. Seconded by Ald. Van Steinberg ahd Van Lanen voted "aye". Aldermen Dumke, Knudsen, Radtke, Salentine apd Weed voted "no". The motion did not carry. Ald Knudsen moved to reduce the Police Department, Gasoline, Oil & Lubrication category Irom $31,700 to $29,200. Seconded by Ald. Steinberg. Upon roll call the motion carried unanimously. Ald. Steinberg moved to eliminate the $8,000 in the Building Inspection, Auto Allowance and to have the city purchase a small compact car for use various alltornobile dealers as to costs of such compact cars. Upon roll call Aldermen Ald Knudsen moved to reduce the Building Inspection, Automobile Allowanc Dumke, Knudsen, Steinberg and Van Lanen voted "aye". Aldermen Radtke, Salentine and Weed voted "no". Knudsen moved to reduce the Parks and Recreation, Denoon School Senior Citizens category from $8,000 to $7,000. Seconded by Ald. Salentine. Mayor Gottfried declared a recess and the meeting re- convened at 12'40 A.M. Ald. Van Lanen rnoved to reduce the Assessor, Auto Allowance category by $500.00. Seconded by Ald. Steinberg. Upon a roll call vote Aldermen Dumke, Knudsen, Steinberg and Van Lanen voted "aye". Aldermen Radtke, Salentine and Weed voted "no". The motion carried. - category from $6,600 to $3,300 (50 per cent). Seconded by P.ld. Ald. Knudsen moved to reduce the Mayor and Council, Auto Allowance Van Lanen. Cpon a roll call vote all aldermen voted "no". The motion did not carry. Common Council 12/9/80 - P. 4 Ald. Steinberg moved to reduce the Parks and Recreation, Telephone category from $1,395 to $945. ($400 to cover the cost of installing St. Mary, explained the service would be temporary and for emergency telephones at Kurth and Lions Parks). Recreation Supervisor, Jackie use during summer playground activities. Upon a roll call vote o Ald. Steinberg's motion, Aldermen Dwnke, Knudsen, Radtke and Weed * voted "no". Aldermen Steinberg, Van Lanen and Salentine voted "aye". The motion did not carry. At 1:04 A.M. Mayor Gottfried declared a recess and the meeting re- 4 convened at 1:lO A.M. Aid. Weed moved to reduce the Revenues and Expenditures total $3,203; to indicate a property tax levy in the amount of $977,306 and to indio a tax rate of $6.69 per $1,000 of assessed valuation. Seconded by Aid. Dumke. VOUCHER APPROVAL - Ald. Weed moved for payment of general vouchers In the amount of $206,291.03 payable .12/9/80. Seconded by Ald. Dumke. Ald Steinberg moved to delay payment of the vouchers for two weeks in order to provide him more time to review the vouchers Seconded by Ald. Van Lanen. Ald Weed moved for the approval of a "Gathering" Permit for St. Leonard's Home and School for 12/31/80. Seconded by Ald. Radtke. Motion carried. Ald. Weed moved for the approval of a permit for a driving- skill contest for Badeetland 4x4 at Meinen's for February 8 and for Februa Ald Radtke. Motion carried. CITY __- OFFICIAL'S REPORTS - The Clerk gave the Building Report for tb month of November inEatinp, five new dwellings and total c0nstrucr.i in the amount of $294,269.00 for that month, Same placed on file.
