CITY OF MUSKEGO
MINUTES OF MEETING HELD DECEMBER 14, 1976
The meeting was called to order at 8:13 P.M. by Mayor Gottfried. Also
present were Aldermen Constantineau, Colburn, Ford, Pienkos, Schaumberg
and Wallner, City Attorney John Buckley and City Clerk Bette Bowyer. Ald.
Dumke was absent.
Ald. Schaumberg moved for the approval of minutes of the meeting held
11/23/76 and 1217 /76 and moved that they be accepted and placed on file.
Seconded by Ald. Pienkos, motion carried.
Ald. Schaumberg presented the reports of the Finance Committee meetings
held on 12/g/76 and 12/14/76 and moved that they be accepted and placed
on file. Seconded by Ald. Colburn. Motion carried.
Ald. Ford presented the report of the meeting held 12/8/76 and moved that
it be accepted and placed on file. Seconded by Ald. Schaumberg, motion
carried.
Ald. Pienkos presented the report of the meeting held 12/6/76 and moved
that it be accepted and placed~on file, seconded by Aid-. Colburn, motion
carried.
The minutes of the Plan Commission meeting held 12/7/76 were received
and placed on file,
UNFINISHED BUSINESS
Resolution #220-76 - Approval of Certified Survey Map (Elmer and Jerome
Tinti). Ald. Constantineau moved to again defer action on same, seconded
by Ald. Pienkos. Upon roll call the motion to defer carried unanimously.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor Gottfried requested that the aldermen suspend the rules in order
that Resolution i/247-76, entitled, Authorizing the Mayor of the City of
Muskego to sign application for Dept. of Natural Resources Grant-In-Aid
Funds, could be acted on at this meeting.
At this time Ald. Pienkos moved for the reconsideration of Resolution i/229-
76, entitled, Establishing Traffic Regulations, seconded by Ald. Constan-
tineau. Upon a voice vote the motion to reconsider carried. Ald. Pienkos
moved to amend Resolution #229-76, by changing the “no Parking Sign” to
read “On the west side of Luehring Drive from Lochcrest Blvd. to Hillview
Drive”. Seconded by Ald. Schaumberg. Upon a roll call vote to amend
Resolution f/229-76 the motion carried. Upon a roll call vote to adopt
Resolution #229-76, As Amended, the motion carried unanimously.
NEW BUSINESS
Resolution 1~231-76 ’ - The Clerk read same, entitled, Approval of Acceptance
of Ownership of the Sewer System and Holding Tank for Country Club Oaks.
Ald. Colburn moved for adoption, seconded by Ald. Constantineau. During
the discussion, Ald. Ford requested to go on record as being strongly opposed
to holding tanks for new dwellings in the city. Upon ~a roll call vote
to adopt Resolution #231-76, the motion carried with Ald. Ford casting a
dissenting vote.

Res&ation j/232-76 - The Clerk read same, entitled, Approval of Agreement
seen City of Muskego and Muskego High School Cooperative Office
Occupations Program. Ald. Colburn moved for adoption, seconded by Ald.
Schaumberg (High School seniors to work for Library and Park & Ret
Dept.) Upon a roll call vote the motion carried unanimously.
Resolution #233-76 - The Clerk read same, entitled, Extending Deadline
Date for Partial Payment of 1976 Real Estate Taxes (last day of February,
1977) Ald. Schaumberg moved for adoption, seconded by Ald. Pienkos. Upon
roll call the motion carried unanimously.
Resolution 8234-76 - The Clerk read same, entitled, Resolution Deferring
Special Assessment Against Farm Lands (Kattnig Estate, located in sewer
district L-12). Ald. Schaumberg moved for adoption, seconded by Ald.
Colburn. Ald. Wallner moved to defer action on this resolution until
the next Council meeting. Seconded by Ald. Pienkos. A discussion took
place which was centered on the pros and cons of deferred assessments
and whether or not this deferal was any different than the policy that
had been used in the past. Upon a roll call vote to defer action on
Resolution i/234-76, Aldermen Colburn, Constantineau, Ford, Pienkos and
Schaumberg voted "no". Ald. Wallner voted "aye". The mo,tion did not
carry. Upon a roll call vote to adopt Resolution i/234-76 the motion
carried with Ald. Wallner voting "no".
Resolution #235-76 - The Clerk read same, entitled, Approval of Fire
Protection Contract With Muskego Volunteer Fire Company for the Year
1977. Ald. Schaumberg moved for adoption, seconded by Ald. Pienkos.
Upon a roll call vote the motion carried unanimously.
Resolution i/236-76 - The Clerk read same, entitled, Approval of Fire Protection Contract With Tess Comers Volunteer Fire Department for
1977. Ald. Schaumberg moved for adoption, seconded by Ald. Constantineau.
Upon a roll call vote the motion carried unanimously.
Resolution i/237-76 - The Clerk read same, entitled, Approval of Certified
Survey Map (Outlot 1, Lot 9, Block 2, Lincolnshire Subdivision). Ald. Colbum moved for adoption, seconded by Ald. Wallner. Upon roll call the motion carried unanimously.
Resolution l/238-76 - The Clerk read same, entitled, Authorizing A Prevent- ative Maintenance Agreement for Savin Copy Machine for Police Department.
Ald. Schaumberg moved for adoption, seconded by Aid. Colburn. Upon roll
call the motion carried unanimously.
Resolution i/239-76 - The Clerk read same, entitled, Authorizing Advertising of Bids for New Police Building, Ald. Schaumberg moved for adoption, Seconded by Ald. Pienkos. Upon a roll call vote the motion carried unanimously.
Resolution 8240-76 - The Clerk read same, entitled, Approval of Holding Tank (Jacobson). Aid. Colburn moved for adoption, seconded by Ald. Constantineau. Upon roll call the motion carried unanimously.
Resolution i/241-76 - The Clerk read same, entitled, Acceptance of Offer
t0 Purchase Parcel of Land in the Mu&ego Business/Industrial Park. Ald. Colburn moved for adoption, seconded by Ald. Pienkos. '(The purchaser of Lot 1 Block 1 being Ronald Badertscher). Upon roll call the motion carried unanimously.

Resolution j/242-76 - The Clerk read same, entitled, Authorizing Ruekert
and ‘I'Elke to Design Reconstruction and Relocation of Martin 'Drive in
Area of Fonner Nike Site. Ald. Schaumberg moved for adoption, seconded
by.Ald. Ford. Upon roll call the motion carried unanimously.
Resolution #243-76 - The Clerk read same, entitled, Approval of Easements
for Tess Corners Industrial Park (Ada Butcher - for drainage Purposes)
ALd. Schaumberg moved for adoption, seconded by Ald. Wallner. Upon roll
call the motion carried unanimously.
Resolution j/244-76 - The Clerk read same, entitled, Granting Permission
for Driving Skill Contest on Little Muskego Lake. ALd. Schaumberg moved
for adoption, seconded by Aid. Wallner. (January 9, 1977). Upon roll
call the motion to adopt carried unanimously.
Resolution 8245-76 - The Clerk read same, entitled, Establishing Salary
for City Attorney ($15,000.00 per Yr.). Ald. Schaumberg moved for
adoption, seconded by Ald. Wallner. Upon roll call motion carried
unanimously.
Resolution #246-76 - The Clerk read same, entitled, Approval of Placement
of Carol Stillwell at the Top of the Salary Range for the Position of
Secretary-Court Clerk for the Police Department ($9,861.00 Per Yr). Ald.
Pienkos moved for adoption, seconded by Ald. Wallner. Upon roll call
the motion carried unanimously.
Resolution i/247-76 - Ald. Pienkos moved to suspend the rules in order that this resolution could be acted upon at this meeting. Seconded by Ald. Schaumberg. Upon a roll call vote the motion to suspend the rules carried unanimously. The Clerk read the resolution, entitled, Authorizing the Mayor of the City of Muskego to Sign Application for DNR Grant-In-Aid Funds. Ald. Schaumberg moved for adoption, seconded by Ald. Colburn. Upon a roll call vote the motion carried unanimously.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of a "Gathering"
Permit for the Muskego Moose Lodge for L/23/77 for a fishing jamboree
to be held at Idle Isle. Seconded by Aid. Pienkos, motion carried.
Ald. Schaumberg moved to grant permission for the Lakeriders Snowmobile
Club to serve (not sell) fermented malt beverage at their family
Christmas party 12/19/76 at Idle Isle. Seconded by Ald. Pienkos, motion carried.
Ald. Schaumberg moved for approval for Operator License for David and
Edgar Schultz and for Cindy Anderly. Seconded by Ald. Ford, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk gave the Building Report for the month of November, 1976, indicating 9 new dwellings and total construction
in the 'amount of $423,967.00 for that month. Report placed on file.
City Clerk Bowyer reminded those present that nomination papers for
candidates for the 2nd, 4th, 6th and 7th districts would be ready for distribution on December 15th.
ADJOURNMENT -
Pienkos, Ald. Constantineau moved to adjourn, seconded by Ald. motion carried. The meeting adjourned at 9:46 P.M.
