MINUTES OF MEETING HELD JANUARY 24, 1978
The meeting was called to order at 7.45 P.M. by Mayor Gottfried. Also
present were Aldermen Dumke, Pienkos, Tomczyk, Schaumberg, Van Lanen
was absent. and Wallner, City Attorney John Buckley and City Clerk Bowyer. Ald. Ford
Ald. Schaumberg moved for the approval of the Common Council minutes of
the meeting held 1/10/78. Seconded by Ald. Tomczyk, motion carried.
Ald. Schaumberg presented the minutes of meetings held 1/18/78 and
1/24/78 and moved that they be accepted and placed on file. Seconded by
Ald. Dumke, motion carried.
Ald. Pienkos presented the report of the Public Safety Committee meeting
held 1/18/78 and moved that same be accepted and placed on file. Sec-
onded by Ald. Schaumberg. Aldermen Pienkos and Schaumberg requested
service awards given for bravery or outstanding community service and
input from interested persons regarding the presentation of community
an expression of appreciation to officials and employees of the city
when they leave their office or terminate their employment. The motion
to accept the report carried.
Ald. Van Lanen presented the report of the Public Welfare Committee
meeting held 1/11/78 and moved that same be accepted and placed on
file. Seconded by Ald. Pienkos, motion carried.
Ald. Van Lanen presented the report of the Rules, Laws & Ordinance
Committee meeting held 1/11/78 and moved that same be accepted and
placed on file. Seconded by Ald. Wallner, motion carried.
The minutes of the Plan Commission meeting held January 17, 1978 were
acknowledged.
UNFINISHED BUSINESS
Ald. Schaumberg moved for the reconsideration of Resolution #1-78,
entitled, Approval of Final Plat - Guernsey Meadows Addition #1. Seconded
by Ald. Pienkos. Upon a roll call vote to reconsider Ald. Dumke, Pienkos,
Tomczyk and Schaumberg voted "aye". Aldermen Van Lanen and Wallner
voted "no". The motion to reconsider carried. Upon a roll call vote
Wallner voting "no".
to adopt Resolution #1-78 the motion carried with Aldermen Van Lanen and
Ald. Schaumberg moved for the reconsideration of Resolution #3-78,
entitled, Extending Hours of Shooting for Big Muskego Gun Club for
Special Shooting Contests. Seconded by Ald. Tomczyk. Upon a roll call
vote to reconsider, Aldermen Dumke, Schaumberg and Tomczyk voted "aye".
Aldermen Pienkos, Van Lanen and Wallner voted "no". There being a tie
vote, Mayor Gottfried voted "aye". The motion to reconsider Resolution
#3-78 carried. Upon a roll call vote to adopt Resolution #3-78 Aldermen
Pienkos, Van Lanen and Wallner voted "no". Aldermen Dumke, Schaumberg
and Tomczyk voted "aye". There being a tie vote, Mayor Gottfried voted
"aye". The motion to adopt Resolution #3-78 carried.
NEW BUSINESS
Resolution #7-78 - The Clerk read same, entitled, Approval of Certified
Survey Map (R. Kastello) (Gold Drive) Ald. Dumke moved for adoption,
seconded by Ald. Schaumberg. Upon roll call the motion carried unan-
imously.
Resolution #8-78 - The Clerk read same, entitled, Approval of Certified
Survey Map (Edward I. Ross - Hillendale Dr.) Ald. Dumke moved for
adoption, seconded by Ald. Tomczyk. Upon roll call the motion carried
unanimously.

Resolution $9-78 - The Clerk read same, entitled, Resolution Authorizing
Enforcement of Library Regulations by Chief Librarian. Ald. Pienkos
moved for adoption, seconded by Ald. Van Lanen.. Upon roll call the
motion carried unanimously.
Resolution #lo-78 - The Clerk read same, entitled, Authorizing Change
of Polling Place for District 111. Ald. Tomczyk moved for adoption,
seconded by Ald. Schaumberg. (Polling place to be at the Muskego
Volunteer Fire Station on Janesville Road instead of the hluskego
Elementary School - effective April 4, 1978.) Upon a roll call Vote
the motion carried unanimously.
Resolution #11-78 - The Clerk read same, entitled, Approval of Agreement
Between William Kraklow and City of Muskego for Lease of Storage Space.
Ald. Schaumberg moved for adoption, seconded~by Ald. Tomczyk (Storage
space to be used for Public Works and Park and recreation equipment -
rental to be $125.00 per mo.) Upon a roll call vote the motion carried
with Aldermen Van Lanen and Wallner voting "no".
Resolution #12-78 - The Clerk read same, entitled, Authorizing Purchase
of Tax Delinquent Lot (Corner of Durham Dr. and Schultz Lane) Ald.
Dumke moved for adoption, seconded by Ald. Schaumberg. Upon the advice
of the City Attorney, Ald. Pienkos moved to amend Resolution #12-78
by adding the following paragraph: BE IT FURTHER RESOLVED, that this
Ald. Schaumberg. Upon a voi'ce vote the motion carried. Upon a roll
action is subject to the approval of the City Attorney". Seconded by
call vote to adopt Resolution X12-78, As Amended, the motion carried
unanimously.
Resolution #13-78 - The Clerk read same, entitled, Establishing Mileage
Allowance for City Employees. Ald. Schaumberg moved for adoption,
seconded by Ald. Dumke. (Mileage for city employees and officials
to be increase from 12$ per mile to 15$ per mile when they use their
own car on out of the city business) Upon a roll call vote the motion
carried unanimously.
Resolution #14-78 - The Clerk read same, entitled, Authorizing Purchase
of Checkpoint Security System for Library. Ald. Schaumberg moved for
adoption, seconded by Ald. Pienkos. (Cost to be $6,100.00). Upon a
roll call vote the motion carried unanimously.
Resolution #15-78 - The Clerk read same, entitled, Acceptance of Low
Bid for Leased Van for Library. Ald. Pienkos moved for adoption,
seconded by Ald. Tomczyk (Hiller Lease, Inc. - $130.00 per mo.) Upon
a roll call vote the motion carried unanimously.
Resolution nY16-78 - The Clerk read same, entitled, Authorizing Sub-
M'allner, Agent vs. City of Muskego Board of Appeals). Upon a roll call
stitution of Attorney (Re. Muskego Industrial Park, Inc., Raymond
vote the motion carried with Ald. Wallner abstaining from the voting.
Resolution 217-78 - The Clerk read same, entitled, Establishing
Accumulation Limits of Sick Leave Days for the Public \Torks Department
Ald. Tomczyk. Upon a roll call vote the motion carried unanimously.
(From 120 to 140). Ald. Schaumberg moved for adoption, seconded by
Resolution 2'18-78 - The Clerk read same, entitled, Authorizing Agree-
ment Between City of hluskego and TRW for Friden Adding Machine. Ald.
Schaumberg moved for adoption, seconded by Ald. Wallner. Upon a roll
call vote the motion carried unanimously.

Ordinance #343 - The Clerk gave the first reading of same, entitled,
An Ordinance to Create Section 9.26 of the Municipal Code Relating to
the Retention andlor Theft of Library Property. ..Ald. Pienkos moved to
suspend the rules that would interfere with the adoption of this
ordinance. Seconded by Ald. Tomczyk. Upon a roll call vote the motion
to suspend the rules carried unanimously. The Clerk gave the second
by Ald.. Wallner. Upon a roll call vote the motion to adopt carried
reading of Ordinance #343. Ald. Pienkos moved for adoption, seconded
unanimously.
Ordinance #344 - The Clerk gave the first reading of Ordinance #344,
entitled, An Ordinance to Repeal and-Creat Certain Provisions of
Section 1.2.18-of~ the Mun-icipal Code Relatingdo Emergency Alarm
System.
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of general
vouchers in the amount of $286,629.79. Seconded by Ald. Dumke. Upon
a roll call vote the motion carried unanimously.
Ald. Schaumberg moved for the approval of sewer utility vouchers
in the amount of $2,318.66; Seconded by Ald. Dumke. Upon a roll
call vote the motion carried unanimously.
License for DebraRenk and Linda Diel. Seconded by Ald. Tomczyk.
LICENSE APPROVAL ~- Ald. Schiumberg moved for the approval of Operators
Motion carried.
Ald. Schaumberg moved for the approval of a "Gathering" Permit for
February 5th and 19th, March 5 and 19th, April 2 and 16th, May 7th
St. Leonard's Horny Name Society for their bingo nights to be held
and 21st and June 4th and 18th, 1978. Seconded by Ald. Pienkos,
motion carried.
Ald. Schaumberg moved for the approval of a "Gathering" Permit for
St. Leonard's Home and School Association for March 12, 1978, seconded
by Ald. Tomczyk. Motion carried.
Ald. Schaumberg moved for the approval of a Class "B" Fermented Malt
Beverage and Intoxicating Liquor License for Walter Bohrer, Jr. for
the premise located at W171 S7260 Lannon Drive. Seconded by Ald.
Tomczyk. Motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk read a petition
to rezone a parcel of land located at S68 W16949 Martin Drive from
RS1 to RS2 for the purpose of a land division submitted by Clifford
Young, dated January 16, 1978. Same referred to Plan Commission.
The Clerk read a resolution signed by Leonard E. Sloane, President
of the Building Inspectors Association - Southeastern Wisconsin, in
recognition of the City's Building Inspector, Gerald P. Lee, for his
valuable contributions to the Association. Same placed on file.
Mayor Gottfried reviewed the status of labor negotiations between
the Unions and the city for the aldermen.
ADJOURNMENT - Ald. Pienkos moved to adjourn, seconded by Ald. Tomczyk.
Motion carried. The meeting ad~iourned at 9:Ol P.M.
