ccm19770412COMMON COUNCIL CITY OF MUSKEGO a' MINUTES OF MEETING HELD APRIL 12, 1977 The meeting was called to order at 7:50 P.M. by Mayor Gottfried. Also present were Aldermen Constantineau, Colburn, Dumke, Ford, Pienkos, Schaumberg and Wallner, City Attorney John Buckley and City Clerk Betty Bowyer. Ald. Schaumberg moved for the approval of ririnutes of previous meet held March 22, 1977, as mailed. Seconded by Ald. Colburn. Motion carried. ing held 4/7/77 and 4/12/77 and moved that they be accepted and placed on Ald. Schaumberg presented the minutes of the Finance Committee meetings file. Seconded by Ald. Dumke, motion carried. Ald. Pienkos presented the report of the Public Welfare Committee meeting held on March 23, 1977, and moved that same be accepted and placed on file. Seconded by Ald. Wallner. Discussion took place Ald. Colburn moved to delete paragraph 8 of the report relative to regarding the status of requests for holding tanks within the city. requests by three citizens for holding tanks. Seconded by Ald. Pienkos. @ Upon a roll call vote to delete paragraph 8 and act on the paragraph - separately, Aldermen Colburn, Ford and Pienkos voted ."aye". Aldermen ~ Constantineau, Dumke, Schaumberg and Wallner voted "no". The motion did not carry. Upon a roll call vote to accept the report of the Public Welfare Committee, as presented, Aldermen Constantineau, Dumke, Schaumberg and Wallner voted "aye" Aldermen Colburn, Ford and Pienkos voted "no" . The motion to accept the report carried. Ald. Constantineau presented the report of the Rules, Laws & Ordinance Committee meeting held March 23, 1977, and moved that it be accepted and placed on file. Seconded by Ald. Ford, motion carried. Colburn moved for adoption, seconded by Ald. Constantineau. Upon a roll call vote the motion carried unanimously. Resolution #82-77 - The Clerk read same, entitled, Acceptance of Low Bid for New Highway Truck. Ald. Colburn moved for adoption, seconded by Ald. Constantineau. Ald. Constantineau moved to amend Resolution #82-77 by have the Fifth paragraph read as follows; "THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego does hereby highway truck equipped with snowplow, material spreader and diesel accept the bid of International Harvester Co. for a new 1977 Model engine in the amount of $29,371.00. Seconded by Ald. Pienkos. Upon a roll call vote the motion to amend carried unanimously. Upon a roll call vote the motion to adopt Resolution #82-77 carried unanimously. Ordinance #324 - The Clerk gave the first reading of same, entitled, An Ordinance to Amend Section 19.05(7) of the Municipal Code Relating to Garbage and Refuse Receptacles. Upon a roll call vote the motion carried unanimously. 0 LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators Licenses for Paula Grzesiak, Robert Iverson, Kent Amoth. Seconded by Ald. Dumke, motion carried. Ald. Schaumberg moved for the approval of "Gathering" License for St. Leonard's Home & School for April 16, 1977. Seconded by Ald. Pienkos, motion carried. Ald. Schaumberg moved for the approval of Class "B" Fermented Malt Beverage and Intoxicating Liquor License for Earl Goll. Seconded by Ald. Dumke, motion carried. CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for the month of March, 1977, indicating 19 dwelling units and other miscellaneous building permits reflecting total construction costs in the amount of $1,080,530.'00.Report placed on file. CO!vlMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk read a Frederick Gille, requesting legal lot status for a parcel of land communication from Attorney T. Michael Schober, representing Mr. owned by Mr. Gille located in the SW+ Section 21. Same referred to 0 the Plan Commission. Since Ald. Colburn would be absent from the Organizational h1eeting work as an alderman and extended his best wishes to him in the future. on April 19th, Mayor Gottfried offered comments of praise for his Ald. Colburn thanked the Mayor, his fellow aldermen and city employees for cooperation given him the years he served as alderman and he extended his congratulations to his successor, Thomas J. Van Lanen.
