ccm19800408r T COMMON COUNCIL - CITY OF MUSKEG0 MINUTES OF MEETING HELD APRIL 8, 1980 The meeting was called to order by Fayor Gottfried at 7:56 P.M. Also and Salentine, City Clerk Bowyer and Attorney Don Molter. Ald. Dumke moved to approve the minutes of the meeting held 3/25/80 carried. CONNITTEE REPORTS Ald. Tomczyk presented the reports of the Finance Comittee meetings held 4/2/80 and 4/8/80 and moved that same be accepted and placed on file. Seconded by Ald Dumke. Motion carried. la. Weed presented the report of the Public Works Committee meeting held 4/3/80 and moved that same 'be accepted and placed on file. Seconded by Ald. Dumke. Ald. Fold moved to have the llth paragraph (relating to the stop sign at the intersection of Muskego Dr. and by Ald. Dumke. Ald. Ford explained his reason on the motion as being Hardtke Drive being removed) considered as a separate issue. Seconded a safety hazard during the smer months if the sign were removed. Upon a roll call vote on the motion to act separately on the motion to consider the llth paragraph of the minutes, Aldermen Dumke, Ford, Van Lanen voted "no". The motion carried. Ald. Ford moved to delete Salentine, Tomczyk and Weed voted "aye". Aldermen Pietruszynski and the llth paragraph from the Public Works Committee Report. Seconded by Ald. Dumke. Public Works Committee Chairman Tomczyk advised that Supt. Bertram had received many complaints that the sign being installed only part of a year was confusing. Upon a roll call vote to delete the paragraph, Aldermen Dumke, Ford Salentine and Tomczyk voted aye". Aldermen Pietruszynski, Van Lanen and Weed voted "no". The motion to delete the paragraph carried COIQnINICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried introducd Boy Scout Leader Phil Flasch and two members of Troop 8219 who were present at the meeting in 2n effort to achieve special merit badges. present were Ald. Motion ,I Resolution :;56-80 - The Clerk read same, entitled, Authorizing Execution of Contract Between Teamsters Union Local #695 and City of Muskego (Re Police Dept,). This resolution had been deferred from the previous meeting and was on the floor. At this time the city's Negotiating Attorney, John Swain, reviewed for the aldermen the summary of settlement for both the Police Department and the City Hall - Library and Dispatchers. He recommend deferral of the Police Dept. contract because of change in the health insurance plans for the entire city Ald. Ford rnoved to defer action on Resolution #56-80 until the April 22nd meeting of the Council. Seconded by Ald. Salentine. Upon a voice vote the motion carried. Ordinance #382 - An Ordinance to Amend Ch. 8 of the Municipal Code same. Ald. Van Lanen moved for adoption. Seconded by Ald. Ford (Re: Driveway construction). Salentine moved for adoption. Seconded by Ald. Dumke. Upon 7Re: Zoning Amendments). The Clerk gave the second reading of same. a roll call vote the motion to adopt carried unanimously. Resolution 1/58-80 - The Clerk read same, entitled, Authorizing the Advertising of Bids for the Official Newspaper for the City of Muskego. Ald Weed moved for adoption. Seconded by Ald. Tomczyk. Upon a roll call vote the motion carried unanimously. Resolution 1\59-80 - The Clerk read same, entitled, Denying the Petition to Rezone Parcel of Land in Sec, 14 From RS-1 to RSM (Former Reef) Ald. Salentine moved for adoption Seconded by Ald. Dumke Upon a roll call vote the motion carried with Ald. Van Lanen voting "no". Resolution #60-80 - The Clerk read same, entitled, Relocation Order CO. Sub-station). Ald. Tomczyk moved for adoption. Seconded by and Determination of Necessity (32.06) Re.: Muskego Volunteer Fire Aid. Ford. Following a short discussion regarding the efforts of the fire department to find a suitable location in the northwest part of the city, upon a roll vote on the motion to adopt Resolution {/60-80, the motion carried with Ald. Pietruszynski voting "no". Resolution 861-80 - The Clerk read same entitled, Transfer of Funds from Unappropriated Surplus. Ald. Tomczyk moved for adoption. Aldermen Van Lanen and Pietruszynski voted "no". The motion to adopt adopt, Aldermen Dumke, Ford, Tomczyk, Salentine and Weed voted "aye". carried. Resolution 1/62-80 - The Clerk read same, entitled, Approval of Maintenance Agreement Between Burroughs Corporation and the City Ald. Ford. Upon a roll call vote the motion carried unanimously. (Check Protector). Ald. Tomczyk moved for adoption. Seconded by Resolution 1/63-80 - The Clerk read same, entitled, Designating Kristin Drive as a "Thru Street". Ald. Tomczyk moved for the approval of Operators License for Emil Geibel, Sharron Rickert, Joyce Nay and Andrew Schkeryantz Seconded by Ald Ford. Motion carried Ald. Tomczyk moved for approval of a "Gathering" Permit for St Leonard's Hone and School for 4/19/80. Seconded by Ald Weed Motion carried CITY OFFICIAL'S REPORTS - The Clerk read the Building Inspector's and total construction in the amount of $189,600 00 Same placed on file geport for the month of March, 1980 indicating three new dwellings COPPWNICATIONS AND MISCELLAhTOUS BUSINESS - The Clerk read a communications from the Uaukesha Blood Donor Club dated 3/24/80 expressing appreciation given them at the recent blook bank held in Muskego. Same placed on file. The Clerk read a petition and claim for sewer refund, dated 3/23/80 from Harriet J. Rice in the matter of the determination of special asses'sments and her acknowledgement of same dated 3/28/80. Same placed ADJOURNMENT - Ald. Weed moved to adjourn. Seconded by Ald. Ford.
