Schaumberg presented the report of the Finance Committee meeting held 10/19/77 and moved that the report be accepted and placed on file. Seconded by Ald. Dumke, motion carried. / Ald. Schaumberg presented the report of the Public Works Committee meeting held 10/20/77 and moved that it be accepted and placed on file. Seconded by Ald. Dumke, motion carried. Ald. Van Lanen presented the report of the Public Welfare Committee file. Seconded by Ald. Dumke, motion carried. a meeting held 10/12/77 and moved that it be accepted and placed on Ald. Van Lanen presented the report of the Rules, Laws & Ordinance Committee meeting held 10/24/77 and moved that it be accepted and Placed on file. Seconded by Ald. Dumke. Ald, Van men indicated that he and Ald. Wallner wuld like to get the opinions of the other a1dexn)en regarding a fulltime of the aldermen, Mayor Gottfried stated that he felt a decision such as M aYor Position in the City of Muskego. Dumke presented the report of the Police Building Committee meeting held on 10/13/77 and moved that it be accepted and placed on file. Sec- onded by Ald. Pienkos. The motion to accept the report carried. Ald. Pienkos presented the report of the Public Safety Commtttee meeting onded by Ald. (Knudsen Property). Ald. Pienkos moved for adoption, seconded Resolution #224-77 - Initial Resolution Regarding Industrial Revenue Bonds (Nelson-Simpson Corp.) Ald. Schaumberg moved to reconsider same, seconded by Aid. Dumke. Mayor Gottfried advised the reason this resol- e to the wishes of the attorneys representing their client, the Simpson- ution was being reconsidered was to have the verbiage written in accordance Nelson Corporation. Ordinance #339 - The Clerk gave the seconded reading of same, entitled, i Common Counci 1 10125177 - P. 2 6 COMMUNICATIONS FROM THE MAYOR'S OFFICE - The Clerk read a proclamation proclaiming November 17, 1977, as Great American Smokeout Day in the City of Muskego, in accordance with a request from Mr. Robert Turzinski of Muskego and the American Cancer Society. iJ) Mayor Gottfried advised that by the next Council meeting he will have appointed a committee made up of representatives of various civic groups, senior citizens, an alderman, etc. to help determine the needs and desires of the senior citizens of Muskego. NEW BUSINESS Resolution #242-77 - The Clerk read same, entitled, Initial Resolution Relating to Industrial Development Revenue Bond Financing on Behalf of Precision Screw Thread Corporation (Simpson-Nelson). Ald. Schaumberg moved for adoption, seconded by Ald. Dumke. Upon a roll call vote the motion to adopt carried unanimously. Quote for Installation of Air-Cooled Generator for Police Building. Resolution #243-77 - The Clerk read same, entitled, Acceptance of Low 0 being Staff Electric Co.) Upon a roll call vote the motion carried Ald. Pienkos moved for adoption, seconded by Ald. Wallner. Ald. Pienkos moved for adoption, seconded by Ald. Dumke. Upon roll call the motion carried unanimously. Resolution #245-77 - The Clerk read same, entitled, Approval of Certified Survey Map (R. Kastello). Ald. Dumke moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion carried unanimously. Resolution #246-77 - The Clerk read same, entitled, Authorizing Transfer of Funds ($6,000.00 from Unappropriated Surplus for Old Settlement Park) Ald. Schaumberg moved for adoption, seconded by Ald. Ford. Upon roll call the motion carried unanimously. Resolution #247-77 - The Clerk read same, entitled, Acceptance of Low Bid for Site Grading for Civic Center (Payne & Dolan). Ald. Schaumberg moved for adoption, seconded by Ald. Dumke. Ald. Schaumberg moved to amend the resolution by removing the words "Public Works Committee" a voice vote the motion carried. Upon a roll call vote the motion to adopt Resolution #247-77, As Amended, carried unanimously. Resolution #248-77 - The Clerk read same, entitled, Transferring Present Program. Ald. Schaumberg moved for adoption, seconded by Ald. Dumke. Life Insurance Program to Wisconsin Public Employee's Group Life Insurance Upon roll call the motion carried unanimously. Resolution #249-77 - The Clerk read same, entitled, Acceptance of Quote for Installation of Additional Parking Lot Lighting. Ald. Pienkos moved for adoption, seconded by Ald. Wallner. Upon roll call Common Council 10/25/77 - P.3 - New business - cont'd Resolution $252-77 - The Clerk read same, entitled, Authorizing Instal- lation of Street Light (Pioneer and Riese Drive). Ald Schaumberg moved carried unanimously. Resolution nY253-77 - The Clerk read same, Establishing Traffic Regulation (Area of Hi-View Acres Subdivision and "Stop" signs on Riese and Kristin Drives at their intersection with Pioneer Drive). Ald Schaumberg moved for adoption, seconded by Ald. Van Lanen. Upon roll call the motion carried unanimously. Resolution n"254-77 -The Clerk read same, entitled, Directing the Muskego Police Department to Issue Citations Against Muskego Rendering Company. Ald. Wallner moved for adoption, seconded by Ald. Van Lanen. Ald. Ford moved to refer this resolution back to the Public Welfare Committee for the purpose of clarification and to determine whether amongst the aldermen and Mayor and Ald. Pienkos requested permission Hillendale Drive, speak. Mrs. Moreno spoke on the merits of the resolution and requested that the resolution be deferred rather than referred back to the Welfare Committee. .The discussion continued regarding the differences between having the resolution being referred or de.ferred and upon a roll call vote to have the resolution referred back to the Welfare Committee, Aldermen Dumke, Ford, Pienkos and The motion to refer back to Welfare Committee carried. Schaumberg voted "aye". Aldermen Wallner and Van Lanen voted "no". meeting reconvened at 9.50 P hl. At this time (9:45 P M.) Mayor Gottfried declared a recess and the Ald. Pienkos advised that since he voted in the majority he would move \\'elfare Committee and have it deferred for two weeks. Seconded by AJd for the reconsideration of Resolution +254-77 being referred to the Wallner. Upon a roll call vote to defer action on Resolution $254-77 Aldermen Pienkos, Van Lanen and \\'allner voted "aye" Aldermen Dumke, Ford and Schaumberg voted "no". There being a tie vote Mayor .Gottfried voted "no". The motion to defer Resolution $254-77 for two weeks did not carry Resolution $255-77 - The Clerk read same, entitled, Creating the Terminal Point of Hillview Drive as a Fire Lane. Ald. Dumke moved for adoption, seconded by Ald. Schaumberg. Discussion took place and Ald Schaumberg requested permission of his fell~ow aldermen to have Mr Tony Zinski speak, President of the Hillview Association, speak. As there were no objections Mr. Zinski spoke in iavor of the adoption of the resolution Ald Scbaumberg moved to defer action on Resolution +255-77 until the Al.derman from the Fifth District was present (Aid Tomczyk) Seconded by Ald \Tallner Upon a roll call cote to defer action on Resolution g255-77 the motion carried unanimously. Thread Corporation Ald Dumke moved to suspend the rules in order that Resolution ;256-77 - Approval of Variance in Setback for Precision Screw this resolution could be acted upon at this meeting. Seconded by Ald Schaumberg. Upon a roll call vote to suspend the rules the motion moved for adoption, seconded by Ald. \Oallner. Upon 1-011 call the motion carried UnanimOUSly. Schaumberg moved for the approval of Operators License for Joyce Karls. Seconded by Ald. Dumke, motion carried. @ Since the present Class "B" license holder at W171 S7260 Lannon Drive had not submitted written notice that she would relinquish her license and the necessary legal action been adhered to, Ald. Schaumberg moved Liquor License held by Judy McEvoy based on testimony at the public to revoke the Class "B" Fermented Malt Beverage and Intoxicating hearing. Seconded by Ald. Dumke. Upon a roll call vote the motion carried with Ald. Ford casting a dissenting vote. VOUCHER APPROVAL - Ald. Schaumberg moved to approve payment of general vouchers in the amount of $262,409.48. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. Ald. Schaumberg moved to approve payment of sewer utility vouchers in the amount of $626.04. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. 0 COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk acknowledged receipt of a petition signed by residents of the Town of Norway opposing a proposed rezoning in that area. Petition placed on- file. City Attorney Buckley advised that he had been informed that the DNR Muskego Rendering Co. and that Mr. Wauer plans to proceed as quickly has approved the plans to eliminate the odors emanating from the as possible. Ald. Pienkos requested that every effort be made to provide the Council meetings. aldermen with items on the agenda on Friday preceding the Common ADJOURNMENT - Ald.
