ccm19780314COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD MARCH 14, 1978 present were Aldermen Durnke, Ford, Pienkos, Van Lanen Schaumberg, Tomczyk The meeting was called to order at 7 48 P.M. by Mayor Gottfried. Also and Wallner, Deputy City Clerk June Elger and City Attorney John Buckley. Ald. Schaumberg moved to accept the minutes of the previous meeting held February 28, 1978, and moved that same be accepted, as mailed, and placed on file. Seconded by Ald. Tomczyk. Motion carried. Ald. Schaumberg presented the report of the Finance Committee meetings held March 8th and March 14th, 1978 and moved that same be accepted. Seconded by Ald. Dumke, motion carried. Ald. Dumke presented the report of the Public Works Committee meeting held March 9, 1978, and moved that same be accepted and placed on file. Seconded by Ald. Schaumberg, motion carried. Ald. Van Lanen presented the report of the Public Welfare Committee meeting held March 1, 1978, and moved that same be accepted and placed on file. Seconded by Ald. Tomczyk. Motion carried. Ald. Pienkos presented the report of the Police Building Committee meeting held March 13, 1978, and moved that same be accepted and placed on file. Seconded by Ald. Wallner Motion carried. The minutes of the Plan Commission meeting held on March 7, 1978 were received and placed on file. Mayor Gottfried declared a recess at 8 10 P M. and the meeting re- convened at 8:15 P.M At this time, with the permission of the aldermen, Mr. Wayne Radtke was permitted to speak to officially publicize the Muskego Lakes Reclamation Charitable Trust. The main goal of the trust is the dredging of Little Muskego Lake. A brochure will be sent to all trusts, funds, business, large and small March 14, 1978, is the official kick-off to the program. Mr. Radtke stated that the Little Muskego Lake Association is going to donate $10,000.00 from the dredging fund to the trust. Mr. Dennis Neubert presented tk check to Mr. Radtke. A $1,000 00 check from the Joe Love recycling fund was presented donations to the trust. also presented Several other persons attending the presentation .UNFINISlIED BUSINESS Resolution X25-78 - Approval of Recommendations to Waukesha County for Revised Highway Width Map (This resolution had been deferred from the previous meeting). Discussion took place regarding the extension of Moorland Road from College Ave. to Highway 24. Upon a roll call vote on the motion to adopt Resolution X25-78, Aldermen Dumke, Ford, Pienkos and Tornczyk voted "aye". Aldermen Schaumberg, Van Lanen and Wallner voted "no". The motion to adopt carried. Ordinance $345 - The Deputy Clerk gave the second reading of same, entitled, An Ordinance to Amend Certain Provisions of Chapter 18 of the Municipal Code, Being the Land Division Ordinance. Ald. Ford moved for adoption, seconded by Ald. Schaumberg. Upon a rol1,call vote the motion carried with Ald Wallner voting "no". Resolution X43-78 - Ald Schaumberg moved for the reconsideration of same, entitled, Resolution Regarding Additional Expenditures for New motion to reconsider carried. Ald. Schaumberg moved to amend Resolution Police Building. Seconded by Ald. Tomczyk. Upon a voice vote the $43-78 by changing the amount $3,123.00 in the first paragraph to $1,981.00. Seconded by Ald. Dumke. Motion carried. Upon a roll call vote the motion to adopt Resolution #43-78 carried with Ald. Van Lanen voting "no". March 14, 1978 Common Council Page 2. Resolution #48-78 - The Deputy Clerk read same, entitled, Authorizing Transfer of Funds from Contingency Fund to Plan Commission (Specia'l Studies) (New Account h'528.050). Ald. ($9,955.00). Ald. Durnke moved for adoption, seconded by Ald. Schaumberg. ~ Upon roll call the, motion carried unanimously. Resolution #50-78. -- The- Deputy Clerk read .same, .entitled, Denial of Preliminary-Plat (Valley Square). Ald. Dumke moved for. adoption, seconded by.Ald. Schaumberg. Upon roll call the motion carried unan- imously. Resolution #53-78 - The Deputy Clerk read same, entitled, Initial Resolution Relating to Industrial Development Revenue Bond Financing On Behalf of Precision Screw Thread Corporation. Ald. Schaumberg moved for adoption, seconded by Ald. Ford. Because bids received for the construction of their building in the city's industrial park were much higher than earlier anticipated, revenue bonds in the amount of $600,000.00 are being requested rather than the previously approved $450,000.00. Upon roll vote the motion carried unanimously. Resolution #54-78 - The Deputy Clerk read same, entitled, Refunding Schaumberg moved for adoption, seconded by Ald. Tomczyk. Resolution #55-78 - Resolution Creating a New Position in Park and Recreation Department (Recreation Supervisor I). Ald. Ford moved for adoption, seconded by Ald. Tomczyk Ald. Ford di.scussed the duties to be performed in this position Upon a roll call vote to adopt Resolution #55-78, Aldermen Dumke, Ford, Schaumberg and Tomczyk voted "aye". Alder- men Pienkos, Van Lanen and Wallner voted "no" carried. . The motion to adopt Resolution #56-78 - The Deputy Clerk read same, entitled, Authorizing #275. Ald. Schaumberg moved for adoption. Seconded by Ald. Tomczyk. the Advertising of Bids for Culvert Installations as per Ordinance Upon a roll call vote the motion carried unanimously. VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of general vouchers in the amount of $19,730.96. Seconded by Ald. Tomczyk. Schaumberg moved for the approval of a "Gathering Permit for the Ladies Auxiliary of the Muskego Volunteer Fire Company for April 1, 1978. Seconded by Ald. Tomczyk. Motion carried. Ald. Schaumberg moved for the approval of Operator's Licenses for Michael Carney to be Agent of the Pizza Hut. Seconded by Ald. Dumke. Linda Gleason, Stephen Kaul, David LaRoach and Dawn Jeldon and for Motion carried. Ald. Schaumberg moved for the approval of a "Gathering"-Permit for St:-.Leonard's CYO.for' 3/17/78.;. Seconded-by Ald. Pierikos, motion .carried. COMMUNICATIONS AIDMISCELLANEOUS BUSINESS,. expressing opposition to the closing of of Hillview Drive to the The' Deputy Cle'rk read a communication from Frank Halfpap, dated .3/3/78 launching of boats. Same placed on file. 1, Mayor Gottfried advised the members of the Council that an agreement had been reached with the Town of Norway and that construction of sanitary sewers in-the Lake Denoon .are would begin shortly. Ald: Pienkos discussed the action- taken by the- Council at-its meeting on -February 28, 1978; regarding the anti-pollution bonds-for Muskego Rendering Company. He requested that the City Attc;i,ney provide the Council with a written opinion advising them .as .to the legality of thel~r action. After dis'cussion during which Mr. Buckley indicated that opinion regarding the matter. he had no concerns regarding that action he agreed to submit a written LDJOURNMENT - Ald.
