MINUTES OF MEETING HELD JULY 11, 1978
The meeting was called to order at 7:55 P.M. by Mayor Gottfried. Also
present were Aldermen Dumke, Ford, Pienkos, Schaumberg, Van Lanen,
Pienkos and Wallner, City Clerk Bette Bowyer.
Ald. Schaumberg moved to approve the minutes of the previous meeting
held on June 27, 1978, as mailed. Seconded by Ald. Tomczyk. Ald.
Van Lanen moved to correct the minutes of 6/27/78 by including the
voting record of the aldermen on Resolution #134-78, entitled, Extending
the Moratorium in the Northeast District to July 1, 1979, as follows:
'Aldermen Dumke, Ford, Pienkos, Tomczyk and Van banen voted "aye". Ald.
Wallner voted "no". The motion to adopt Resolution #134-78 carried." Seconded by Ald. Wallner. The motion to accept the minutes, as
corrected, carried.

COMMITTEE REPORTS
Ald. Schaumberg presented the report of the Finance Committee meeting
onded by Ald. Dumke. Motion carried.

held 7110178 and moved that same be accepted and placed on file. Sec-
onded by Ald. Schaumberg. Ald. Ford expressed concern that the committef
did not see fit to install a guard rail on a curve on Muskego Drive and
he advised that he would appear at the next meeting of the committee
regarding same. The motion to accept the report carried.
At 8:05 P.M. Mayor Gottfried declared a recess to provide Little Muskego
Lake Association Members Wayne Radtke, Wally Koehn and Dave Taube time
to explain the Beerfest Fund Raising Program being conducted by the
Association on July 15, 1978 and to introduce Mr. Ned Bechthold, a
representative of the Little Muskego Lake Charitable Trust. The meeting
reconvened at 8:15 P.M.
UNFINISHED BUSINESS
Ordin'ance #346 - The Clerk gave the second reading of same, entitled,
An Ordinance to Amend Sec. 7.18 of the Municipal Code (Re: Bicycle
Registration). Ald. Ford moved for adoption, seconded by Ald. Pienkos.
Upon roll call the motion carried unanimously.
Ordinance #347 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Ch. 16 of the Municipal Code of the City of
Muskego (Re. Plumbing Code). Ald. Pienkos moved for adoptioe, seconded
by Ald. Tomczyk. Upon roll call the motion carried unanimously.
ordinance #348 - The Clerk gave the second reading 9f same, entitled, An Ordinance to Amend Ch. 18 of the Municipal Code of the City of
Muskego (Re: Land Division Ordinance.) Ald. Pienkos moved for adoption,
seconded by Ald. Tomczyk. Upon roll call the motion carried unanimously.
Ordinance #349 - The Clerk gave the seconded reading of same, entitled, An Ordinance to Amend Ch. 30 of the Municipal Code of the City (Re:
Building Code). Ald. Pienkos moved for adoption, seconded by bld.
Tomczyk. Upon roll call the motion carried unanimously.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read Mayor Gottfried's veto message of Resolutions #134-78
and #135-78 which extended the moratorium in both the northeast and
Mayor Gottfried again gave his reasons for vetoing the resolutions and
northwest districts to July 1, 1979. Discussion took place during which
he urged that they sustain his veto. Ald. Schaumberg moved to override

Mayor Gottfried's veto. Seconded by Ald. Ford. Upon a roll call Vote
Aldermen Dumke, Ford, Pienkos, Schaumberg, Tomczyk and Vim Lanen
voted "aye". Ald. 'Wallner voted "no". The motion to override the
veto carried.
The Clerk read a proclamation proclaiming the week of July 30th thru
August 5th as "Muskego Clown Week". -
NEW BUSINESS
Resolution #143-78

Ald, Pienkos moved for adoption, seconded by Ald. -Schaumberg. Upon a roll call vote the motion to adopt carried unanimously. (The parade
to be held on Sunday, August 27, 1978)
Resolution #144-78 - The Clerk read same, entitled, Directing the City
Attorney to Draft an Ordinance to Amend the Zoning District Map of
the City (Re: E. Buehler - RS3 to RS3 (OD). Ald. Dumke moved for adoption. Seconded by Ald. Tomczyk. Upon roll call the motion carried
unanimously.
Resolution #145-78 - The Clerk read same, entitled, Appointment Of
Members to Board of Review (Harold Diekfuss and Dennis Neubert). Aid.
Dumke moved for adoption, seconded by Ald. Wallner. Upon a rpll call
vote the motion to adopt carried with Ald. Van Lanen voting "no".
Resolution #146-78 - The Clerk read same, entitled, Acceptance of Bid
?or New Pickup Truck for Public Works Department (Hiller Ford). Ald.
Schaumberg moved for adoption, seconded by Ald. Pienkos. Upon a roll
call vote the motion carried unanimously.
Resolution #147-78 - The Clerk read same, entitled, Advising the Plan
Commission of the Common Council's Opinion Regarding American College.
Ald. Dumke moved for adoption. Seconded by Ald. Schaumberg. piscussion
took place with Mayor Gottfried reviewing the pending litigation be-
tween the city and the American College Building Group and what possible
call vote on the motion to adopt Resolution #147-78 the motion carried
alternatives could be provided for the existing buildings. Upon a roll
with Ald. Wallner voting "no".
Resolution #I4848 - Ald. Van Lanen moved to suspend the rules that
State Grant-In-Aid Funds For Lake Denoon Sewer Project. Seconded by
Aid. Tomczyk. Upon roll call the motion to suspend the rules carried
adoption. Seconded by Ald. Tomczyk. Upon a roll call vote on the
unanimously. The Clerk read the resolution. Ald. Dumke moved for
motion to adopt Resolution #148-78 the motion carried with Ald. Wallner voting "no".
LICENSE APPROVAL - Ald. Schaumberg moved for the approval pi Operators
Licenses for Marlene Erickson, Carrie Gaura, Michael Rand, Barbara
Poff and Diana Lucht, subject to receipt of favorable fingerprint
reports. Seconded by Ald. Ford, motion carried.

Ald. Tomczyk moved to grant an permit to Jerry Maas to place a water
ski slalom course in Little Muskego Lake during the week of August
7 thru 14th, 1978. Seconded by Ald. Ford, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for the
month of June, 1978. indicating three (3) new dwelling units and tota
construction for that month in-.the amount .of $496,209;00.' Report
placed on file.
