CITY OF MUSKEGO
MINUTES OF MEETING HELD AUGUST 23, 1977
The meeting was called to order at 8:03 P.M. by Mayor Gottfried. Also
present were Aldermen Dumke, Ford, Pienkos, Van Lanen, Wallner and
Tomczyk, City Clerk Bowyer, City Attorney Buckley. Ald. Schaumberg
was absent.
Ald. Pienkos moved to approve the minutes of the previous meeting
held August 9, 1977. Seconded by Ald. Van Lanen, motion carried.
COMMITTEE REPORTS - Ald. Dumke presented the report of the Finance meeting
held 8/17/77 and Ald. Ford presented the report of the meeting held
8/23/77, and Ald. Dumke moved that both committee reports be accepted
and placed on file, motion carried.
Ald.Tomykpresented the report of the Public Works Committee meeting
held 8/18/77 and moved that the report be accepted and placed on file.
Seconded by Ald. Dumke, motion carried.
Ald. Van Lanen presented the report of the meeting of the Public Welfare
Committee held 8110177 and moved that same be accepted and placed on
file. Seconded by Ald. Pienkos, motion carried.
Ald. Van Lanen presented the report of the Rules, Laws & Ordinance
Committee meeting held 8110177 and moved that same be accepted and
placed on file. Seconded by Ald. Wallner, motion carried.
Ald. Pienkos presented the report of the Industrial Development Committee
(8115177) and moved that same be accepted and placed on file. Sec-
onded by Ald. Van Lanen, motion carried.
Ald. Pienkos presented the report of the Police Building Committee
meeting held 8/17/77 and moved that same be accepted and placed on
file. Seconded by Ald. Dumke, motion carried.
The minutes of the Plan Commission meeting held 8/16/77 were received
and placed on file.
At this time Mayor Gottfried introduced ?,h. Anthony Norton, A.F.S.
student from South Africa, who will be living at the James Krueger
home, W153 S6365 Lawndale P1. and attending Wisconsin Lutheran High
School for the next year. Mr. Norton briefly reviewed his trip to
America and presented to Mayor Gottfried a letter of introduction
from the Mayor of his city, Durban, South Africa.

The Clerk read a proclamation which proclaimed August 26, 27 and 28,
1977, at Muskego VFW Country Fair Days. He urgered that all aldermen
on Saturday.

Ald. Van Lanen moved for adoption, seconded by Ald. Tomczyk. Upon roll
call the motion carried unanimously.
Resolution #188-77 - The Clerk read same, entitled, Approval of Extractive
Permit for Wauer Gravel. Ald. Dumke moved for adoption, seconded by Ald.
Ford. Upon a roll call vote the motion carried with Aldermen Van Lanen
and Wallner voting "no".
Resolution #189-77 - The Clerk read same, entitled, Establishing a
Consensus of Opinion to Not Renew and/or Extend a Permit to Apply Waste
Water Sludge to the Alvin Basse Property. Ald. Pienkos moved for
adoption, seconded by Ald. Van Lanen. Following considerable discussion
meeting of the Council (9/13/77) in order to give him more time to re-

to Purchase Lot in the City's Industrial Park (W. Wapp). Ald. Pienkos
to adopt carried unanimously.
Resolution #192-77 - The Clerk read same, entitled, Resolution to Waive
Fees for Tess Corners Fire Dept. Ald. Pienkos moved for adoption, seconded
by Ald. Tomczyk. Upon roll call vote the motion carried unanimously.
Resolution #193-77 - The Clerk read same, entitled, Resolution to Waive
Fees for Parade Permit(VFW). Ald. Tomczyk moved for adoption, seconded
by Ald. Pienkos. Upon roll call the motion carried unanimously.
Resolution #194-77 - The Clerk read same, entitled, Authorizing Revised
Adjustment to Bay Lawn Assessment Roll (Wujcik & Merkt). Ald. Ford
moved for adoption, seconded by Ald. Dumke. Upon roll call the motion a carried unanimously.
Resolution #195-77 - The Clerk read same, entitled, Authorizing a Change
moved for adoption, seconded by Ald. Tomczyk. Upon roll call the motion
in the Carpet Contractor for the New Police Building. Ald. Pienkos
carried unanimously.

Resolution #196-77 - The Clerk read same, entitled, Authorizing the City
Clerk to Retain SEWRPC for the Preparation of the Special Assessment
Roll and Polling Lists. Ald. Dumke moved for adoption, seconded by Ald.
Tomczyk. Upon roll call the motion carried unanimously.
Resolution #197-00 - The Clerk read same, entitled, Authorizing Purchase
of a Parcel of Land in Hillview Farm, Lochcrest Plat (Beringer). Ald.
Tomczyk moved for adoption, seconded by Ald. Ford. Upon a roll call
vote on the motion to adopt, Aldmen Dumke, Ford, Tomczyk and Pienkos
voted "aye". Aldermen Van Lanen and Wallner voted "no". The motion
to adopt carried.
Resolution #200-77 - The Clerk read same, entitled, Approval of Recon-
struction of a Portion of Martin Drive. Ald. Ford moved for adoption,
seconded by Ald. Tomczyk. The area to be reconstructed is in the area
Ofthe former nike site and the Ralph Martin buildings. Upon a roll
call vote the motion carried unanimously.
VOUCHER APPROVAL - Ald. Ford moved for the approval of payment of general
vouchers in the amount of $171,558.69. Seconded by Ald. Dumke. Upon a
roll call vote the motion carried unanimously.
Ald. Ford moved for the approval of payment of Sewer Utility vouchers
in the amount of $1,773.94. Seconded by Ald. Dumke, motion carried.
LICENSE APPROVAL - Ald. Ford moved for the approval of Operator's License
for Gordon Jacoby and Raymond Klinger. Seconded by Ald. Dumke, motion
carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - Ald. Pienkos advised that
it was his hope that all other aldermen attend a forthcoming meeting of
the Welfare Committee during which the matter of sludge appiication-on
agricultural lands in the city would be discussed.
The Clerk read a petition for legal lot status for Lot 14 Block 3, Bay
Shore Estates, dated 8/9/77, submitted by Virginia Peroceschi. Same
referred to Plan Commission.
At this time/Mayor Gottfried declared a recess and the meeting recon-
vened at 9.48 P.M.

ADJOURNMENT - Ald. Wallner moved to adjourn, seconded by Ald. Pienkos,
