ccm19801125COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD NOVEMBER 25, 1980 The meeting was called to order by Mayor Gottfried at 8:Ol P M. Also present were Aldermen Steinberg, Weed, Radtke, Van Lanen, Knudsen, Salentine and Dumke, Acting City Attorney Dale Arenz and City Clerk Stewart. io Ald. Dumke moved to approve the minutes of the meeting held 11/11/80 Weed. Motion carried. and moved that same be accepted and placed on file. Seconded by Ald Ald Weed presented the report of the Finance Committee meeting held 11/19/80 and moved that same be accepted and placed on file. Seconded which Chief Scholz requested permission of the committee to have Lt. by Ald. Radtke. Discussion took place regarding the paragraph in Dzibinski attend a police management class at UWM on Friday mornings from 1/9/81 thru 5/1/81 Following questions from Aldermen Knudsen and Van Lane Ald. Knudsen moved to delete the paragraph from the report. Upon a roll call vote on the motion to delete, Aldermen Knudsen, Steinberg and Van Lanen voted "aye". Aldermen Dumke, Radtke, motion to accept the report, as submitted, Aldermen Dumke, Salentine, Salentine and Weed voted "no". The motion did not carry On the @ Radtke, Steinberg and Weed voted "aye". Aldermen Knudsen and Van Lanen voted "no". The motion carried. I Ald. Upon a voice vote the motion carried. Ald Radtke presented the report of the Public Sewer Committee meeting held 11/17/80 and moved that same be accepted and placed on file. Seconded by Ald. Steinberg. Upon a voice vote the motion carried. Ald Knudsen presented the report of the Rules, Laws & Ordinance Committee meeting held 11/13/80 and moved that same be accepted and placed on file. Dumke moved for adoption Seconded by Ald Radtke. Because several aldermen felt certain clauses of the proposed ordinance needed clarification, Ald Knudsen moved to refer Ordinance $1403 back to the Rules, Laws & Ordinance Committee for further review. Seconded by Ald Van Lanen Upon a voice vote the motion carried. Ordinance 8404 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Sec. 3.10(5)(b) of the Funicipal Code of the Seconded by Ald. Salentine. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried reported on the progress that has been made during his informal discussions with Willard Hasterson on the question of whether or not the City of Muskego is interested in purchasing Dandilion Park or whether or not he is interested in selling it to the city. will again be reviewing the proposed 1981 city budget and urged the Mayor Gottfried advised that on Wed , December 3rd, the.Finance Com.ittec aldermen to submit any suggestions they might have to change the budget to do so at that time. h~ Common Council 11/25/80 Page 2 Mayor's Communications(C0NT'D) The Clerk read the Mayor's Veto message of Resolution #190-80, Reso- lution Approving Participation in the Waukesha County Federated Library System. Ald. Van Lanen moved to over-ride the veto. Seconded by Ald. Knudsen. Since a 2/3 vote is required to over-ride a veto, ' Vhe motion lost by a vote of 4-3 with Knudtlcn, Salcntine, Steinberg and Van Lanen voting "yes" and Dumke, Radtke and Weed voting "no". The veto was therefore sustained. NEW BUSINESS - Resolution #191-80 - The Clerk read same, entitled, Approving Agree- ment and Fees for Inspection and Zoning Services for the Village of Big Bend. Ald. Weed moved for adoption. Seconded by A.ld. St.einberg. Ald. Knudsen moved to defer action on this resolution until the aldermen have an opportunity to review the agreement. Seconded by Ald. V.an Lanen. Upon a roll call vote on the motion to defer the motion carried with Ald. Weed voting "no". Resolution #192-80 - The Clerk read same, entitled, Approval of Agreement Between the City and Conley, Sprague and McDonald for Audit Service for 1981 (General Fund), Ald. Weed moved for adoption. Seconded by Ald. Radtke. Upon roll call the motion carried unanimously. McDonald, Sprague & Co. (Sewer Utility.) Ald. Weed moved for adoption. Resolution #193-80 - Approval of Agreement Between the City and Conley, Seconded by Ald. Salentine. Upon a roll call vote the motion carried unanimously. Resolution #194-80 - Approving,Lease Agreement for New Copy Machine adoption. Seconded by Ald. Weed. Ald. Knudsen moved that Resolution #194-80 be referred back to the Finance Committee to explore the avenues of purchasing the machine, Seconded b Ald. Van Lanen. Upon a roll call vote on the motion to refer A -! dermen Knudsen, [Salentine and Van Lanen voted "aye". Aldermen Dumke, Radtke, Stein- berg and Weed voted 'hay". The motion did not carry. On the motion to adopt Resolution #194-80 Aldermen Dumke, Radtke, Salentine and Weed voted "aye", Aldermen Knudsen, Steinberg and Van Lanen voted "no". The motion to adopt carried. Ald Knudsen moved fo; adopt- ion. Seconded by Ald. Van Lanen. Ald. Van Lanen moved to amend the resolution to have the question in the sixth paragraph read "Should the City of Muskego go into a fulltime city administrator type of government during which the pros and cons of a fulltime administrator were discusse Seconded by Ald. Knudsen. Motion carried. After a lengthy discussion as well as whether or not the proposed referendum would adequately de- termine the wishes of the people as to a change in government €or the City of Muskego, Ald. Dumke moved to defer action on Resolution #195-80 in order that consideration could be given towards the re-writing of the resolution to include the\following questions: (1) Should the City .of Muskego.p,o to a fulltime city administrator type of government?, (2) Should the City of Muskego go to a fulltime Mayor type of government (3) Should the government of the City of Muskego remain as it is at present? Ordinance 8405 - The Clerk gave the first reading of same, entitled, An Ordinance to Amend the Zoning District Map of the City (T. Berken - RS-2 (OLR) to RS-2 (~OD), An Ordinance to Amend Certain Provisions of Ch 17 (Zoning Ordinance) Ordinance 11406 - The Clerk gave the first reading of same, entitled, of the Municipal Code of the City of Muskego LICENSE APPROVAL - Ald Weed moved to approve Operator's Licenses for John Walkowski, Virginia McCullough, Delbert Hantula, Karen Marcheshi, Karen Castronova, Mark Skowronski, Harry McCullough, Patsy Hantula and Carol Duane. Seconded by Ald. Van Lanen Motion carried Ald. Weed moved for the approval of a Class "B" Fermented Malt Beverage and Intoxicating Liquor License for Patsy Hantula for W180 S7808 Pioneer Drive pioneer Inn). Seconded by Ald Van Lanen Motion carried. e VOUCHER APPROVAL - Ald. Weed moved for the approval of payment of general vouchers in the amount of $98,736.07, payable 11/25/80, Seconded by Ald. Radtke.
