'a MINUTES OF MEETING HELD NOVEMBER lo, 1976
The meeting was called to order at 7~40 P.M. by Mayor Gottfried. Also
present were Aldermen Constantineau, Colburn, Dumke, Wallner and Pienkos.
City Clerk Bette Bowyer and City Attorney John Buckley. Ald. Ford
arrived at 8:15 P.M.
Ald. Colburn moved for the approval of minutes of the previous meeting
held 10/26/76 and moved that they be accepted and placed on file.
Seconded by Ald. Pienkos, motion carried.
Ald. Dumke presented the report of the Finance Committee meeting held
1114176 and Ald. Colburn presented the report of the Finance meeting
held 11/11/76 and Ald. Dumke moved that both reports be accepted and
placed on file. Seconded by Ald. Colburn, motion carried.

Resolution #200-76 - Approval of Preliminary Plat (Mrs. L. A. Ceille)
As this resolution was on the floor upon a roll call vote the motion
to adopt carried unanimously.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that the Common Council had met on November 8th
as a Committee of the Whole to discuss the proposed 1977 City of Muskego
budget. He further advised that the 1977 capital budget would be final-
ized in January or February of 1977.
NEW BUSINESS
Resolution i/206-76 - The Clerk read same, entitled, Approval of Certified
Survey Map (Ormah Walrath). Ald. Colburn moved for adoption, seconded by
Ald. Pienkos. Upon a roll call vote the motion carried unanimously.
Resolution #207-76 - The Clerk read same, entitled, Approval of Certified

Survey Map (Ada Butcher - Tess Corners Industrial Park). Ald. Colburn
moved for adoption, seconded by Aid. Dumke. Upon a roll call vote the
motion carried unanimously.
Resolution f/208-76 - The Clerk read same, entitled, Approval of Preliminary
Plat - Maple Hills (A proposed subdivision in the Town of Vernon). Upon
a roll call vote the motion to adopt carried unanimously.
Resolution f/209-76 - The Clerk read same, entitled, Acceptance of Low Bids
for Sewer Installation (Projects MSSl-76 and MSS 2-76 - Freedom Acres and
Bay Lawn area). Ald. Dumke moved for adoption, seconded by Ald. Colbum.
(The low bidders being Rock Constractors and Debelak Brothers, respectively)
Upon a roll call vote the motion to adopt carried unanimously.
Resolution t/210-76 - The Clerk read same, entitled, Accepting the Report of
the Board of Canvassers of the November 2, 1976, Election. Ald. Pienkos
moved for adoption, seconded by Ald. Dumke. Upon a roll call vote the
motion carried with Ald. Wallner casting a dissenting vote.

Resolution 8211-76 - The Clerk read same, entitled, Acceptance of Offer
to Purchase Parcel of Land in the City's Industrial Park (Smart Roofing
Company). Ald. Dumke moved for adoption, seconded by Ald. Pienkos. Upon
a roll call vote the motion carried with Ald. Wallner voting "no".
Resolution 9212-76 - The Clerk read same, entitled, Approval of Agreement
Between City of Muskego and Wisconsin Electric Power Co. (Re: Mill
Valley). Ald. Colburn moved for adaption, seconded by Ald. Wallner.
Upon a roll call vote the motion carried unanimously.
Resolution i/213-76 - The Clerk read same, entitled, Authorizing Purchase
of New IBM Typewriter for City Clerk's Office. Ald. Dumke moved for
adoption, seconded by Ald. Calburn. Upon a roll call vote the motion
carried unanimously.
Resolution j/214-76 - The Clerk read same, entitled, Authorizing Maintenance
Agreement Between City of Muskego and IBM Corporation for Typewriters in
l City Hall. Ald. Dumke moved for adoption, seconded by Ald. Colbum.
Upon roll call the motion carried unanimously.
Resolution 8215-76 - The Clerk read same, entitled, Authorizing Application
for Two CETA Positions, Ald,.C.olburn moved for adoption, seconded by
Ald. Constantineau. A lengthy discussion took place with Mayor Gottfried
answering questions from several of the aldermen. He advised them that
one of the two CETA positions would be for park and recreation maintenance
and one would be to replace a girl leaving her position in the library,
that funding for the two positions would be provided by the federal govem-
ment far at least one year and when that time had expired the positions
would continue. Upon a roll call vote the motion carried unanimously,
Resolution f/216-76 - The Clerk read same, entitled, Resolution of Neces-
sity and Relocation Order (Ceille lands). Ald. Dumke moved for adoption,
seconded by Ald. Constantineau. Upon a roll call vote the motion carried unanimously.
* Resolution i/217-76 - The Clerk read same, entitled, Resolution of Necessity and Relocation Order (Kattnig property and sewer easement related thereto).
Ald. Dumke moved for adoption, seconded by Ald. Constantineau. Upon a roll call vote the motion carried unanimously.
Resolution #218-76 - The Clerk read same, entitled, Resolution of Neces- sity and Relocation Order (Musolf property and sewer easement related
thereto). Ald. Dumke moved for adoption, seconded by Ald. Colbum. Upon
roll call the motion carried unanimously.
LICENSE APPROVAL - Ald. Colburn moved for the approval of Operators
Licenses for Donelle Salla, subject to receipt of favorable fingerprint
report and for Dennis Kasch and Tari Backhaus. Seconded by Ald. Dumke, motion carried.

CITY OFFICIAL'S REPORT - The Clerk gave the Building Report for the
month of October, 1976, indicating 10 new dwelling units and total con-
struction in the amount of $410,094.13. Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Colburn, Chairman of the Police Building Cormnittee, advised that
there will be a meeting of his committee on Monday, October 22, 1976,
at 7:30 P.M. in the aldermen's conference room.
Ald Pienkos moved for the reconsideration of Resolution l/197-76, entitled,
Acceptance of Offer to Purchase City Owned Land on Durham Drive. Mayor
Gottfried ruled the motion out of order. Discussion followed with City
Attorney Buckley advising that because the city had ordered a title
search and notified the buyer his offer had been accepted a binding
contract was in effect.
ADJOURNMENT - Ald. Colburn moved to adjourn, seqonded by Ald. Pienkos,
motion carried. The meeting adjourned at 8:52 P.M.
