MINUTES OF MEETING HELD NOVEMBER 22, 1977
The meeting was called to order at 7:43 P.M. by Mayor Gottfried
Also present were Aldermen Dumke, Pienkos, Wallner, Schaumberg, Van
Lanen and T-vk C
Ald. Ford was absent.

Ald. Schaumberg moved to approve the minutes of the meeting held
11/8/77, seconded by Ald. Tomczyk. Motion carried.
Ald. Schaumberg presented the report of the Finance Committee meeting
held November 16, 1977, and moved that it be accepted and placed on
file. Seconded by Ald. Dumke, motion carried.
Ald. Tomczyk presented the report of the meeting held 11/17/77 and
moved that it be accepted and placed on file. Seconded by Schaumberg,
motion carried.
Ald. Van Lanen presented the report of the Public Wel'fare Committee
meeting held on November 10, 1977, and moved that same be accepted
and placed on file. Seconded by Ald. Wallner, motion carried.

on file. Seconded by Ald. Dumke, motion carried
Ald. Van Lanen presented the report of the Rules, Laws & Ordinance
Committee meeting held November 15, 1977, and moved that it be accepted
and placed on file. Seconded by Ald Wallner, motion carried.
Ald. Dumke presented the report of the Police Building committee
meeting held November 10, 1977 and moved that it be accepted and placed
on file. Seconded by Ald. Tomczyk. Chairman Pienkos advised.that
the meeting scheduled for 12/1/77 has been cancelled and there would
be no December meeting unless there would be a need. The motion to
accept the report carried.
The minutes of the Plan Commission meeting held 11/15/77 were acknow-
ledged.

COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried announced that his appointments to a committee to deter-
mine whther or not the City of Muskego is meeting the needs of its
senior citizens would be as follows Mrs. Florence Chapman, Mr Wayne
Heckman, Mrs. Cheryl Feldhausen, Mr. Ray Christenson, Mr. Joe Love, Mr.
Ed Turzinski, Mr. Les Sorensen, Mrs Blenda Treba and Mr. Henry Wolf to
act as Chairman
Council with the city's negotiator to discuss proposals of the Teamsters
Mayor Gottfried advised of a forthcoming executive session of the Common
Union as it relates to the Police Department
The Clerk read Mayor Gottfried's veto message of Resolution #254-77,
As Amended, entitled, Directing the Muskego Police Department to Issue
Citations Against Muskego Rendering Company. Ald. Pienkos moved to
override the Mayor's veto. Seconded by Ald. Van Lanen. Upon discussion
by several of the aldermen and the Mayor, upon a roll call vote to
override the Mayor's veto, Aldermen Pienkos, Tomczyk, Van Lanen and
Wallner voted "aye". Aldermen Dumke and Schaumberg voted "no". Ald.
Ford was absent. Since a 2/3 vote of the entire Council is necessary
to override, the motion did not carry and the veto was sustained.

NEW BUSINESS
Resolution 8268-77 - The Clerk read same, entitled, Directing the City
Attorney to Draft an Ordinance to Amend the Zoning District Map of the
City (Lake Denoon Area - R3 to RS2). Ald. Dumke moved for adoption,
seconded by Ald. Tomczyk. At this time 8:35 P.M. Ald. Pienkos requested
the Mayor declare a recess in order for him to have an opportunity to
review the map of the proposed rezoning. The meeting reconvened at
8:43 P.M. Following discussion, the motion to adopt carried with Alder-
men Van Lanen and Wallner voting 'lnol'.
Resolution $1269-77 - The Clerk read same, entitled, Transfer of Funds
(Bldg. Inspection Capital Budget). Ald. Dumke moved for adoption,
seconded by Ald. Schaumberg. Upon roll call the motion carried unan-
imous ly . e
. Resolution 8270-77 - The Clerk read same, entitled, Rejection of Gasoline
Bids. Ald. Pienkos moved for adoption, seconded by Ald. Schaumberg.
Upon roll call the motion to adopt carried unanimously.
Resolution 8271-77 - The Clerk read same, entitled, Transfer from
Unappropriated Surplus (Industrial Park Promotion). Ald. Schaumberg
moved for adoption, seconded by Ald. Tomczyk. Upon roll call the motion
carried unanimously.
Resolution $1272-77 - The Clerk read same, entitled, Approval of Final
Plat and Developers Agreement (Property on Janesville Rd adjacent to
dam - R. Kastello). Upon roll call the motion carried unanimously.
Resolution $1273-77 - The Clerk read same, entitled, Approval of Permit
for Temporary Asphalt Plant (Payne & Dolan). Ald. hmke moved for
adoption, seconded by Ald. Schaumberg. Upon roll call vote the motion
to adopt carried unanimously.
Resolution #274-77 - The Clerk read same, entitled, Approval of Final
Plat of Parkwood Village - Town of Vernon. Ald. Dumke moved for adoption,
seconded by Ald. Tomczyk. Upon roll call the motion carried unanimously.
Resolution $1275-77 - The Clerk read same, entitled, Acceptance of Offer
to Purchase Parcel of Land in Muskego Business/Industrial Park (A. R.
Delp, D.O.) Ald. Pienkos moved for adoption, seconded by Ald. Van Lanen.
Upon a roll call vote the motion carried unanimously.

Resolution 8276-77 - Ald. Pienkos moved to suspend the rules that would interfere with the adoption of Resolution 2276-77, entitled, Acceptance
of Low Bid for the Installation of Concrete Invert (Hwy 24 to WS.ndsor Dr.) 0 Seconded by Ald. Van Lanen Upon a roll call vote the motion to susuend

for Muskego Moose Lodge #lo57 for January 29, 1978. (Fisheree at Idle
Isle). Seconded by Ald. Tomczyk, motion carried.
Ald. Schaumberg moved to approve Operators License for Linda Tollkuehn,
Gale Leair and William Wright. Seconded by Ald. Dumke. Motion carried.
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of
general vouchers in the amount of $303,937.68. Seconded by Ald. Tomczyk.
Upon roll call the motion carried unanimously.
Ald. Schaumberg moved for the approval of payment of sewer utility
vouchers in the amount of $8,771.73. Seconded by Ald. Tomczyk. Upon
roll call the motion carried unanimously.
CITY OFFICIAL'S REPORTS - City Attorney Buckley advised of the forth-
coming public hex-ing before the DNR regarding odors emanating from
December 5, 1977, at 9:30 A.M.

Muskego, do hereby certify that on November 9, 1977,
the Mayor of the City of Muskego, submitted to this
office his intention to veto Resolution #254-77,
entitled, Directing the Muskego Police Department to
Issue Citations Against Muskego Rendering Company,
which was adoped by the Common Council on November 8,
1977.
