ccm19800527c COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 27, 1980 The meeting was called to order by Mayor Gottfried at 7:43 P.M. Also present were Aldermen Dumke, Steinberg, Weed, Radtke, Van Lane, Sal- entine and Knudsen. City Clerk Stewart and City Attorney Molter. Ald. Dumke moved for the approval of the minutes held 5/13/80. Seconded by Ald. Weed. Motion carried. COMMITTEE REPORTS Ald. Weed presented the report of the Finance Committee meeting held 5/21/80 and moved that same be accepted and placed on file. Seconded by Ald. Radtke. Motion carried. Ald. Salentine presented the report of the Public Works Cornittee meeting held 5/22/80 and moved that same be accepted and placed on file. Seconded by Ald. Weed. Motion carried. Ald. Weed presented the report of the Public Welfare Committee meeting held 5/14/80 and moved that same be accepted and placed on file. Sec- onded by A1.d. Steinberg. Motion carried. Ald. Knudsen presented the report of the Rules, Laws & Ordinance Committee meeting held 5/14/80 and moved that same be accepted and placed on file. Seconded by Ald. Radtke. Motion carried. The minutes of the Plan Commission meeting held 5/20/80 were received and placed on file. UNFINISHED BUSINESS Resolution 1/91-80 - Directing Attorney to Draft an Ordinance to Amend the Zoning District Map of the City (NW corner Racine Ave. and S.T.H. .- 24) .... Ald.-Dumke moved-for .adoption,-~.-~Seconded by Ald,-Radtke, .Mayor Gottfried requested the aldermen reconsider this resolution because as listed in Section 17. 3.06(2) F3, the city%s Zoning Ordinance, if rezonings shall be referred back to Plan Couunission for further review. the Common Council does not concur with the recommendation proposed Ald. Dumke moved to reconsider Resolution 1/91-80. Seconded by Ald. Radtkc Upon 'a roll call vote on the motion to reconsider Aldermen Dumke. Salentine, Radtke, Knudsen and Weed voted "aye". Aldermen Van Lanen and Steinberg voted "no". The motion to reconsider carried. Ald. Weed 0 moved to refer Resolution 1\91-80 back to Plan Commission for further review. Upon a roll call vote the motion carried. NEW BUSINESS Resolution #104-80 - Honoring Muskego's 1979-80 AFS Studen (Betno Murwani from Indonesia). Ald. Dumke moved for adoption. Seconded by Ald. Weed. At this time "Ani" appeared before those present to presented her with a signedzresolution, momentos and a key to the city. indicate her year in Muskego as a very enjoyable one. Seconded by Ald. Weed. Motion carried unanimously. Resolution 11106-80 - Establishing Salaries for Parttime Park & Recreation Employees. Ald. Weed moved for adoption. Seconded by Ald. Radtke. Resolution' #109'-80 - Participating With Other Communities in Action Commission. Ald. Dumke moved for adoption, Seconded by Ald. Radtke. Against the Milwaukee Sewage Commission and the Metropolitan Sewerage to whether or not funds for this purpose can be obtained from Tax (Initial fee for Muskego being $5,000.00). Following discussion as Increment Financing, upon a roll call vote on the motion to adopt Resolution #109-80 the motion carried unanimously. Resolution #110-80 - Denial of Claim from Harriet J. Rice. Ald. Radtke moved for adoption. Seconded by Ald. Dumke. (Amount of claim being $1,390.62) Upon roll call motion carried unanimously. moved for adoption. Seconded by Ald. Steinberg (.$21,000.00 plus $3,000.0 Resolution 8111-80 - Establishing Salary for City Attorney. Ald. Weed office expense). Upon roll call the motion carried with Ald. Van Lanen voting "no" . Resolution #112-80 - Urging the Town of Norway Sewer District Comis- Salentine moved for adoption. Seconded by Ald. Radtke. At this time Mayor Gottfried declared a recess (9:12 P.M.) and the meeting reconvened at 9:20 P.M. voting on Resolution 11112-80, Ald. There were no objections from Ald. Salentine's request to adopt. Ald. Dumke moved to adopt Resolution 11112-80. Seconded by to abstain from voting on this resolution. Ald. Salentine read a boundary change of the Lake Denoon Sewer District. He also read a communication signed by Harry Brodel, dated 5/27/80, opposing the communication signed by Harold DeBack, dated 5/27/80, requesting a boundary change. A lengthy discussion took place regarding the feasib- of enlarging the district, the fact that DeBack and Bostater had sewer assessments, the possibility of the Town of Norway expanding their treatment facilities,etc.hnaroll call vote on the motion to adopt Resolution 11112-80, Aldeniien Dumke, Steinberg, Van Lanen and Weed voted Resolution #112-80 did not carry. Ald, Salentine abstained from voting. "no". Aldermen Knudsen and Radtke voted "aye". The motion to adopt Resolution 9113-80 - Establishing Salary for Building Custodian. Ald. Weed moved for adoption. Seconded by Ald. Radtke. (Park €X Recreation Building Custodian be be at 2nd step of salary range ($3.70 hr.) Upon roll call motion carried unanimously. Resolution #114-80 - Resolution to Amend Salary Resolution Re: Water Patrolmen and Librarian). Ald. Radtke moved for adoption. Seconded by Ald. Weed. Unanimously carried. Ordinance 8384 - The Clerk gave the first reading of same, entitled, RS2 (OHS) to RS2 (00s). Ald. Van Lanen moved to suspend the rules An Ordinance to Amend the Zoning District Map of the City (Merfert - in order to have the second reading of the ordinance and it could be acted upon at this meeting. Seconded by Ald. Salentine. Upon a roll call vote to have the second reading Aldermen Dde. Salentine, Weed and Van Lanen voted "aye". Aldermen Knudsen and Steinberg voted Ordinance 11384. Ald. Salentine moved for adoption. Seconded by Ald. "no". The motion carried. The Clerk gave the second reading of Knudsen. Upon a roll call vote the motion carried with Ald. Steinberg sioners to Expand the Lake Denoon Sewer District Boundaries. Ald. voting "no". VOUCHER APPROVAL - Ald. Weed moved to approve payment of vouchers in the amount of $184,611.54. Seconded by Ald. Weed. Unanimously carried LICENSE APPROVAL - Ald. Weed moved for the approval of Operator's Licenses €or Laurie Duane, Ann Boehm, Gloria Hobriga and Tom Repinski. Seconded by Ald. Dumke. Motion carried. Ald. Weed moved to approve permit for placement of waterski jump in Little Muskego Lake by Mike Fitzgerald from 6/2/80 to 6/16/80. Seconded by Ald. Radtke. Motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS The Clerk read a communication from Mr. Harlan Ross, President of the Village of Big Bend, thanking the City of Muskego for support in opposing the storage of PCB's in the Big Bend Industrial Park. Same placed on file. ADJOURNMENT Ald. Van Lanen moved to adjourn. Seconded by Ald. Steinberg. Motion carried.
