Weed and Tomczyk, City Attorney Buckley and Deputy Clerk June Elger Ald. Dumke moved to approve the minutes of the meeting held June 12, 1979, as mailed. Seconded by Ald. Tomczyk. Motion carried. Committee Reports Ald. Tomczyk presented the minutes of the Finance Committee meeting held 6120179 and moved that same be accepted and placed on file. Seconded by Ald. Dumke. Motion carried. He also presented the report of the meeting held 6/26/79 and moved that same be accepted. Seconded by Ald. Dumke. Motion carried. Ald. Weed presented the report of the Public Works meeting held 6/21/79 Tomczyk. Motion carried. and moved that same be accepted and placed on file. Seconded by Ald. Ald. Pienkos moved to approve the report of the Rules, Laws & Ordinance Comittee of meeting held 6/13/79 and moved that same be accepted and placed on file Seconded by Ald. Salentine. Motion carried. Ald. Pienkos presented the report of the Public Safety Committee meeting held 6/13/79 and moved that same be accepted on file Seconded by Ald. Tomczyk Motion carried The committee will amend minutes at their next meeting regarding parking/stop sign problem at .the intersection of Muskego DriveIHardtke Drive. The motion to accept the report carried. Ald.Salentine presented the report of the Public Sewer Committee meeting held 6/18/79 and moved that same be accepted and placed on file. Seconded by Ald Weed. Paragraphs 3 and 5 will be corrected at the next cownittee meeting The minutes of the Plan Couunission meeting of June 5, 1979 were received and placed on file. UNFINISHED BUSINESS Ordinance $1375 - The Deputy Clerk gave the second reading of same, entitled, An Ordinance to Amend Ordinance 316 to Provide for the vmha moved for adoption. Seconded by Ald Pienkos. Upon roll call Collection of Penalty Assessments in Addition to Forfeitures Ald the motion carried unanimously. At this time Ald. Ford spoke regarding the action taken by the Council at their meeting held June 12, 1979 in their denial of Resolution #117-7$ entitled, Providing Funds to Help Defray Costs for Muskego Funfest ($750 00.2 It was his hope that someone who voted in the majority might move to reconsider the resolution. No motion was made. COMMUNICATIONS FROM THE MAYOR'S OFFICE ttee Mayor Gottfried advised the Council of the appointment of a commi 0 to study the feasibility of whether or not the elected offices of 0 rather than elected, to determine if the aldermen's salarv is in City Treasurer, City Assessor and City Clerk should be appointed with other municipalities and whether the position of mayor should or line Faber, Chairman, Gerald Loebel, Ed Raimann, Ed Niezgoda, Jim Ramsey, approximately six months. The members of the committee are Gerald Sandra Ross, Mrs Mary Skarzmski. Mr. John Marzion and Robert J should not be full time. It is anticipated the study will take 0 Common Council Page 2. Ald Salentine Resolution #123-79 - The Deputy Clerk read same, entitled, Approval moved for adoption. Seconded by Ald. Tomczyk. Upon a roll call vote the motion to adopt carried unanimously. Resolution #124-79 - The Deputy Clerk read same, entitled, Approval Of seconded by Ald. Ford. Upon roll call the motion carried unanimously. Certified Survey Map (Retzlaff). Ald Salentine moved for adoption, Resolution #125-79 - The Deputy Clerk read same, entitled, Appointment of City Attorney (Richard S. Hippenmeyer). Ald. Tomczyk moved for adoption. Seconded by Ald Pienkos. Upon roll call the motion carried unanimously. Resolution $1126-79 - The Deputy Clerk read same, entitled, Approval of Ald. Tomczyk moved for adoption. Seconded by Ald. Pienkos. Motion Creation of Fourth Position of Sergeant in the Muskego Police Department. carried unanimously. Resolution #127-79 - The Deputy Clerk read same, entitled, Granting Ald. Tomczyk moved for adoption. Seconded by Ald. Dumke. Upon roll Public Works Employee, Harry Srase,A One Year's Leave of Absence. call the motion carried unanimously. Additional Position in Public Works Department to Replace Harry Krase Resolution $1128-79 - The Deputy Clerk read same, entitled, Creating Ald. Tomczyk moved for adoption Seconded by Ald. Pienkos Upon roll call the motion carried unanimously. Resolution #129-79 - The Deputy Clerk read same, entitled, Authorizing the Public Sewer Committee to Have Sewage Tests Conducted by an Outside Testing Laboratory. Ald. Dumke moved for adoption Seconded by Ald Salentine. Upon roll call the motion carried unanimously July 2, 1979, to be "DR SEUSS DAY" in the City. Ald. Tomczyk moved Resolution $1130-79 - The Deputy Clerk read same, entitled, Declaring for adoption. Seconded by Ald. Pienkos. Upon roll call the motion carried unanimously. Resolution 8131-79 - The Deputy Clerk read same, entitled, Declaring a Total Building Moratorium in the Northwest Sewer District. Ald. Dumke moved for adoption Seconded by Ald. Salentine. A lengthy discussion took place with Ald. Ford expressing concern regarding the approximately 80 single family lots in the district. He felt it would cause a hardship to those persons who own sewered lots within the district. He therefore moved to defer action on Resolution #131-79 for two weeks. Motion was seconded by Ald. Tomczyk. Further discussion ensued with Ald. Dumke speaking in favor of the resolution. Aid. Salentine also read a prepared statement in support of the resolution. Upon a roll call vote on the motion to defer Aldermen Dumke, Salentine, Van Lanen and Weed voted "no". Aldermen Ford, Pienkos and Tomczyk voted "q.". The motion to defer did not carry. Following further discussion, Aid. Dumke requested permission for Estel Ellery and Gary Stewart to speak. As there were no objections, Mr. Stewart presented background information regarding the pollution of Big Muskego Lake. He urged members of the Council to vote in favor of the resolution. Upon a roll call vote on the motion to adopt Resolution #131-79, Aldermen Dumke, Tornczyk voted 'hot'. The motion to adopt carried. At this time Mr. John Swain, the city‘s negotiator, reviewed the contracts and the settlement of the Dispatcher’s and City Hall-Library Members of Local $12414 agreement Resolution $1132-79 - The Deputy Clerk read same, entitled, Ratification of Labor Agreement (Dispatchers). Ald. Dumke moved for adoption. Seconded by Ald. Weed. Ald. Weed moved to amend the resolution to include city hall - library in the first and second paragraphs. Seconded by Aid. Pienkos. Motion carried. Upon a roll call vote on the motion to adopt Resolution 11132-79, As Amended, the motion carried unanimously. Fees for Real Estate Inquiries ($5.00). Ald. Tomczyk moved for Resolution 8133-79 - The Deputy Clerk read same, entitled, Establishing adoption. Seconded by Ald. Van Lanen. Upon roll call the motion to adopt carried unanimously. Resolution $1134-79 - The Clerk read same, entitled, Resolution Setting Dog Llcense Fees ln the City of Muskego. Ald. Van Lanen moved for resolution by deleting that paragraph reading “Licenses purchased after adoption. Seconded by. Ald. Pienkos. Ald. Ford moved to amend the Upon a roll call vote the motion to amend carried unanimously. Upon July 1st of each year will be one-half price”. Seconded by Ald Dumke. a roll call vote the motion to adopt Resolution 8134-79, As Amended, carried unanimously. Resolution 8135-79 - The Deputy Clerk read same, entitled, Appointment of Members to Library Board (Terry Hutchison and Charmian Buhrandt) Ald. Pienkos moved for adoption. Seconded by Ald. Tomczyk. Upon a roll call vote the motion to adopt carried unanimously. Resolution j1136-79 - The Deputy Clerk read same, entitled, Approval of Final Plat of Lake Meadows Add. 81. Ald. Salentine moved for adoption. Seconded by Ald. Tomczyk. Upon a roll call vote the motion carried with Ald. Van Lanen voting “no“. Resolution #137-79 - The Clerk read same, entitled, Amendments to the by Ald. Ford. Ald. Ford moved to delete $12,350.00 for the Open 1979 Capital Budget Plans. Ald. Tomczyk moved for adoption. Upon a roll call vote the motion to adopt Ordinance 11376 - The Deputy Clerk gave the first reading of same, entitled, An Ordinance to Repeal and Recreate Sections 2.4(.1) and (.3) of Ch 18 of the Municipal Code of the City (Re Existing Substandard I I Lots). VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of general vouchers in the amount of $114,003.21 payable 6/26/79. Seconded by Ald. Tomczyk. Upon roll call the motion carried unanimously. LICENSE APPROVAL - Ald. Tomczyk moved for the approval of Operator’s Lxenses tor &chard Uihlein, Joseph Thibedeau, Laurie Knoff and Barbara Schlintz. Seconded by Ald. Dumke. Motion carried. Moeller Disposal, Re1 Sanitation, Sanitary Disposal and Town and A1d. Dumke moved for the approval of Dump Refuse Hauling Permits for Country Disposal. Seconded by Ald. Tomczyk Motion carried. Ald. Dumke moved for the approval of a Transient Merchant's License (Popcorn Wagon) for Gerald Schwartz. Seconded by Ald. Tomczyk. Motion carried. Ald. Dumke moved for the approval of a Gathering Permit for St. Leonard's Holy Name Society for July 28th and 29th. Seconded by Ald. Tomczyk. Motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS - A communication from Robert J Kreuser, Oak Hill Drive, dated 6/19/79, directed to Mayor Gottfried, regarding damages to his boat, was acknowledged * ADJOURNMENT - Ald.
