ccm19800624COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 24, 1980 me meeting was called to order by Mayor Gottfried at 8:45' P.M. Also present were Aldermen Dumke, Steinberg, Weed, Radtke, Van Lanen, Sal- entine and Knudsen, City Clerk Stewart and City Attorney Molter. Aid. Dumke moved for the approval of the minutes of the meeting held 6/10/80 and that same be accepted and placed on file. Seconded by Ald. Weed. Motion carried. Ald. Knudsen presented the report of the Rules, Laws & Ordinance placed on file. Seconded by Ald. Radtke. Motion carried. Committee meeting held 6/11/80 and moved that same be accepted and Ald. Van Lanen presented the report of the Public Welfare Committee meeting held 6/11/80 and moved that same be accepted and placed on file. Seconded by Ald. Steinberg. Motion carried. Aid. Radtke presented the report of the Public Sewer Committee meeting held 6/16/80 and moved that same be accepted and placed on file. Seconded by Ald. Salentine Motion carried. Ald. Weed presented the report of the Finance Committee meeting held 6/24/80 and moved that same be accepted and placed on file. Seconded by Ald. Dumke Ald. Van Lanen and Ald Knudsen expressed their objections to the way the report was presented. Upon a roll call vote berg and Van Lanen voted "no". Aldermen Dumke, Radtke and Weed voted on the motion to accept the report Aldermen Knudsen, Salentine, Stein- meeting~he&dkl-6/24/80 did not carry. The minutes of the Plan Commission meeting held 6/17/80 were acknowledged and placed on file. COMMUNICATIONS FROM;THE.MAYOR'S OFFICE - Mayor Gottfried advised that b"1e TV in the city would be selected would be removed from the agenda of this Common Council meeting. prior to the adoption of the cable TV ordinance, Ordinance 8388 NEW BUSINESS Resolution 8126-80 - Authorizing $1,000,000 00 City of Muskego, Wis. Industrial Development Revenue Bonds (.Precision Screw Thread Corporatior Project). The Clerk read same, by title only. Ald. Knudsen moved for Mr. Robert Simpson, representing Precision Screw Thread Corporation, adoption. Seconded by Ald. Dumke. With the permission of the aldermen, spoke He advised the revenue bond would cover equipment and an addition to the plant Upon roll call the motion to adopt Resolution 11126-80 carried unanimously. Resolution 8127-80 - The Clerk read same, entitled, Appointment of Leichtufss, June Wolf and Ed Turzinski). Ald. Salentine moved for Citizenbers to the Library Board (Joan Dibb, Olga Mimier, Ruth adoption Seconded by Ald. Van Lanen. Upon roll call the motion to adopt carried unanimously. Resolution 8128-80 - The Clerk read same, entitled, Resolution to Amend Resolution #95-80 (Re: Salaries of Assistant Sewer Treatment Plant Operator and Sewer Utility Maintenance Man). Ald, Weed moved for adoption. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. Resolution #129-80 - Authorizing the Hiring of Sewer Utility Maintenancl adoption. Seconded by Ald, Radtke. Upon a roll call vote the motion Nan at Seconded Step of the Salary Range. Ald. Dumke moved for to adopt carried unanimously, I, aye". Radtke moved for adoption, Seconded 4 by Ald. Dumke. Upon roll call the motion carried unanimously, Resolution #131-80 - Providing Certain Benefits and Wages to the Public Works Employees. Ald. Dumke moved to suspend the rules that would meeting. Seconded by Ald. Weed. Upon a roll call vote to suspend interfere with the adoption of this resolution at this evening’s the rules, Aldermen Dmke, Radtke, Salentine, Steinberg and Weed voted “aye“. Aldermen Knudsen and Van Lanen voted “no“. The motion to suspend the rules carried, The Clerk read the resolution. Ald. Knudsen moved for adoption, Seconded by Ald. Van Lanen. Upon a roll call vote the motion to adopt carried unanimously. Ordinance 8385 - The Clerk gave the. first reading of same, entitled, An Ordinance to Amend Ch. 15. Section 15 12(~51 and Sec. 15,12(7)(A) and Sec. 15.12(7)(C) and Sec: 15.12(8) of the-Municipal Code, Ordinance 11386 - The Clerk gave the first reading of same, entitled, An Ordinance to Amend Ch. 30, Sec. 30.09 - Table No. 1 of the Municipal Code. (Re Building Fees) An Ordinance to Amend Ch. 25, Sec. 25,04(l)(a) and (,b) of the Municipal Ordinance #387 - The Clerk gave the first reading of same, entitled, Code. (Re: Amendments to Traffic Code) Ordinance 8389 - The Clerk gave the first reading of same, entitled, An Ordinance to Amend Certain Provisions of Ch. 17 CZoning Ordinance) of the Municipal Code of the City of Muskego. (Referral of matters back Ordinance #390 - An Ordinaace to Amend Certain Provisions of Ch. 17 (Re: Filing of Petitions and appeal fees) (Zoning Ordinance) of the Municipal Code of the City of Muskego An Ordinance to Amend Certain Provisions of Ch. 17 (Zoning Ord.) of Ordinance 11391 - The Clerk gave the first reading of same, entitled, the Municipal Code of the City of Muskego (Re: Prohibiting WT Zoning to be included in computing density for proposed residential develop- to Plan Corn. ~ 0 ment) - VOUCHER APPROVAL - Ald. Weed moved for the approval of payment Of vouchers in the amount of $157,578.37 payable 6/24/80. Seconded by Ald. Radtke. Upon roll call the motion carried unanimously LICENSE APPROVAL - Approval of Operators License for Diane Lewandowski, Wayne Forbes and Sylvia Andrews - Ald. Weed moved to grant same. Seconded by Ald. Dumke. Motion carried. Ald. Weed moved for the approval of Swimming Beach and Waterway Marker for Steven Oschman for Aud-Mar Beach. Seconded by Ald. Radtke. Discussion took place by several of the aldermen as to whether or not beer and intoxicating liquor was to be served. Ald. Knudsen moved to defer action on the granting of these permits for two weeks. Seconded by Ald. Van Lanen. Upon a roll call vote on the motion to defer, Aldermen Dumke, Radtke, Salentine, Steinberg and Weed voted defer did not carry. Ald. Knudsen moved to amend the motion to grant “no”. Aldermen Knudsen and Van Lanen voted “aye”. The motion to the permits by granting them for a two-week period (6/25/80 thru 7/9/80). Seconded by Ald. Weed moved for the approval of a Gathering Permit for Little Muskego Lake Funfest activities at Idle Isle for July 18, 19 and 20, 1980. Seconded by Ald. Radtke. Motion carried. Ald. Weed moved for the approval of permits to operate popcorn wagons for Gerald Schwartz and Gerald Moore. Seconded by Ald, Dumke. Motion carried. Ald. Weed moved for the approval of a waterski Jump for G Fitzgerald Radtke. Motion carried, from 6/25/80 to 7/8/80 in Little Muskego Lake, Seconded by Ald. Ald. Weed moved for the approval of Trap and Rifle Permits for Schultz's Rod and Gun Club, Dan Poszielenzy, President, Seconded 0 by Ald Radtke. Motion carried. Ald. Weed moved for the approval of Dump Refuse Hauling Permits for Waste Management of Milwaukee, Best Disposal, Re1 Sanitation Service, Disposal, Inc. and Town & Country Disposal, Seconded by Ald Dumke Inc.. Sanitary Disposal Service, Inc., United Waste Systems, Moeller Motion carried. COMMUNICATIONS AND MISCELLANEOUS EUSINESS Ald. Salentine requested the City Attorney advise the Mayor and Counci-1: as- to,-what ..pzuvisions. in .the .City's Zoning Ordinance relate to the use of lands to be used as dredging disposaI sites. The Clerk acknowledged receipt of a petition for the renewal of an Extractive Permit from Payne & Dolan, Inc. (State Sand and Gravel co . ) Mayor Gottfried advised the public hearing date for the proposed zoning amendments will be July 22, 1980 and 7:15 P.M ADJOURNMENT - Ald.
