ccm19791105Minutes of the Common Council Committee Meeting of the Whole for the
purpose of reviewing the 1980 budget held on November 5, 1979.
Present were: Mayor J. Gottfried, Aldermen Pietruszynski, Weed, Ford,
Lanen, Tomczyk and Salentine. Absent: Ald. Dumke. Also present,
ty Clerk Bowyer, Chief Scholz, Kathy Horton and Fred Baewer.
The meeting was called to order at 8:OO P.M., by Mayogl$ Et& d,i%snfn

He explained that the budget# centage of increase was 9% over the 1979
year and much of the increase 9 ue to increases in wages and employee
welfare such as retirement, insurances, etc. The proposed budget is in
the amount of $2,969,311.00 with a proposed rate of $5.72 per 1,000.00
of assessed valuation. The mayor reviewed each category of the budget
suggesting that as he proceeds, the aldermen should pose any questions
they might have.
Representing the police ‘department, Chief Scholz asked that some of the
reductions made in his budget by the finance committee be explained so
he would be in a better position to defend the cuts or questions he
might have. He requested that consideration be given the hiring of a
cond shift receptionist due to the increased calls for service,
pecially during that time. He also expressed concern in the reduct-
ion of monies allotted for conferences and special events and gasoline,
due to the ever increasing costs of gasoline. Some monies allocated in
the conferences and special events included safety town and crime
prevention. The Mayor suggested that perhaps a local service group such
as the Womans Club might be willing to support the safety town program.
Mr. Baewer asked that consideration be given for the purchase of helmets
in the amount of $700.00 for the 8th and 9th gr2de chargers plus $1,460.00
for pool chemicals, as these two items were not consideration by the board
in their initial adoption. Ald. Ford felt that since the city did grant
$800.00 for the chargers last year due to a change in the state law, the
team should have made provisions for the older group. The Mayor said that
he intended to meet with Supt. Kreuser regarding the pool chemicals.
Ald. Van Lanen inquired whether monies had been provided in the park
budget for senior citizen activities and Mr. Baewer said that the board
does have a planned program such as bus trips although Ald. Van Lanen
fllrther indicated that he was interested in quiet activities and projects.
Mayor Gottfried said that Miss Horton had reduced the budgeted amount for
print materials for 1980, however, the budget was still $10,000.00 over
the 1979 year. Ald. Weed felt that the library was adequately supplied
and that many books could be purchased for $32,000.00. It was explained
by Ald. Ford that siime of the increase was due to inflated prices plus
the need for just replacing books.
There being no further discussion relative to the budget, the Mayor
reviewed the revenues, amount being $2,969,311.00.
There being no further discussion, a motion was made by Ald. Ford, as
seconded by Ald. Weed, that the budget for 1980 in the amount of
2,969,311.00 be recommended for public hearing and upon roll call vote,
Aldermen Ford, Pietruszynski, Salentine, Tomczyk and Weed voted in favor
and Ald. Van Lanen voted against. Motion carried.
Ald. Weed moved, as seconded by Ald. Tomczyk, that the meeting be
ajourned at 9:20 P.M. Motion carried.
