MINUTES OF MEETING HELD JANUARY 11, 1977
The meeting was called to order at 7:55 P.M. by Mayor Gottfried. Also
Schaumberg and Wallner, City Attorney John Buckley and Deputy City
Clerk June Elger.
Ald. Schaumberg moved for the approval of minutes of the meeting held
by Ald. Pienkos, motion carried.
Ald. Schaumberg presented the reports of the Finance Committee meetings
held on 1/6/77 and 1/11/77 and moved that they be accepted and placed
on file. Seconded by Ald. numke, motion carried.
Ald. Duke presented the report of the Public Works Committee meeting
held on 1/5/77 and moved that it be accepted and placed on file.

Ald. Pienkos presented the report of the Public Safety Committee meeting
held on 1/5/77 and moved chat it be accepted and placed on file. Sec-
i) present were Aldermen Constantineau, Colburn, Ford, Dumke, Pienkos,

Ald. Colburn presented the report of the Public Sewer Committee meeting
held on 1/3/77 and moved that it be accepted and placed on file. Sec-
onded by Ald. Pienkos, morion carried.
The minutes of the Plan Commission meeting held on 1/4/77 were received
and placed on file.
UNFINISHED BUSINESS
Resolution #249-76 - Resolution Recommending Denial of Rezoning in
Section 5 (R. budsen) This resolution was on the floor and had been
deferred for two weeks. A discussion took place with the majority
of the aldermen suggesting that the residents in the area would object
to the rezoning of the property, however, would not object to the
building being used for duplex purposes. Ald. Constantineau moved
to refer Resolution #249-76 to the Plan Commission to consider alter-
Planning Consultant Mangiamele's report dated October 20, 1976. Dis-
cussion also centered around the proper way to consider permitted
duplexes under single family zoning. Upon a roll call vote to refer
Resolution 1,249-76 back to Plan Comission, Aldermen Colburn, Con-
stantineau, Pienkos and Wallner voted "aye". Aldermen Dumke, Ford
and Schaumberg voted "no". The motion to refer back to back to Plan
Commission carried.
Resolution #250-76 - Resolution Approving Preliminary Plat of Maple
@ natives for the rehabilitation of this property as suggested in
Hills Estates Add. #Z (Town of Vernon). This resolution is on the floor
and was deferred for two weeks. Upon a roll call vote the motion to
adopt carried unanimously.
COMMUNICATIONS FROM THE MAYOR'S OFFICE - Mayor Gottfried advised those
present that the city is in receipt of a federal grant in the amount of
$36,750.00 from the EPA for the purpose of studying inflow/infiltration
problems.

NEW BUSINESS
0 Resolution 1/1-77 - The Deputy Clerk read same, entitled, Acceptance
of L~~ id for Five New Squad Cars. Ald. Schaumberg moved for
adoption, seconded by Ald. Pienkos. (LOW bid being from E. J. Sal-
entine, net cost being $15,000.00). Upon a roll call vote the motion
carried unanimously.
Resolution #2-77 - The Deputy Clerk read same, entitled, Resolution to
Amend Resolution 8226-76, Establishing Salaries for Certain City Of
Muskego Employees for 1977 (Park & Rec. Foreman). AM. Schaumberg
moved for adoption, seconded by Ald. Dumke. Upon roll call the motion
to adopt carried unanimously.
Kesolution 1/3-77 - The Deputy Clerk read same, entitled, Directing the
City Attorney to Draft an Ordinance to Amend the Zoning District Map
of the City of Muskego - Country Club Oaks (From A to RCE Country
Estate with an oPD). Ald. Colburn moved for adoption, seconded by
Ald. Ford. Upon roll call the motion to adopt carried unanimously.

@ Resolution 94-77 - The Deputy Clerk read same, entitled, Approval of
Certified Survey Map (0. Zlensky) Ald. Colburn move for adoption,
seconded by Ald. Pienkos. Upon roll call the motion carried unanimously
Resolution 85-77 - The Deputy Clerk read same, entitled, Directing the
City Attorney to Amend Ch. 13, Sec. 12.01 (5)(c) of the Municipal Code
to Increase the Number of Class "B" Fermented Malt Beverage Licenses
to 40. Ald. Colburn moved for adoption, seconded by Ald. Schaumberg.
This resolution was initiated because of a request by Pizza Huts of
Suburban Milwaukee, Inc. to serve beer in their proposed estabiish-
ment to be located at 16720 W. Janesville Rd. A lengthy discussion
took place regarding the number of fermented malt beverage licenses
in the city. With the permission of the aldermen, Attorney David
Haas reviewed his proposal and urged that the aldermen vote in favor
of the resolution. Upon a roll call vote the motion to adopt Res-
olution 85-77 did not carry with the all of the aldermen voting "no".
Resolution #6-77 - The Deputy Clerk read same, entitled, ~xtending
Contract of Rock Contractors An Additional 60 days (Re: Completion
moved for adoption, seconded by Ald. Schaumberg. Upon a roll call
vote the motion carried unanimously.
Resolution 1/7-77 The Deputy Clerk read same, entitled, Designating
National Savings x Loan and St. Francis Savings & Loan as Public
Depositories for City Funds. Ald. Schaumberg moved for adoption,
seconded by AM. Dumke. Upon a roll call vote the motion carried
with Ald. Colburn casting a dissenting vote.
Resohtion lf8-77 - The Deputy Clerk read same, entitled, Approval
of Rescue Contract Between the City and Tess Corners Volunteer Fire
Department. Ald. Dumke moved for adoption, seconded by Ald. Pienkos.

Resolution #9-77 - The Deputy Clerk read same, entitled, Approval ,
of Application for LAWCON Funding. Ald. Ford moved for adoption, '
s-conded by Ald. Colburn. Upon a roll call vote the motion carried
unanimously.
Resolution 810-77 - Re-Approval of Final Plat of Lake Lore Estates.
Ald. Colburn moved to suspend the rules that would interfere with the
adoption of this resolution at this meeting. Seconded by Ald. Pienkos.
Upon a roll call vote to suspend the rules the motion carried unanim-
ously. The Deputy Clerk read the resolution. Ald. Schaumberg moved
for adoption, seconded by Ald. Pienkos. Upon a roll call vote the
motion to adopt carried unanimously.
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment
of vouchers in the amount of $21,145.00 payable 1/11/77. Seconded
by Ald. Colburn. Upon a roll call vote the motion to pay the vouchers
carried unanimously.
-~ LICF.NSE APPROVAL - Ald. Schaumberg moved for the approval of Operators
Lic lses for Ricky Rohda, Roy Erickson, Clayton Jacobson and Nile
Kon..?ck. Seconded by Ald. Dumke, motion carried.
Ald. Schaumberg moved for the approval of a "Gathering" Permit for
the Icetronauts Snowmobile Club for February 5th and 6th on the Milton
Muehl Farm on Woods Road. Seconded by Ald. Pienkos, motion carried.
CITY OFFICIAL'S REPORTS - The Deputy Clerk read the December, 1976,
Building Report which indicated four new dwelling units and total
construction in the amount of $124,043.00 for that month. She also
presented the Annual Building Report for 1976 which indicated 238 new
dwelling units and total construction costs for that year in the
amount of $8,115,387.88. Reports placed on file.
CO>II'tUNICATIONS AND MISCELLANEOUS BUSINESS - Mayor Gottfried acknowledged
receipt of a letter directed to himself, the Common Council and the
Sewer Committee, dated 1/3/77, requesting sewers be made available
for approximately 200 residential units on the former Loomis Farm.
Request referred to the Sewer Committee.
ADJOURNMENT - Ald. Schaumberg moved to adjourn, seconded by Ald.
Constantineau. Motion carried. The meeting adjourned at 9:35 P.M.
