MINUTES OF MEETING HELD OCTOBER 11, 1977
The meeting was called to order at 7 55 P.M. by Mayor Gottfried Also
present were Aldermen Dumke, Ford, Pienkos, Van Lanen, Tomczyk and
Wallner, City Clerk Bette Bowyer and City Attorney John Buckley. Ald.
Schaumberg was absent.
Ald. Pienkos moved to approve the minutes of the previous meeting held
9/27/77, as mailed. Seconded by Ald. Dumke, motion carried.
COMMITTEE REPORTS
Ald. Dumke presented the report of the Finance Committee meeting held
10/5/77 and Ald. Ford presented the report of the meeting held 10/11/77.
Ald Dumke moved that both reports be accepted and placed on file
Seconded by Ald. Tomczyk. Motion carried.
Ald. Tomczyk presented the report of the Public Works Committee meeting
held 10/6/77 and moved that same be accepted and placed on file. Sec-
onded by Ald. Dumke, motion carried.
Ald. Van Lanen presented the report of the Public Welfare Committee
meeting held 9/28/77 and moved that same be accepted and placed on
file. Seconded by Ald. Wallner, motion carried.
Ald. Pienkos presented the report of the Industrial Development
Committee meeting held October 5, 1977, and moved that same be accepted
and placed on file. Seconded by Ald. Wallner, motion carried.
The minutes of the Plan Commission meeting held 10/4/77 were acknowledg-
ed and placed on file.
UNFINISHED BUSINESS
Resolution #216-77 - Approval of Extractive Permit for State Sand and
Gravel (This resolution is on the floor and was deferred for two weeks
for further review). Upon a roll call vote to adopt Resolution #216-77
the motion carried unanimously.
- Ordinance #337 - The Clerk gave the seconded reading of same, entitled, An Ordinance Creating Ch. 12.18 of the Municipal Code of the City of e Muskego Relating to Regulation of Emergency Alarm Systems. Ald. Ford
moved for adoption, seconded by Ald. Wallner. Ald. Ford moved to amend
Section 12.18 (11) (A) to read as follows "ALARM SYSTEM" as used in
this subsection shall mean fire and/or burglar and/or other detection
systems to be connected to the Muskego Police Department, as follows".
Upon a roll call vote to adopt Ordinance #337, As Amended, the motion

Ordinance #338 - The Clerk gave the second reading of same, entitled,
An Ordinance Amending Section 11.04(c) of the Municipal Code of the
City of Muskego (Re Display of decals on dump refuse hauling trucks
within the city). Ald. Ford moved for adoption, seconded by Ald. Pienkos.
Upon a roll call the motion carried unanimously.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised the Council that it is his intent to appoint a
committee to determine the needs of senior citizens within the city. He
indicated .that the committee would consist of a representative of the
Council, the Park Board, citizens and civic organizations within the
community. He indicated that one of the responsibilities of the committee
what their present and future needs are and what the city has the ability
to provide for them.

At this time Mayor Gottfrj-ed requested pemi.ssion of thc aldermen to
have Mr. J. Michael Mooncy, Sales Representative of the E, M. Boerke
Company, s P e a k . As there were no' objections Mr. Mooney reviewed for
the aldermen the five proposals to purchase pa+cel.s of ].and in the
city's industrial park (see forchcoming resolutions ,, the status of
the financing for the proposed purchase by Willard Wapp, Jr. (roller
rink) and he reviewed a sales and canstruction status report of all
building and land in the industrial park. ..,,'

Resolution #236-77 - The Clerk read same, entitled, Approval of
Certified Survev Maw (W. Peterson) Ald. Dumke moved for adoution.
seconded by Ald: Tomczyk. Upon the advice of the City Attorkey, Aid.
Pienkos moved to amend Resolution #236-77 by adding the following
paragraph, "BE IT FURTHER RESOLVED that this approval is subject to
the approval of the easement by the City Attorney." Seconded by Aid.
Dumke. Upon a voice vote the motion carried. On the motion to adopt
Resolution #236-77, As Amended, the motion carried unanimously.
Resolution #237-77 - The Clerk read same, entitled, Determining the
Action Against Muskego Rendering Company. Ald. Ford moved for adoption
Consensus of the Council regarding the .Possibility of Initiating Legal
Seconded by Ald. Van Lanen. Discussion took place relative to the
plans that had been submitted to the DNR for new wastewater treatment
plant. Upon a roll call vote on the motion to adopt Resolution #237-77
facility and the possible origin of odors emanating from the rendering

Resolution #238-77 - The Clerk read same, entitled, Resolution of
Necessity - J. Wahoney (Condemnation procedure relating to unsigned

adoption, seconded by Ald. Dumke. Upon roll call the motion to adopt
Resolution #238-77. Ald. Dumke moved to approve the Relocation Order

0 Ordinance #339 - The Clerk gave the first reading of same, entitled,
An Ordinance Amending the Zoning District Map of the City of hluskego
from RS2 to RS2 O.D. (R. Knudsen Property - Sec. 5)
LICENSE APPROVAL - Ald. Ford moved to approve an Operators License for
Georgiann Stevenson subject to receipt of favorable Fingerprint Report
Seconded by Ald Dumke, motion carried.
Ald. Ford moved to approve a "Gathering" Permit for Icetronauts for
October 15 and 16, 1977, at the corner of Woods Rd. and Racine Ave.
(M. Muehl Farm). Seconded by Ald. Tomczyk, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk gave the Building Report for the month
of September, 1977, which indicated 7 new dwelling units and total
construction in the amount of $531,395.00. Same placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - Discussion took place
bv the aldermen as to when Halloween Festivities should take place. ~
No definite decision reached until neighboring municipalities set
their date .
ADJOURNMENT - Ald. Pienkos moved to adjourn, seconded by Ald Van Lanen.
Motion carried. The meeting adjourned at 10.00 P.M.
