ccm19790612COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD JUNE 12, 1979 The meeting was called to order at 7 55 P.M. by Mayor Gottfried. Also present were Aldermen Ford, Dumke, Pienkos, Tomczyk, Weed, Salentine and Van Lanen, City Clerk Bowyer and City Attorney Buckley. a 1979 and that same be accepted and placed on file. Seconded by Ald. Ald. Dumke moved to approve the minutes of the meeting held May 22, Weed. Motion carried. COMMITTEE REPORTS Ald. Ford presented the report of the Finance Committee meeting held by Ald. Dumke. Motion carried. 6/6/79 and moved that same be accepted and placed on file. Seconded Ald. Van Lanen presented the report of the Public Welfare Cormnittee meeting held on 5/23/79 and moved that same be accepted and placed on file. Seconded by Ald. Weed. Motion carried. The minutes of the Plan Comission meeting held 6/5/79 were received and placed on file. UNFINISHED BUSINESS An Ordinance to Amend Section 3.10(6)(b) of the Municipal Code of the Ordinance $1373 - The Clerk gave the second reading of same, entitled, City of Muskego (Re: New sewer connections.) Ald. Pienkos moved for adoption. Seconded by Ald. Van Lanen. Upon roll call the motion to adopt carried unanimously. Ordinance $1374 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Section 13.01(3) of the Municipal Code of the City (Re: Dog License Fees). Ald Pienkos moved for adoption. carried unanimously. Seconded by Ald. Van Lanen. Upon roll call the motion to adopt COMMUNICATIONS AND MISCELLANEOUS BUSINESS Mayor Gottfried advised that at the next Council meeting (6126179) he will be appointing the Senior Citizens Committee and also he will name the members of the committee to study the feasibility of the Mayor's position to be fulltime and the question of the appointment elected. NEW BUSINESS Resolution $1111-79 - The Clerk read same, entitled, Acceptance of Bids (Re Contracts relating to new well to serve city's industrial park.) Ald. Dumke moved for adoption. Seconded by Ald. Tomczyk. Upon a roll call vote the motion to adopt carried unanimously. Resolution f111.2-79 - The Clerk read same, entitled, Approval of Certified Survey Map (Fahning-Schmidt property - Sec. 1) Ald. Salentine moved for adoption. Seconded by Ald. Van Lanen. Upon a roll call vote the motion carried unanimously. '0 of the Clerk, Treasurer and Assessor's position instead of being Resolution #113-79 - The Clerk read same, entitled, Approval of Legal Lot Status (Pearl Ferber - Sec 1). Ald. Salentine moved for adoption. Seconded by Ald. Pienkos. Upon roll call the motion carried unanimously Common Council June 12. 1979 New business - cont'd. Resolution #114-79 - The Clerk read same, entitled, Recognizing the Services of Fred Wienke Ald. Ford moved for adoption. Seconded by Ald. Tomczyk. At this time Mayor Gottfried presented a placque and expressed appreciation to Mr. Wienke for his many years of service to the city in teaching young people gun safety. He also presented Mr. Wienke with a resolution signed by members of the Council extending their thanks to him. Upon a roll call vote the motion to adopt Resolution #114-79 carried unanimously. Resolution #115-79 - The Clerk read same, entitled, Acceptance of Offer to Purchase Parcel of Land in the City's Industrial Park (Lot adoption. Seconded by Ald. Ford. Upon roll call the motion to adopt 13, Blk 3 - Steskal Contro1s~- $27,200 00). Ald. Pienkos moved for carried unanimously. Resolution #116-79 - The Clerk read same, entitled, Approval of Various License Applications for the City of Muskego for the Licensing Period July 1, 1979 to June 30, 1980. Ald. Dumke moved for adoption. 0 Seconded by Ald. Tomczyk. Ald. Weed moved to amend Resolution 8116-79 Wisconsin,"stricken from the list of' Class "B" Fermented Malt Beverage by having the name "Steven Oschmann, W191 S7690 Racine Avenue, Muskego, and Intoxicating Liquor License applicants. Seconded'by. Ald. Tomczyk. Upon a roll call vote the motion to amend carried unanimously. Mayor would have if his license were not renewed. Upon a roll call vote Gottfried explained to those present the alternatives Mr. Oschmann on the motion to adopt Resolution #116-79, As Amended, the motion carried unanimously. Resolution 8117-79 - The Clerk read same, entitled, Providing Funds to Help Defray Costs for Muskego Funfest. Ald. Ford moved for adoption. Seconded by Ald. Tomczyk. ($750.00). A lengthy discussion resolution. Upon a roll call vote on the motion to adopt Resolution took place with Ald. Ford urging his fellow aldermen to support the 11117-79, Aldermen Dumke, Ford, Pienkos and Tomczyk voted "aye". Alder- carried. (See motion to reconsider following action on Resolution 8119-79). men Salentine, Van Lanen and Weed voted "no". The motion to adopt e Resolution #118-79 - The Clerk read same, entitled, Providing Funds for the Spraying of Weeds on City-Owned Rights-of-way. Ald. Tomczyk moved for adoption. Seconded by Ald Ford Following discussion owned by the city, upon a roll call vote the motion to adopt Resolution regarding the contents of the spray and the number of rights-of-way $1118-79 carried unanimously. Resolution #119-79 - The Clerk read same, entitled, Authorizing Jerome Maus to Place Rater Ski Slalom Course on Little Muskego Lake. Ald. Tomczyk moved for adoption. Seconded by Ald Dumke. Upon roll call the motion to adopt carried unanimously. At this time Ald. Pienkos moved for the reconsideration of Resolution #117-79. Seconded by Ald. Weed. Upon a roll call vote Weed voted aye". Aldermen Ford and Tomczyk voted "no". The motion to reconsider, Aldermen Dumke, Pienkos, Salentine, Van Lanen and adoption of the resolution again indicating the profits derived from to reconsider carried. Ald. Ford once more spoke in favor of the Funfest would be placed in the Little Muskego Lake Protection and Rehabilitation District Trust Fund. Following further discussion Upon a roll call vote on the motion to adopt Resolution #117-79, Aldermen Dumke, Ford and Tomczyk voted "aye". Resolution #121-79 - The Clerk read same, entitled, Authorizing Application of CETA Funding for Temporary Pos~ition of Library Aide. Ald. Tomczyk moved for adoption. Seconded by Ald. Pienkos. Upon a roll call vote the motion to adopt carried unanimously. Resolution #122-79 - The Clerk read same, entitled, Authorizing Partial Payment of Office Expenses to City Attorney Ald. Tomczyk moved for adoption Seconded by Ald Pienkos ($2.000.00). Upon a roll call vote the motion to adopt carl-ied unanimously. Ordinance #375 - The Clerk gave the first reading of same, entitled, An Ordinance to Anend Ordlnance if316 to Provide for the Collection of Penalty Assessments in Addition to Forfeitures. VOUCHER APPR0VA.L - Ald Dumke moved to approve payment of vouchers in the amount of $128,280.34, payable 6/12/79. Seconded by Ald. Tomczyk. Upon roll call the motion carried unanimously. e CITY OFFICIAL'S REPORTS - The Clerk read the Hay, 1979 Building Report indicating nine new dwelling units and total construction in the zmount of-$592,285.00 for that month.
