CITY OF MUSKEGO
MINUTES OF MEETING HELD JULY 27, 1976
The meeting was called to order at 7~45 P.M. by wayor Gottfried.
Also present were Aldermen Constantineau, Colburn; Dumke, Ford,
Schaumberg, Pienkos and Wallner and City Clerk Bette J, Bowyer
and City Attorney Buckley.
Ald. Schaumberg moved for the approval of the minutes of the previous
meeting held 7/13/76, seconded by Ald. Wallner, motion carried.
Ald. Schaumberg presented the reports of the Finance Q-qmiittee
meetings held July 22 and July 27, 1976, and moved that they be
accepted and placed on file. Seconded by Ald. Dumke. Motion
carried.

Ald. Dumke presented the report of the.Publir Works Cqnpiptee meeting
held on July 27, 1976, and moved that it be accepted a&placed on
file. Seconded by Ald. Pienkos, motion carried,
Ald. Pienkos presented the report of the Public S#ety Cbmmittee
meeting held July 21st and moved that it be accepted and placed on
file. Seconded by Ald. Constantineau, motion carried.
Ald. Pienkos presented the report of the Public Wel,fare Committee
meeting held July 14, 1976, and moved that it be accepted and placed
on file. Seconded by Ald. Wallner. motion carried.
Ald. Colbum presented the report of the Public Sgver committee
meeting held on July 19, 1976, and moved that ft be accepted and
placed on file. Seconded by Ald. Dumke, motion carried.
Ald. Constantineau presented the report of the Rules, Laws & Ordinance
Committee meeting held on July 14, 1976, and moved that it be accepted
and placed on file. Seconded by Ald. Pienkos, motion carried.
The minutes of the Park and Recreation Board meeting held 7/19/76
and the Plan Commission meeting held 7/20/76 were receiyed and
placed on file.
UNFINISHED BUSINESS
Resolution i/122-76 - Approval of Guidelines for Procedures of Waste-
water Residue on Agricultural Lands. Ald. Pienkos move4 tq defer
action on same until the next meeting of the Council which would be
after a meeting of the Public Welfare Committee and a representative
of the DNR - meeting to be held Monday, August 9, 1976, at 6:30 P.M.
Seconded by Ald. Colbum. Upon roll~call the motion to defer carried.

Resolution #132-76 - Approval of Revewal of Extractive Permit for
Carl Wauer. Ald. Constantineau moved that this resolution again
be deferred for two weeks, seconded by Ald. Wallner, Upon a roll
call vote the motion to defer carried unanimously.

Resolution #134-76 - Approval of Final Plat of Lake Lore Estates. Ald.
Ford moved to again defer action on same for two weeks until the city
can be advised in writing if the DNR is going 'to waive the require-
ment of a public act e ss to the man made lake. Seconded by Ald.
Dumke. Ald. Ford requested permission of his fellow aldermen to have
Mr. Wayne Foster speak. As there were no objections Mr. Foster reviewed
the requirements as set forth by the Public Works Committee and Plan
Commission. He urged that the aldermen adopt Resolution l/134-76 at this
meeting. Upon a roll call vote to defer, Aldermen Colburn, Dumke, Ford
and Pienkos voted "aye". Aldermen Constantineau, Schaumberg and Wallner
voted "no". The motion to defer carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE - Mayor Gottfried advised that
on Thursday, July 29, 1976, The Finance Committee would be meeting with
the city's financial consultant to discuss the financing of the city's
immediate needs, projected sewer projects, etc. He invited all aldermen
and anyone who so desired to attend.

Resolution 8139-76 - The Clerk read same, entitled, Authorizing Instal-
lation of Holding Tank (Pannenter). Ald. Colburn moved for adoption,
seconded by Ald. Constantineau. Upon roll call the motion carried
unanimously.
Resolution i/140-76 - The Clerk read same, entitled, Denial of Claim of
Leonard Smith. Ald. Schaumberg moved for adoption, seconded by Ald.
Dumke. Upon a roll call vote the motion carried unanimously.
Resolution j/141-76 - The Clerk read same, entitled, Approval of Certified
Survey Map (Ada Butcher). Ald. Colburn moved for ad.option, seconded by
Ald. Wallner. Upon roll call the motion carried unanimously.
Resolution 8142-76 - The Clerk read same, entitled, Authorizing Agreement
to Raze Cottage (Bass Bay La. - Peuschel) Ald. Pienkos moved for
adoption, seconded by Ald. Wallner. Upon roll call the motion carried
unanimously.
Resolution #143-76 - The Clerk read same, entitled, Authorizing
Settlement of Claim of Jos. Vesbach. Ald. Dumke moved for adoption,
seconded by Ald. Colburn. Upon roll call the motion carried unanimously.
Resolution #144-76 - The Clerk read same, entitled, Authorizing Ruekert
and Mielke to Prepare Plans and Specifications for Forced Hookups. Ald.
Dumke moved for adoption, seconded by Ald. Constantineau. Upon roll
call the motion carried unanimously.
Resolution #145-76 - The Clerk read same, entitled, Authorizing One-Year
Agreement Between Xerox Company and City of Muskego .(copier). Ald.
Schaumberg moved for adoption, seconded by Ald. Wallner. Upon roll call
the motion carried unanimously.

Resolution 8146-76 - The Clerk read same, entitled, Establishing
Traffic Regulations. Ald. Schaumberg moved for adoption, seconded
by Ald. Pienkos. Ald. Ford moved to amend Resolution 11146-76 by
deleting that portion of the resolution pertaining to the establish-
ment of a 25 mph speed zone on Martin Drive from College Ave. east
to Lannon Drive and to have the matter reviewed further by the Safety
Committee. Seconded by Ald. Dumke. Upon roll call the motion carried.
Upon a roll call vote the motion to adopt Resolution #146~76, AS
Amended, carried unanimously.
Resolution #147-76 - The Clerk read same, entitled, Accepting the
Report of the Board of Canvassers of July 20, 1976, Special Election.
Ald. Pienkos moved for adoption, seconded by Ald. Constantineau. Upon
roll call the motion carried unanimously.
Resolution i/148-76 - The Clerk read same, entitled, Granting Sewer
Hookups to Wildflower Planned Unit Development. Ald. Dumke moved
for adoption, seconded by Ald. Colbum. Considerable discussion
took place regarding the number of sewer connections originally requested
by the developers of Wildflower (126 connections) and the number con-
tained in the resolution (64 connections). Following comments from several of the aldermen, Ald. Pienkos requested permissien from his
fellow aldermen to have Mr. David Cunningham, representing Northland
Developers, speak. As there were no objections Mr. Cunningham urged
the aldermen to give consideration to their original request for 126
sewer connections. Following further discussion, upon a roll call
vote on the motion to adopt Resolution #148-76, Aldermen Colbum,
Dumke and Ford voted "aye". Aldermen Pienkos, Constantineau, Schaumberg and Wallner voted "no". The motion to adopt did riot carry.
Resolution 8149-76 - The Clerk read same, entitled, Rejection of Offers to Purchase A Portion of the Former Lassa Lot. Ald. gchaumberg moved for adoption, seconded by Ald. Pienkos. Ald. Constantineau moved to amend Resolution #149-76 to have the second paragraph and the fourth
paragraph show that the Zingsheims had offered to purchase 50 feet
of the lower east portion of the former Lassa lot from the city in
the amount of $3,000.00. Seconded by Ald. Colburn. ‘Upon a voice vote the motion to amend carried. Upon a roll call vote on the motion to
adopt Resolution j/149-76, As Amended, the motion carried unanimously.
Resolution i/150-76 - Granting Pay Increase to the Employees of the Public Works Department. Ald. Colbum moved to suspend the rules that would interfere with the adoption of this resolution at this
meeting, Seconded by Aid. Dumke. Upon roll call the motion to suspend the rules carried unanimously. The Clerk read the resolutfon. Ald. Pienkos moved for adoption, seconded by Ald. Constantineau. Upon roll call the motion to adopt Resolution #150-76 carried unan$meuaIy.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators Licenses for James Giesegh, June Altmeyer and James Lutz. Seconded
by Ald. Dumke, motion carried.
Ald. Dumke moved for the approval of a Class "B" Fermented Malt Bev-

erage and Intoxicating Liquor License for Ronald Altmeyer. Seconded by Ald. Colbum (former Meyer's Tavern). Motion carried.

Ald. Schaumberg moved for the approval of "Gathering" Liqen$es for
the following: Icetronauts and St. Paul's Church - August 1, 1976,
Little Muskego Lake Association - August 7th and Oak Ridge Advance-
ment Association - August 15th. Seconded by Ald. Dw&c, motion
carried.
Ald. Dumke moved for the approval of a Dump Refuse HauJing Permit for
Waste Management of Wisconsin, Inc.. Seconded by Ald. Rchaumberg,
motion carried.
Ald. Schaumberg moved for the approval of operation of a popcorn
wagon for Reford Coleman. Seconded by Ald. Constanti+eau, motion
carried.
Ald. Schaumberg moved for the approval of a 15 day permit to operate
a ski jump in Little Muskego Lake (7124176 thru g/7/76). Seconded
by Ald. Colburn, m,otion carried,
VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of
general vouchers in the amount of $206,527.66 and the sewer utility
vouchers in the amount of $3,132.27, payable 7/28/76. Seconded by
Ald. Schaumberg. Upon roll call the motion carried unanimously.
CITY OFFICIAL'S REPORTS - The Clerk acknowledged receipt of an
additional 70 signatures to the petition originally subFitted by
Raymond Wallner opposing the spreading of wastewater residue on
agricultural lands in the City of Muskego. Same plaaod on file.
Ald. Pienkos advised that the Public Welfare Committee will be meeting
on Monday, August 9; 1976, at 6:30 P.M.
ADJOURNMENT - Ald. Constantineau moved to adjourn, seconded by Ald.
Pienkos, motion carried. The meeting adjourned at 9r4G P.M.
