CITY OF MUSKEGO
MINUTES OF MEETING HELD OCTOBER 26, 1976
The meeting was called to order at 8:40 P.M. by Mayor Gottfried. Also
present were Aldermen Constantineau, Colburn, Dumke, Ford, Dumke, Pienkos,
Schaumberg, City Clerk Bowyer and City Attorney John P. Buckley.
Ald. Pienkos moved for the approval of minutes of the previous meeting
held 10/12/76 and moved that they be accepted and placed on file. Seconded
by Ald. Schaumberg, motion carried,
Ald. Schaumberg presented the report of the Finance Committee meeting
held 10126176 and moved that it be accepted and placed on file. Seconded
by Ald. Constantineau, motion carried.
Ald. Dun&e presented the report of the Public Works Committee meeting
held 10/25/76 and moved that it be accepted and placed on file. Seconded
by Ald. Schaumberg, motion carried.
l Ald. Pienkos presented the report of the Public Welfare Committee meeting
held on 10/13/76 and moved that it be accepted and placed on file. Seconded
by Ald. Constantineau, motion carried.
The minutes of the Plan Commission meeting held on.October 19,, 1976, were
received and placed on file.
UNFINISHED BUSINESS
Ordinance #319 - An Ordinance to Amend Ordinance #315 (Re: Holding Tanks)
This ordinance already being on the floor, upon a roll call vote the
motion to adopt carried unanimously. (City now to require a surety bond
in the amount of $l,OOO.OO instead of a cash bond),
Resolution #197-76 - Acceptance of Offer to Purchase City-Owned Land on
Durham Drive. This resolution is on the floor and had beep.deferred
from the previous meeting. Ald. Wallner spoke in opposition to the
a
adoption of Resolution j/197-76, Upon a roll call vote the motion to
adopt carried with Ald. Wallner casting a dissenting vote,
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried reviewed with the aldermen some of the highlights of
his attendance at the League of Wisconsin Municipalities held in
Madison, Wisconsin on October 20, 21 and 22, 1976.
Mayor Gottfried requested that the letter directed to himself, the
Common Council and the citizens of Muskego regarding the proposed new
police facility'be read by the Clerk. Mayor Gottfried refuted several . statements made in the letter. He pointed out that although the
referendum is not binding, logic dictates that in the event of a loss the city would not continue on with its plans for a new police facility.
Aldermen Ford, Dumke and P'ienkos commented on the contents of the
letter. Same was placed on file.

NEW BUSINESS
Resolution #198-76 - Authorizing Transfer of Funds. The Clerk read the resolution. Aid. Schaumberg moved for adoption, seconded by Ald. Dumke. Upon a roll call vote the motion to adopt carried unanimously.
Resolution i/199-76 - The Clerk read same, entitled, Acceptance of Low Bid for New Highway Truck. Ald. Schaumberg moved for adoption, seconded
by Ald. Pienkos. Upon a roll call vote the motion carried unanimously.
(New truck to be purchased from GMC Metro - a 1977 model)
Resolution #200-76 - The Clerk read same, entitled, Approval of Pre-
liminary Plat (Mrs. L. A. Ceille). Aid. Colburn moved for adoption,
seconded by Ald. Schaumberg. At this time Mayor Gottfried (8:45 P.M.)
declared a recess in order that a plat of the proposed subdivision
could be reviewed. At 8:52 P.M. the meeting reconvened, Ald. Ford moved to defer action on Resolution #200-76 until the next meeting
of the Council. Seconded by Ald. Pienkos. Upon a roll call vote the
motion to defer carried unanimously,
Resolution j/201-76 - The Clerk read same, entitled, Setting Public
Hearing Date for Rezoning Request (R. Knudsen - Parcel in Section 5
from RS2 to RSA.) Ald. Colburn moved for adoption, seconded by Ald.
Pienkos. Public hearing date to be December 14, 1976, at 7:15 P.M.
Upon a roll call vote the motion to adopt carried unanimously.
Resolution 8202-76 - The Clerk read same, entitled, Setting Public
Hearing Date for Rezoning Request (Adrian Schmidt). Ald. Colbum
moved for adoption, seconded by Ald. Pienkos. Proposed rezoning
for approximately 24 acres of his property in the SW% of Section 5
from R-l to RS-1 - hearing to be December 14, 1976, at 7:00 P.M.
Upon a roll call vote the motion to adopt carried unanimously.
Resolution 11203-76 - The Clerk read same , entitled8 Authorizing Movement
of Library Employee from Position of Library Clerk to Library Technician
(Delphine Stapleton) Ald. Schaumberg moved for adoption, seconded by
Ald. Colbum. Upon a roll call vote the motion carried unanimously.
Resolution i/204-76 - The Clerk read same, entitled, Acceptance of Offer
to Purchase Parcel of Land in the City's Industrial Park (Edward H. Lanke -
Lots 4 & 5, Block 4). Ald. Dumke moved for adoption, seconded by Aid.
Wallner. As there were no objections, Mr. Michael Mooney of the E. M.
Boerke Co., Inc. reviewed for the aldermen the present status and
sales information of the city's industrial park. Upon a roll call vote
the motion to adopt Resolution $205-76 carried unanimously.
Resolution #205-76 - Approval of Contract Between City of Muskego and
Wisconsin Council of County and Municipal Employees, Local #2414. Ald.
Pienkos moved to suspend the rules that would interfere with the adoption
of same. Seconded by Ald. Constantineau. Upon a roll call vote the
motion to suspend the rules carried unanimously. The Clerk read the
resolution (contract relative to police dispatchers and city hall-library
employees). Ald. Colburn moved for adoption, seconded by Ald. Schaumberg.
Upon a roll call vote the motion to adopt carried unanimously.

LICENSE APPROVAL - Aid. Colburn moved for the approval of Operators
License for Patricia Bokelman. Seconded by Aid. Colbum, motion
carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Mark Pienkos urged everyone present to vote in the forthcoming
November 2 Presidential election.
In answer to an inquiry from Mr. Michael Mooney Mayor Gottfried
advised that it could be possible to have monies earmarked for
advertising the industrial park to be used for soil boring tests
in the newly graded lots in the park, said funds to be replaced
into the advertising account in the 1977 budget.
ADJOURNMENT - Ald. Pienkos moved to adjourn, seconded by Ald.
Constantineau, motion carried. The meeting adjourned at 9:25 P.M.
