MINUTES OF MEETING HELD OCTOBER 23, 1979
Prior to calling the meeting to order Mayor Gottfried introduced
Attorney Don Molter to the aldermen. He indicated that Attorney
Molter is a member of the law firm with which Richard S. Hippenmeyer
was affiliated. He further stated that due to the death of Mr.
Hippenmeyer on October 16, 1979, the firm would represent the city

until such time as a new city attorney is appointed.
The meeting was called to order at 7:43 P.M. by Mayor Gottfried. Also
Weed, and Van Lanen, Attorney Don Molter and City Clerk Bowyer.
present were Aldermen Dumke, Ford, Tomczyk, Pietruszynski, Salentine,
Alderman D umke rnoved for the approval of the minutes of the previous
meeting held 10/9/79 that same be accepted and placed on
file. Seconded by Ald. Tomczyk. Ald. Pietruszynski corrected the
minutes to indicate that he voted "no" on Resolution 8193-79, entitled
Designating Halloween Trick or Treat Hours. The motion to accept
the minutes carried.
COMMITTEE REPORTS
0 Ald. Tomczyk presented the reports of the Finance Committee meetings held 10/11/79, 10/17/79 and 10123179 ana,moved-that same be. accepted
and placed on file. Seconded by Ald. Dumke. The motion to accept
the reports carried.
Ald. Weed presented the report of the Public Works Committee meeting
held 10/18/79 and moved that same be accepted and placed on file.
Seconded by Ald. Tomczyk. Motion carried.
Ald. Salentine presented the report of the Public Sewer Committee
meeting held 10/18/79 and moved that same be accepted and placed on
file. Seconded by Ald. Dumke. Motion carried.
Ald. Weed presented the report of the Public Safety Committee meeting
held 10/18/79 and moved that same be accepted and placed on file.
Seconded by Ald. Tomczyk. In answer to a question from Ald. Piet-
ruszynski, Mayor Gottfried advised that actions taken by committees
are not official until the minutes of such committee meeting are
approved by the entire Council.
Ald. Salentine presented the report of the Rules, Laws & Ordinance
Committee meeting held on 10/22/79 and moved that same be accepted and
placed on file. Seconded by Ald. Van Lanen. Ald. Ford moved to have
the second paragraph of the report which directed the city attorney to
voted on as a separate issue. Seconded by Ald. Weed. Following dis-
attend all meetings of the Rules, Laws & Ordinance Committee meetings

"aye". Aldermen Pietruszynski and Van Lanen voted "no". The motion
carried. Following considerable discussion regarding committee pro-
cedures, the motion to accept the balance of the report carried with
Ald. Pietruszynski casting a dissenting vote.
On the paragraph relating as to whether or not the City Attorney should
be di.rect~ed to attend all future Rules, Laws & Ordinance Committee meetings, upon a roll call vote, Aldermen Dumke, Ford, Salentine,
Tomczyk and Weed voted "no". Aldermen Pietruszynski and Van Lanen
voted "aye".

The Clerk read Mayor Gottfried's veto message of Resolution #195-79
Lot. As there was no motion to override the veto Resolution 11195-79
entitled, Acceptance of Offer to Purchase a Portion of Former Lassa
stands as being vetoed.
NEW BUSINESS
Resolution 8196-79

The Clerk read same, entitled, Authorizing Change in Parks & Recre-
ation Capital Budget. Ald. Ford moved for adoption. Seconded by
Ald. Tomczyk. Upon a roll call vote, Aldermen Dumke, Ford, Tomczyk,
voted "no". The motion to adopt carried.
Salentine and Weed voted "aye". Aldermen Pietruszynski and Van Lanen
Resolution 197-79 - The Clerk read same, entitled, Creating Fulltime
Position of Recreation Supervisor. Ald. Dumke moved for adoption.
Seconded by Ald. Tomczyk. Upon a roll call vote Aldermen Dumke,
Ford, Salentine, Tomczyk and Weed voted "aye". Aldermen Pietruszynski
and Van Lanen voted "no". The motion to adopt carried.

Resolution #198-79 - The Clerk read same, entitled, Establishing Sewer
Service Charge Fee for Lake Denoon Sewer District. Ald. Dumke moved
for adoption: Seconded by Ald. Salentine. ($96.00 per year). Upon
a roll call vote the motion carried unanimously.
Resolution #199-79 - The Clerk read same, entitled, Authorizing
Ruekert & Mielke to Prepare Plans and Specifications for the Exten-
sion of Sewers on North Shore Drive. Ald. Dumke moved for adoption.
Seconded by ALd. Salentine. Upon a roll call vote the motion carried
unanimously .
Resolution $1200-79 - The Clerk read same, entitled, Transfer of Funds
From Contingency ($3,000.00 to Police Officers and $21,000.00 to
Tomczyk. Upon a roll call vote the motion to adopt carried unanimously.

For Driving Skill Contest on Big Muskego Lake. Ald. Dumke moved for
Ald. Weed requested permission of his fellow aldermen to have Craig Lawdanski speak. As there were no objections, Mr. Lawdanski stated
he felt the organization requesting permission to hold a driving skill
contest should be advised as to where their track should be Dlaced SO ~~ ~
as to not disturb snowmobile trails. Upon a roll call vote the motion
to adopt Resolution W203-79 carried unanimously.

Resolution 11204-79 - The Clerk read same, entitled, Authorizing
Addition #1). Ald. Dumke moved for adoption. Seconded by Ald.
Execution of Easement for Municipal Sewer Purposes (Lake Meadows
Salentine. Upon a roll call vote the motion carried unanimously.
Resolution 11205-79 - Acceptance of Low Quote for New Tractor for
Highway Department. Ald. Tomczyk moved to suspend the rules that
would interfere with the adoption of Resolution 11205-79. Seconded
by Ald. Ford, Upon a roll call vote the motion to suspend the rules
moved for adoption. Seconded by Ald. Ford. (low quote for a new carried unanimously. The Clerk read the resolution. Ald. Tomczyk
tractor for Highway Dept. from Milwaukee Ford Tractor, Inc. in the
amount of $8,935.00). Upon a roll call vote the motion to adopt
Resolution $1205-79 carried unanimously.

e VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of
vouchers in the amount of $141,524.06 payable October 23, 1979.
Seconded by Ald. Tomczyk. Upon a roll call vote the motion carried
unanimously.
LICENSE APPROVAL - Ald. Tomczyk moved for the approval of Operators
Licenses tor Brett Goll. Karl Wiesner and Mathew Iverson, pending
receipt of favorable police reports. Seconded by Ald. Ford. MoEion
carried.
Ald. Tomczyk moved for the approval of a Class "A" Fermented Malt
Beverage License for Pick N Save Grocery Store. Seconded by Ald.
Dumke. Motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk acknowledged
receipt of a summons, dated 10/8//9, served upon herself regarding
Mische, W136 S7588 Fairfield Drive in Muskego. Same referred to
alleged inadequate drainage facility from Louis A, and Michele E.
City Attorney's Office.
Ald. Pietruszynski requested permission of his fellow aldermen to have Mr. Alan Koester, Circle Drive, speak before the Council. Ald.
of the members of the Council to have Mr. Koester speak, Aldermen
Dumke, Ford, Salentine, Tomczyk and Weed voted "no',', Aldermen
Koester speak did not carry.
Pietruszynski and Van Lanen voted "aye". The request to have Mr.
Motion carried. The meeting adjourned at 9:30 P.M.
ADJOURNMENT - Ald. Weed moved to adjourn. Seconded by Ald. Tomczyk.
