present were Aldermen Constenti:ciea~, Calburn, Ford, Pienkds, Schaumberg,
Dumke and Wallner, City Attorney John Buckley and City Clerk Bette Bowyer.
Ald. Schaumberg moved for the approval of minutes of the meeting held
12114176 and moved that they be accepted and placed on file. Seconded
by Ald. Pienkos, motion carried.
Ald. Schaumberg presented the reports of the Finance Committee meetings
held on 12121176, 12/23/76 and 12/28/76 and moved that they be accepted
and placed on file. Seconded by Ald. Dumke, motion carried.
Ald. Ford presented the report of the Public Works Committee meeting held on
12/22/76 and moved that it be accepted and placed on file. Seconded by
Ald. Constantineau, motion carried.
Ald. Pienkos presented the report of the Public Safety Committee meeting
held on 12/22/76 and moved that it be accepted and placed on file.
Seconded by Ald. Wallner, motion carried.
Ald. Pienkos presented the report of the Public Welfare Committee meeting
held on 12115176 and moved that it be accepted and placed on file.
Seconded by Ald. Wallner, motion carried.
The minutes of the Plan Commission meeting held December 21, 1976, were
received and placed on file.
UNFINISHED BUSINESS
Resolution i/220-76 - Approval of Certified Survey Map (Elmer and Jerome
Tinti). Ald. Schaumberg moved to amend this resolution by adding the
following paragraph: "BE IT FURTHER RESOLVED that this approval is subject
to the submittal of sufficient bond to assure the removal of the cul-de-
sac." Motion seconded by Aid. Ford. Upon a voice vote the motion carried.
Upon a roll call vote to adopt Resolution #220-76, As Amended, the motion
carried unanimously.
Resolution 11227-76 - Initial Resolution Authorizing $1,42U,UUU.UU Bonds of
the City of Muskego (This resolution was introduced at the Coun~cil meeting
held November 23, 1976). Ald. Colbum moved for adoption, seconded by
Ald. Dumke. Upon a roll call v6te the motion to adopt carried unanimously.

Resol-ution 8248-76 - The Clerk read same, entitled, Resolution Proportioning
1976 Note Issue. Ald. Schaumberg moved for adoption, seconded by Aid.
Colbum. Upon a roll call vote the motion carried unanimously.
Resoluti.on 8249-76 - The Clerk read same, entitled, - Resolution Recommending
Dfnial of Rezoning in Section 5 (Richard Knudsen). Ald. Colburn moved for adoption, seconded by Aid. Schacunbcrg. Aid. Constantineau moved to
defer action on this resolution un!:il the next Council meeting. Seconded
by Ald. Wallner, Upon a roll. cal:! vote the motion to defer carried

Ald. Constantineau. upon a voice vote the motion carried.
Resolution j/251-76 - The Clerk read same, entitled, Authorizing Execution
;of Contract Between Teamsters Union Local #695 and City of Muskego (Police
Department). Aid. Colburn moved for adoption, seconded by Ald. S&awn-
berg. At this time Mayor Gottfried declared a short recess (8:37 m) and
the meeting reconvened at 8:40 PM. The Mayor apprised the aldermen of
the changes in the 1977 contract between the patrolmen and sergeants
and the city. Aid. Wallner moved to defer action on Resolution $1251-76.
Seconded by Ald. Ford. A lengthy discussion took place on the pros and
cons of the bargaining process being op~en to the public. Upon a roll
call vote to defer, Aldermen Ford, Pienkos and Wallner voted "aye".
Aldermen Colbum, Constantineau, Dumke and Schaumberg voted "no". The
motion to defer did not carry. Upon a roll call vote on the motion to
adopt Resolution i/251-76, Aldermen Colbum, Constantineau, Dumke and
Schaumberg voted "aye". Aldermen Ford, Pienkos and Wallner voted “no”.

Resolution i/252-76 - The Clerk read same, entitled, Resolution Accepting
Sanitary Sewer Installation in Guernsey Meadows Subdivision. Ald. Schaumbel moved for adoption, seconded by Ald. Ford. Upon a roll call vote the motior carried unanimously.
Resolution l/253-76 - The Clerk read same, entitled, Authorizing Refund for Erroneous Assessment (Gary Kloth). Ald. Schaumberg moved for adoption,
seconded by Ald. Pienkos (amount involved being $210.40). Upon a roll call
vote -the motion to adopt carried unanimously.
Resolution #254-76 - The Clerk read same, entitled, Authorizing Waiver of
Interest for Prepayment of Sewer Assessment (Ottman $6,000.85) and Arrowood
($2,495.00). UPon a roll call vote the motion carried with Aid. Constantine
casting a dissenting vote.
Resolution i/255-76 - The Clerk read same, entitled, Authorizing a Preventive Maintenance Agreement for Addressograph and Graphotype Between the City of
a Muskego,and the Slater Equipment Company. Ald. Schaumberg moved for adoptic seconded by Ald. Pienkos. (Amount involved being $232.96). Upon a roll call vote the motion to adopt carried unanimously.
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of
general vouchers in the amount of $258,230.49, payable 12128176.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS -
City Attorney Buckley reviewed for the aldermen the status of pending
litigation with the city.
Ald. Pienkos requested that a special Safety Committee meeting be held prior
to the regular meeting to discuss a proposal of an alternative to the present
position of humane officer.
ADJOURNMENT - Ald. Constantineau moved to adjourn, seconded by Ald. Pienkos.
Motion carried. The meeting adjourned at 9:21 P.M.
