MINUTES OF MEETING HELD MAY 10, 1977
present were Aldermen Constantineau, Dumlte, Ford, Pienlcos. Schaumberg I
The meeting was called to order at 7:42 P.M by Mayor Gottfried. Also
\vallner, Constantineau and Van Lanen, City Attorney Buckley and City
Clerk Bowyer. a Aid. Schaumberg moved for the approval of the minutes of the Previous
meeting held 4/26/77 and moved that they be accepted, as mailed. See-
onded by Ald. Dumke, motion carried.
Aid. Schaumberg presented the report of the Finance Committee meetings
held 4/26/77 and 5110177 and moved that they be accepted. Seconded by
Ald. Ford, motion carried.

Following discussion regarding the possible re-seeding 01 the ditches
and open area of the industrial park the motion to accept the report
carried.
Ald. Van Lanen presented the report of the Pub1i.c WelSarc Committee
meeting held on 5/3/77 and moved that the report be accepted and
placed on file. Seconded by Ald. Pienltos Motion carried.
The minutes of the Plan Commission mee.tings held on 4/19/77 and 5/3/77
were accepted,

Ordinance #326 - The Clerk gave the second rea'ding of same, entitled,
An Ordinance to Repeal Ordinance ii318 of the hlunici.pa.1 Code (.Re:
Number of Poll Works). Ald.Pie&&moved for adoption, seconded by
Ald. Dumke. Upon a roll call vote the motion to adopt carried
unanimously.
Ordinance #327 - The Clerk read same, entitled, An Ordinance to Repeal
and Recreate Ch. 26 of the Municipal Code Relating to Parks and
Recreation Regulations (2nd reading). A1.d- Ford moved for adoption,
seconded by Ald. Dumke. Upon a roll. call vote the motion carried
unanimously.
Ordinance #328 - The Clerk gave the second rending of Same, enti.tled,
An Ordinance to Repeal and Recreate Various Provisj.ons of the Zoning
Ordjnance of Ch 17 of the Municipal Code (Re Private garages and
accessory buiidings)Constantin& moved .for adoption, seconded by Aid. Wallner. Upon roll call the motion carried. Because the public
hearing on this zoning amendment has not been held Ald. Constantineau
moved for the reconsideration of Ordinance #328 Seconded by Aid.
Ford. Upon roll call the motion carried unanimously. Ald Ford
moved to defer action on Ordinance #328 to the first Council meeting
following the Council meeting scheduled for June 14, 1977 Seconded
by Ald. Schaurnberg, motion carried
COUMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that he has appointed the following persons to
the Industrial Coordinating Committee J. Michael Moonev. Robert
Chairman.
Strand, E. J. Snlentine, Aid Pienltos, Ald Dumlce and hj.kelf as

month of May, 1.977 as "American Legion Auxj.liary Poppy Month" and
hlay 20th and 21st as "American Legion Auxiliary Poppy Days" in our

Offer to Purchase Parcel of Land in Industrial Park (Lot 6. Blk 1 - Resolution #105-77 - The Clerk read same, entitl.ed, Acceptance of
Bennie Lane). Ald. Dumke moved for adoption, seconded by Ald Ford
At this time, as there were no objections, Mr. J. Michael Mooney of

System in New Police Building. Ald. Schaumberg moved for adop.tion,
Seconded by Ald. Dumke. Discussion centered upon whether o'r not
the communications system is guaranteed for any specific length of
time. Ald. Constantineau moved to defer action on Resolution #106-77
Seconded by Ald Wallner. As there were no objections to having
Police Chief Kraus speak, Chief Kraus indicated that any further delay
would be tied into the alarm system it could delay construction of
might place the system in a different pri.ce range, also, because it
the new police building. Upon a roll call vote to defer, Alderman
Constantineau, Van Lanen and Wallner voted "aye" Al.dermen Dumke,
carry. Upon a roll call vote to adopt Resolution #106-77 the motion
carried with Ald. Wallner casting a dissenting vote.
Resolution #108-77 - The Clerk read same, entitled, Approval of
Appointment of Members to Capital Budgeting Committee (Ald Schaumberg,
Bette Bowyer, Ed Raimann, Joan Dibb, Richard Manchester, Wayne
Radtke, Gerald Faber, Tony Steinweber and Ald. Ed Dumlte). A1.d.
Schaumberg moved for adoption, seconded by Ald. Constantineau. Upon
a roll call vote the motion carried unanimously.
Resolution #log-77 - The Clerk read same, entitled, Approval of Transfer
of Funds for V F W Country Fair Days Parade ($600.00). Ald. Schaum-
berg moved for adoption, seconded by A1.d. Ford. Upon roll call the
motion carried unanimously. (Parade to be held August 28, 1977)
At 8 52 P.M. Mayor declared a recess and the meeting reconvened at 9 OOPM.
Resolution #110-77 - The Clerk read same, entitled, Setting Public
Hearing Date to Amend Ch. 17 (Zoning Ordinance) (Re; Private garages
and Accessory Buildings) (June 14, 1077, 7 15 P.M ). Ald. l'ienlcos
Ford, Pienkos and Schaumberg voted "no" The motion to defer did not
moved for adoption, seconded by Ald Schalmberg. Upon a voice vote 0 the motion carried.
Resolution #111-77 - The Clerk read same, entitled, 1niti.atj.ng Petition
and Setting Public Hearing for Proposed Rezoning in Secl:i.ons 5 and 8
(R-1 to RS-1 - A. Schmidt). Ald Constal1tineau moved for adoption,
seconded by Ald. Van Lanen (June 14, 1.977, 7 00 P.M. ) Upon roll call
the motion carried unanimously

Resolution #113-77 - The Clerk read same, en.ti.tled, Resolution Releasing
Surveyor's Bond (Re Kristin Downs) Ald Schaumberg moved for adoption,
seconded by Ald Constantineau Ald Van Lanen moved to defer action
on Resolution #113-77 pending receipt of written statement that all pipes
have been placed. Upon a roll call vote to defer, Aldermen Constantineau,
Dumke, Ford and Schaumberg voted "no" Aldermen Pienltos, Van Lanen and
Wallner voted "aye". The motion to defer did not carry. Upon a roll
Ford and Schaumberg voted "aye" Al.dermen Pienltos, Van Lanen and
call vote to adopt Resolution #113-77, Aldermen Constantineau, Dumke,
Wallner voted "no" . The motion to adopt carried.
Director to Enforce Park Regulations Ald Ford moved for adoption,
Resolution #114-77 - The Clerk read same, entitled, Authorizing the Park
with Ald. Schaumberg casting a dissenting vote.

for Pier Installation at Idle Isle Beach. Ald. Ford moved for adoption,
seconded by Ald. Constantineau (Low bid received from Delweld Co. in
the amount of $2.594.00). Uoon a roll call vote the motion carried .. e unanimously
Resolution #116-77 - The Clerk read same, entitled, Approval of Holding
Tank for Michael Sorltan (4.3 parcel of ].and in Sec. 29 - Parker Dr.)
Ald. Pienkos moved for adoption, seconded by Ald Van 1,anen. Upon a
roll call vote the motion to adopt carried with Ald. Ford voting "no".
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operator's
Henrichs and Christine Klunder. Seconded by Ald. Dumke, motion carried.
Licenses for Joseph Walberts, Kenneth Chase, Sr. Earl Goll, Sandra
Ald. Schaumberg moved for the approval of a Class "B" Fermented Malt
Beverage and Intoxicating Liquor License for Hunter's Nest Black Duck
Gun Club, Inc. subject to the recej.pt of a release from the previous
owner, Robert Schaack. Seconded by Ald Ford, motion ca,rried.
Ald. Schaumberg moved for the approval of a Class "A" Fermented Malt
Beverage and Intoxicating L,iquor License for Evange1.0~ Sltodras (Cross-
roads Beer Depot). Seconded by Ald. Ford, motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - Ald Constantineau moved
to have Mayor Gottfried cal.1 a special meeting of the aldermen of the
City of Muskego for the purpose of discussing several items contained
in a letter, directed to Ald. Ford, dated May 10, 1977, from Ald. Pienltos
and Constantineau. Seconded by Ald. Pi enkos Follow1 ng discussion,
upon a roll call vote on the motion to call^ a special meeting, Aldermen
Constantineau, Dumlte, Pienkos, Van Lanen and Wallner voted "aye". Alder-
men Ford and Schaumberg voted "no". The motion to have :L special meet-
ing carried. Following discussion as to the formality of a special
meeting, Ald. Dumke moved to reconsider Ald Constantineau's motion.
Seconded by Ald. Ford. Upon roll call the motion to reconsider carried
unanimously. Ald Constantineau then, with the consent of his second,
withdrew his motion. Mayor Gottfried then advised the aldermen that
he would invite them to an informal gathering in the very near future
ADJOURNMENT - Ald Schaumberg moved to adjourn, seconded by Ald. Pienkos. 0 Motion carried. The meeting adjourned at I.@ 14 P.M.
