MINUTES OF MEETING HELD SEPTEMBER 13, 1977
The meeting was called to order at 7 46 P.M. by Mayor Gottfried. Also
present were Aldermen Dumke,.Ford, Pienkos, Van Lanen, Tomczyk, Schaum-
berg and Wallner, City Clerk Bowyer and City Attorney Buckley.
Ald. Schaumberg moved to approve the minutes of the previous meeting
held 8/23/77, as mailed. Seconded by Ald. Dumke, motion carried.
COMMITTEE REPORTS - Ald. Schaumberg presented the reports of the Finance
Committee meetings held 9/7/77 and 9/13/77 and moved that they accepted
and placed on file. Seconded by Ald. Dumke, motion carried.
Ald. Tomczyk presented the report of the Public Works Committee meeting
held 9/8/77 and moved it be accepted and placed on file. Seconded by Ald.
Schaumberg, motion carried.
Ald. Van Lanen presented the report of the Public Welfare Committee
meeting held 8/24/77 and moved that same be accepted and placed on file.
Seconded by Ald. Wallner, motion carried.
Ald. Van Lanen presented the report of the Rules, Laws & Ordinance
Committee meeting held 8/29/77 and moved that same be accepted and
placed on file. Seconded by Ald. Wallner,
Ald. Pienkos presented the report of the Public Safety Committee meeting
held 9/8/77 and moved that same be accepted and placed on file. Seconded
by Ald. Schaumberg, motion carried.
Ald. Tomczyk presented the reports of the Sewer Committee meetings held
on 8/29/77 and 9/12/77 and moved that same be accepted and placed on file.
Seconded by Ald. Dumke, motion carried.
Ald. Pienkos presented the report of the Police Building Committee
meeting held 9/7/77 and moved that same be accepted and placed on file.
Seconded by Ald. Wallner, motion carried.
The minutes of the Plan'Commission meeting held 9/6/77 were received and
placed on file.
UNFINISHED BUSINESS
Resolution #189-77 -Establishing a Consensus of Opinion to Not Renew
Property. As this resolution was on the floor, upon a roll call vote
and/or Extend a Permit to Apply Waste Water Sludge to the Alvin Basse
on the motion to adopt, Aldermen Pienkos, Van Lanen and Wallner voted
"aye". Aldermen Dumke, Ford, Schaumberg and Tomczyk voted "no". The
motion to adopt was defeated.
NEW BUSINESS
Resolution #198-77 - The Clerk read same, entitled, Lifting of Building
Moratorium Until January 1, 1978. Ald. Dumke moved for adoption,
seconded by Ald. Ford. Ald. Ford moved to amend paragraph 4, by adding
Guernsey Meadows Addition #1 and that the 5th paragraph be amended in
the following after 1977, "to allow construction of Marlan Meadows and
6th paragraph from January to July, 1978. Spconded by Ald. Dumke. Upon
a roll call vote on the motion to amend Aldermen Dumke, Ford, Schaumberg
and Wallner voted "aye". Aldermen Pienkos, Tomczyk and Van Lanen voted
#198-77, As Amended, Aldermen Dumke, Ford, Schaumberg and Tomczyk voted
"no". The motion to amend carried. Upon a roll call to adopt Resolution
"aye". Aldermen Pienkos, Van Lanen and Wallner voted "no" . The motion
the same manner. Also to change the month mentioned in the 3rd and ' to adopt Resolution #198-77, As Amended, carried.

Resolution #201-77 - The Clerk read same, entitled, Approval of Concept
Ald. Dumke moved for adoption, seconded by Ald. Ford Upon a roll call
and Approving Sewer Service to Proposed Marland Meadows Subdivision.
vote on the motion to adoption, Aldermen Dumke, Ford, Schaumberg and
"no". The motion to adopt carried.
Resolution #202-77 - The Clerk read same, entitled, Approving Sewer
Service to Guernsey Meadows Addition #l. Ald. Dumke moved for adoption,
Dumke, Ford, Schaumberg and Tomczyk voted "aye". Aldermen Pienkos, Van
seconded by Ald. Schaumberg. Upon a roll call vote to adopt, Aldermen
Lanen and Wallner voted "no". The motion to adopt carried.
Resolution #203-77 - The Clerk read same, entitled, Approval of Certified
Survey Map (N. Danes). Ald. Dumke moved for adoption, seconded by Ald.
Pienkos. Upon a roll call vote the motion carried with Aldermen Van
Lanen and Wallner voting "no".
Resolution #204-77 - The Clerk read same, entitled, Resolution Deferring
Special Assessments Against Farm Lands (A. Bostater - Lake Denoon Area) 0 Ald. Dumke moved for adoption, seconded by Ald. Wallner. Upon roll call
the motion to adopt carried unanimously.
Resolution #205-77 - The Clerk read same, entitled, Authorizing the Use
of Dedicated Street Right-of-way to Thomas Ferguson. Ald. Schaumberg
moved for adoption, seconded by Ald. Tomczyk Upon a roll call vote the
motion carried unanimously.
Resolution #201-77 - The Clerk read same, entitled, Approval of Final
Plat of Freedom Acres Addition #1 (Ceille Property). Ald. Dumke moved
adopt carried unanimously.

Resolution #209-77 - The Clerk read same, entitled, Authorizing the
Preparation of Specifications and Advertising of Bids for Civic Center
Site. Ald. Pienkos moved for adoption. Seconded by Ald. Tomczyk.
Upon a roll call vote the motion carried unanimously.
Resolution #210-77 - The Clerk read same, entitled, Authorizing Additional
Expenditures for S.T. H.24 Reconstruction Project. Ald. Schaumberg moved
for adoption. Seconded by Ald. Tomczyk. Upon roll call the motion
Tomczyk voted "aye". Aldermen Pienkos, Van Lanen and Wallner voted
carried unanimously.
Resolution #211-77 - The Clerk read same, entitled, De?lial of Request
to Amend Parkland Planned Unit Development. Ald. Dumke moved for
adoption. Seconded by Ald. Schaumberg. Ald. Schaumber moved to amend
'1. An informal hearing attended by several residents of the area this resolution by deleting the following from the sixt% paragraph;
indicated strong objection to the proposal." Seconded by Ald. Dumke.
Upon a roll call vote to amend Resolution #211-77 the motion carried
unanimously. Upon a roll call vote to adopt Resolution #211-77,Amended, the
motion carried with Ald. Pienkos casting a dissenting vote.
Projects. The Clerk read the resolution. Ald. Ford moved for adoption,
Resolution #212-77 - Accepting Low Bid for Schmidt Park and Jensen Park
seconded by Ald. Pienkos. (Both projects awarded to Lang Engineering).
with Ald. Van Lanen casting a dissenting vote.
Ordinance #333-77 - The Clerk gave the first reading of same, entitled,
An Ordinance to Repeal and Recreate Section 13.01(1) of the blunicipal
Code (Re' Number of Dogs Limited)
Upon a roll call vote to adopt Resolution #212-77 the motion carried

Ordinance #334 - The Clerk gave the first reading of same, entitled, An
Ordinance to Amend Ch. 18, Section 8.9 of the Municipal Code (Re Water
Meters where community wells are involved).
Ordinance #335 - The Clerk gave the first reading of same, entitled,
An Ordinance to Amend Chapter 16, Section .08(2)(b) of the hnicipal
Code (Re: Water Meter $2.00 Permit fee)
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of
vouchers in the amount of $14,483.05 (Police Bldg.). Seconded by
Ald. Pienkos, motion carried unanimously upon roll call.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operator's
Wargin. Seconded by Ald. Pienkos, motion carried.
License for Jean Grossmeier, Guy Peterson, Leo Paddock, Jr. and Brian
Ald. Schaumberg moved for the approval of a Class "A" Fermented Malt
Beverage and Intoxicating Liquor License for Jean Gilbert (former
Ellie's Deli). Seconded by Ald. Pienkos, motion carried.
Ald. Schaumberg moved for the approval of a Class "B" Fermented Malt
Beverage and Intoxicating Liquor License for Robert Montgomery (Lake-
view Gardens) subject to the expiration of 15-day waiting period after
publication, receipt of favorable Fingerprint Report and a written
release of the license held by the former owner. Seconded by Ald.
Ford. Motion carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Building report for
month in the amount of $943,280.48 and also indicating 16 new dwelling
the month of August, 1977, indicating total construction for that
units. Report placed on file.
COMMUNICATIONS AND MISCELLANEIOUS BUSINESS - The Clerk read a communication
from Communitv Newsvavrs. directed to the Mayor and Council, dated
9/7/77 , regarding bating procedures used in- filling the vacancy of
Alderman in District V. Same placed on file.
Mayor Gottfried advised that the Board of Commissioners of the Little
Muskego Lake Protection and Rehabilitation District would be meeting
immediately following the adjournment of this meeting.
ADJOURNMENT - Ald. Pienkos moved to adjourn, seconded by Ald. Tomczyk.
Motion carried. The meeting adjourned at 9:38 P.M.
