MINUTES OF MEETING HELD JULY 13, 1976
l The meeting was called to order at 7~47 P.M. by Mayor Gottfried. Also
present were Aldermen Constantineau, Ford, Schaumberg, Pienkos and
Wallner and City Clerk Bette J. Bowyer. Aldermen Colburn and Dumke
were absent.
Ald. Schaumberg moved for the approval of the minutes of the previous
meeting held June 22, 1976, seconded by Ald. Wallner, motion carried.
Ald. Schaumberg presented the report of the Finance Committee meeting
held July 7, 1976, and moved that it be accepted and placed on file.
Seconded by Ald. Constantineau, motion carried.
Ald. Ford presented the report of the Public Works Committee meeting
held July 7, 1976, and moved that it be accepted and placed on file.
Seconded by Ald. Schaumberg, motion carried.
Ald. Pienkos presented the report of the Rules, Laws & Ordinance
Committee meeting held July 23, 1976, and moved that it be accepted
and placed on file. Seconded by Ald. Wallner, motion carried. l The minutes of the Plan Commission meeting held 716176 and the Park
and Recreation Board meeting held 6128176 were received and placed
on file.
UNFINISHED BUSINESS
Ordinance #315 - The Clerk gave the second reading of same, entitled,
An Ordinance to Amend Ch. 17 of the City's Municipal Code (Re: Re-
zoning of St. Paul's Church Property (RS2 to RS2 OIP). Ald. Con-
stantineau moved for adoption, seconded by Ald. Wallner. Upon a roll
call vote the motion to adopt carried unanimously.
Resolution i/122-76 - Approval of Guidelines for Procedures of Waste-
water Residue on Agricultural Lands. Ald. Wallner moved for recon-
sideration of same, seconded by Ald. Schaumberg. Upon roll call the
motion to reconsider carried unanimously. Ald. Schaumberg moved to
refer Resolution l/122-76 back to Public Welfare Committee. Seconded
l by Ald. Constantineau. Upon a roll call vote the motion carried
unanimously.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried reviewed for the aldermen some of the matters discussed
during his attendance at the National League of Cities Seminar held'
recently in Chicago, Illinois. He particularly pointed out the need
for elected officialsof the community defending their actions and
correcting any false statements which could mislead the citizens and
be a detriment to the city.
NEW BUSINESS
Resolution f/130-76 - The Clerk read same, entitled, Authorizing the
Establishment of Additional Patrolman Position. Ald. Pienkos moved
for adoption, seconded by Ald. Schaumberg. Upon roll call the motion
carried unanimously.

Resolution #131-76 - The Clerk read same, entitled, Authorizing the
Continuation of the Cadet Program. Ald. Schaumberg moved for adoption,
seconded by Aid. Constantineau. Upon a roll call vote the motion carried
unanimously.
Resolution 11132-76 - The Clerk read same, entitled, Approving Renewal
of Extractive Permit for Carl Wauer. Ald. Schaumberg moved for
adoption, seconded by Ald. Constantineau. Ald. Wallner moved to
defer action on Resolution j/132-76 until all aldermen are present.
Seconded by Ald. Pienkos. Upon roll call the motion to defer action
on the resolution carried unanimously.
Resolution f/133-76 - The Clerk read same, entitled, Requesting State
to Create "No Parking" zones on Janesville Road between Lannon Dr. and
Parkland Dr. Ald. Schaumberg moved for adoption, seconded by Ald.
Pienkos. Upon roll call the motion carried unanimously.

Resolution #134-76 - The Clerk read same, entitled, Approval of Final
Plat of Lake Lore Estates, Ald. Schaumberg moved for adoption,
seconded by Ald. Wallner. Ald. Ford moved to defer action on Res-
I olution Q134-76 until the next meeting and more of the conditions for
final approval have been met. Seconded by Ald. Wallner. Upon roll
call the motion to defer carried with Ald. Constantineau casting a
dissenting ballot.

Resolution j/135-76 - The Clerk read same, entitled, Authorizing the

Application for Federal Grant-in-Aid for the Construction of a
Sanitary Interceptor Sewer. Ald. Schaumberg moved for adoption,
seconded by Ald. Constantineau. Upon roll call the motion carried

Resolution f/136-76 - The Clerk read same, entitled, Agreeing to the
Conditions Set Forth in Discharge Permits No. WI-0021164 and WI-0021750.
Ald. Ford moved for adoption, seconded by Ald. Wallner. Upon roll call
the motion carried unanimously.
l Resolution i/137-76 - The Clerk read same, entitled, Authorizing City
Officials to Begin Action for the Purpose of Acquiring Easements,
Ald. Schaumberg moved for adoption, seconded by Ald. Wallner. Upon
roll call the motion carried unanimously.
Resolution i/138-76 - The Clerk read same, entitled, Establishing Salary
for Clerkical Parttime Help (Assessor's Office - $4.18 per hr.) Ald.
Schaumberg moved for adoption, seconded by Ald. Wallner. Upon roll
call the motion carried unanimously.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators
Licenses for Jeffrey J. Volz and Chris P. Jensen subject to receipt
of favorable Fingerprint Report from Police Department. Seconded by
Ald. Pienkos, motion carried.

l VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment
of general voucher (A. Forseth) in the amount of $10,462.06 payable
7113176. Seconded by Ald. Wallner, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for
the month of June, 1976, indicating total construction in the amount
of $1,111,084.00 (22 dwellings). Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from Miss Rita Miller expressing her
gratitude to the Mayor and Council for her recent honor as an artist.
Communication placed on file.
The Clerk acknowledged receipt of a petition for determination of lot
status for Lots 16 and 26, Unrecorded Dreikosen Plat, from William
L. Zickert. Same referred to Plan Commission.

The Clerk acknowledged receipt of a claim from Mr. Leonard Pashkewitz,
Sr., totalling $524.42 for alleged damage to his boat by striking an
object in Little Muskego Lake. Same referred to Finance Committee and
City Attorney.
ADJOURNMENT - Ald. Pienkos moved to adjourn, seconded by Ald. Con-
stantineau, motion carried. The meeting adjourned at 9:02 P.M.
