ccm19790522COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD MAY 22, 1979 Prior to the start of the meeting, Mayor Gottfried explained the rules and regulations governing council meetings and the procedure by which persons could be heard, i.e by^ having an alderman request permission of the council to hear one of his constituents. The meeting was called to order by Mayor Jerome Gottfried at 7 35 P.M. Also present were Aldermen Tomczyk, Pienkos, Weed, Dumke. Van Lanen and Salentine, City Clerk Bowyer and City Attorney Buckley. Alderman Ford was absent. Ald. Dumke moved to approve the minutes of the meeting held May 8, 1979 and that same be accepted and placed on file. Seconded by Ald. Tomczyk. Motion carried. a i. COMMITTEE REPORTS meetings held 5/16/79 and 5/22/79 and moved that same be accepted Ald. Tomczyk presented the reportsof the Finance Committee and placed on file. Seconded by Ald. Dumke. Motion carried. Ald. Pienkos presented the report of the Rules, Laws and Ordinance committee meeting held May 9, 1979 and moved that same be accepted and placed on file. Seconded by Ald. Salentine. Motion carried. Ald. Pienkos presented the report of the Public Safety Committee meeting held 5/9/79 and moved that same be accepted and placed on file. Seconded by Ald. Tomczyk. Motion carried. Ald. Tomczyk presented the report of the Public Sewer Committee meeting held 5/21/79 and moved that same be accepted and placed on file. Seconded by Ald. Salentine. Motion carried. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried reported that Mr Harry Brodel of the VFW post had advised that congress has adopted a resolution declaring May 28 - June 3rd as National Vietnam Veteran Week. It behoves us to make note of that particular week and he so declared that proclamation. Mayor Gottfried announced that on June 7th the Public Works Committee will take their annual tour, and that if any of the aldermen had any problem areas they wanted looked at, the infor- mation should be given to Ald. Tomczyk with a copy to the mayor, so that an agenda can be prepared. .%. e NEW BUSINESS Resolution #96-79 - The Clerk read same, entitled Appointment of Citizen Member to Board of Appeals Ald. Resolution i199-79 - The Clerk read same, entitled Requesting the Waukesha County Board to Lower the Speed Limit on C.T.H. Seconded by Ald. Weed. Upon roll call the motion carried unanimously Resolution $1104-79 - The Clerk read same, entitled Honoring, Muskego's 1978-79 AFS Student (Janes Semmons). Ald. Pienkos moved-for adoption. Seconded by Ald. Van Lanen. Upon roll call of Muskego for the hospitality shown her during her stay. the motion carried unanimously Miss Semmons thanked the City Resolution 8105-79 - The Clerk read same, entitled Authorizinc Ald. Dumke moved for adoption. Seconded by Ald Tomczyk. Upon the Razing of the Former Police Building on Janesville Road. roll call the motion carried unanimously. Resolution 11106-79 - The Clerk read same, entitled Approving Lease between Wauer's Fur Foods, Inc. and City of Muskego for a adoption. Seconded by Ald. Tomczyk. Upon roll call the motion Shooting Range for the Police Department. Ald. Weed moved for carried unanimously. Ald. Pienkos requested a short recess, and Mayor Gottfried declared a recess at 8:25 P.M. The meeting reconvened at 8:32 P M, Resolution #107-79 - The Clerk read same, entitled Approval of for adoption. Seconded by Ald. Tomczyk. Upon roll call the Preliminary Plat, Lake Meadows Addn. #l. Ald Salentine moved motion carried with Ald. Tomczyk, Pienkos, Dude and Salentine voting "yes" and Ald. Van Lanen and Weed voting "no". Resoltuion $1108-79 - The Clerk read same, entitled Authorizing the City Attorney to Begin Proceedings in Accordance with State Statute 176.05 (8) for Non-Renewal of a Class B Conbination License Held by Steven Oschmann. Ald. Tomczyk moved for adoption. Ald. Dumke seconded the motion. City Attorney Buckley explained "revocation" and "non-renewal" of a license. Upon roll call the motion carried unanimously. A petition with 258 signatures was acknowledged, which read "We the undersigned citizens of Muskego and surrounding area, protest any action being taken in the non-renewal of the Heads Up 11 liquor license. Resolution $1109-79 - The Clerk read same, entitled Authorizing the Transfer of Funds. Ald. Dumke moved for adoption. Seconded by Ald. Tomczyk. Upon roll call the motion carried unanimously. Ordinance $1373 - An Ordinance to Amend Section 3.10(6)(b) of -Code of the City of Muskego (re. New Sewer Connec- tions). License Fees) Ald. Pienkos moved to suspend the rules to allow the introduction of Resolution #110-79. Seconded by Ald. Van Lanen. Motion carried e Resolution #110-79 - The Clerk read same, entitled Authorizing Lease Azreement between Water Patrolmen and the City of Muskego. Ald. Toiczyk moved for adoption. Seconded by Ald. Weed. Upon roll call the motion carried unanimously LICENSE APPROVAL - Ald. Dumke moved for the approval of Operator's Swatek, Inc. (Pump & Save). Seconded by Ald. Tomczyk. Motion license for Roxanne Porter and a Class A Beer License for carried . VOUCHER APPROVAL - Ald. Dumke moved to approve payment of vouchers in the amount of $165,106.01. Seconded by Ald. Tomczyk. Upon a roll call vote the motion to pay the vouchers carried unanimously. - d-." 1L CITY OFFICIAL'S REPORT - The Clerk read the Building Inspection Report indicating 14 the amount of $861.504.00 for the month of April. 1979. The Clerk read a petition received from Pearl Ferber requesting legal lot status of her lot with Tax Key No 2161.989 in the Fountainwood Subdivision. Same referred to Ald. Pienkos requested copies of City Attorney's opinions re- garding sewers in relationship to moratoriums, etc. for the past five years. Mayor Gottfried will discuss with the City Clerk to determine if that information is readily accessible. ADJOURNMENT - Ald. Pienkos moved to adjourn. Seconded by Ald. Dumke. Motion carried.
