COMMON COUNCIL
MINUTES OF MEETING HELD AUGWST14, 1979
The meeting was called to order at 7:50 P.M. by Mayor Gottfried. Also
present were Aldermen Dumke, Tomczyk, Weed, Van Lanen and Salentine,
at 8:30 P.M.
Ald. Dwnke moved for the approval of the minutes of the meeting held
July 24, 1979. Seconded by Ald Tomczyk. Motion carried.
COMMITTEE REPORTS
Ald. Tomczyk presented the reports of the Finance Comittee meetings
held 8/8/79 and 8/14/79 and moved that same be accepted and placed
on file Seconded by Ald. Dumke. Motion carried.
Ald. Weed presented the report of the Public Works Comittee meeting
held 8/9/79 and moved that same be accepted and placed on file.
Seconded by Ald. Tomczyk. Ald. Van Lanen requested permission of his
fellow aldermen to have Mr. Richard Hamann, W179 S7859 Kristin Drive,
speak. As there were no objections, Mr. Hamann expressed his concern

to the Council regarding the conditions of the ditches along Kristin
of the Public Works Committee carried.
Ald Van Lanen presented the report of the Public Welfare Committee
meeting held July 25, 1979 and moved that same be accepted and placed
on file. Seconded by Ald. Saientine. Ald. Van Lanen questioned
whether or not the city could become involved in the problems of
Covenant Living Center and Mayor Gottfried advised the city could not.
The minutes of the Plan Comission meeting.held August 7, 1979 were
accepted and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that effective on this day (8114179) Mark E.
because he will be moving out of the city. Mayor Gottfried commended
Pienkos had tendered his resignation as Alderman of the First District
Mark Pienkos on his duties as an alderman and wished him the best of
luck in his new challenge. He further advised that Ald. Edwin Dumke
as President of the Common Council will accept applications to fill
the vacancy of alderman of the first district until September 1, 1979.

Certified Survey Map - H. Scholbe. Ald. Salentine moved for adoption.
Seconded by Ald. Tomczyk. Upon a roll call vote the motion carried
unanimously.
Tank Agreement - H. Albrecht. Ald. Van Lanen moved for adoption.
Resolution 11154-79 - The Clerk read same, entitled, Approval of Holding

Plan - Lake Brittany Estates Add. ill. Ald. Dumke moved for adoption.
Seconded by Ald. Salentine. Upon a roll call vote the motion to adopt

Following a short discussion, upon a roll call vote the motion to
adopt carried with Ald. Van Lanen voting "no".

Seconded by Ald. Salentine. Upon a roll call vote on the motion to
voted "aye". Aldermen Dumke, Ford and Weed voted "no". As a two-thirds
override the Mayor's veto, Aldermen Salentine, Tomczyk and Van Lanen
vote of the entire Council is needed to override the veto (5 votes)
the motion to override did not carry and the veto was' sustained.

Ald. Weed moved for adoption. Seconded by Ald. Dumke. Upon a roll

Transfer of Funds from Joe Love Recycling Fund to the Muskego Lake
Resolution #161-79 - The Clerk read same, entitled, Authorizing
Reclamation Charitable Trust (.$l,OOO.OO). Ald. Tomczyk moved for
adoption. Seconded by Ald. Ford. Upon a roll call vote the motion
carried unanimously.
j Resolution #162-79 - The Clerk read same, entitled, Assuring State
Department of Natural Resources of the City's Intent to Provide
Public Access to Big Muskego Lake. Ald. Weed moved for adoption.
Seconded by Ald. Dumke. Mayor Gottfried reviewed for members of the Council the DNR's efforts to provide a public access to Big

VOUCHER APPROVAL - Ald. Tomczyk moved for the approval of payment of
vouchers in the amount of $214.861.36 payable 8/14/79. Seconded by - e Ald Dumke. Motion carried. "
LICENSE APPROVAL - Ald. Tomczyk moved for the approval of a Gathering
Permit for Muskego VFW Post 88171 for August. 24, 25 €X 26, 1979
(corner of Lannon Dr. and S.T.H. 24). Seconded by Ald. Ford. Motion
carried.
Ald. Tomczyk moved for the approval of Operators License to Shelley
Spangler, David Salla, Adrienne Hansen, Christine Kupfer, Lynn
Oschmann, Charlene Budish and Daniel Bohrer. Seconded by Ald.
Dumke. Motion carried.
Waterbugs Waterski Club to be installed in the area of Dandilion Ald. Tomczyk moved for the approval of a waterski ramp for the
Park from August 15 to August 30, 1979, subject to the condition
that (1) the ramp would not be used on weekends or holidays after
12 P.M. (2) the ski ramp would have chained tires as before, locked
in place when not in use and would also be lighted, and (3) only
members of the club would be allowed to use the ramp. Seconded by
Ald. Weed. Motion carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for the
month of July, 1979 indicating nine new dwelling units and total
placed on file.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk acknowledged
receipt of a petition submitted by Arthur Zangerle requesting
his p;operty bn Janesville Rd., in Sec. 18 be-rezoned -from R-1 and
R-2 to 1-2. Same referred to Plan Commission.
ADJOURNMENT - Ald. Weed moved to adjourn. Seconded by Ald. Van Lanen.
Motion carried. The meeting adjourned at 9:46 P.M.
