a MINUTES OF MEETING HELD JUNE 22, 1976
The meeting was called to order at 7:47 P.M. by Mayor Gottfried. Also
present were Aldermen Colburn, Constantineau, Dumke, Ford, Schaumberg,
Pienkos and Wallner, City Attorney John Buckley and City Clerk Bette
Bowyer.
Ald. Schaumberg moved for the approval of the minutes of the previous
meeting held June 8, 1976, seconded by Ald. Wallner, motion carried.
Ald. Schaumberg presented the report of the Finance Committee meeting
held on June 22, 1976, and moved that it be accepted and placed on
file. Seconded by Ald. Dumke, motion carried.
Ald. Dumke presented the report of the Public Works Committee meeting
held June 16, 1976, and moved that it be accepted and placed on file.
Seconded by Ald. Wallner, motion carried.

Ald. Pienkos presented the report of the Public Welfare Committee meeting
held on June 9, 1976, and moved that it be accepted and placed on file.
Seconded by Ald. Wallner, motion carried.
Ald. Pienkos presented the report of the Public Safety Committee meeting
held on June 16, 1976, and moved that it be accepted and placed on f!le.
Seconded by Ald. Schaunberg, motion carried.
Ald. Constantineau presented the report of the Rules, Laws & Ordinanct!
Committee meeting held June 9, 1976, and moved that it be accepted and
placed on file. Seconded by Aid. Pienkos, motion carried.
The minutes of the Industrial Coordinating Committee meeting held
June 8, 1976, were presented by Aid. Colburn. Same placed on file
The minutes of the Park and Recreation Board meeting held 6/14/76 and
the Plan Commission meeting held 6/15/76 were received and placed on
file.

Resolution j/122-76 - The Clerk read same, entitled, Approval of Guidelines
for Procedures for the Application of Wastewater Residue on Agriculture
Lands. Ald. Colburn moved for adoption, seconded by Ald. Constantineau.
Ald. Pienkos moved to refer Resolution 8122-76 back to Public Welfare
Committee for further consideration. Seconded by Ald. Wallner. Follow-
ing considerable discussion, Ald. Constantineau moved to call for the
question. Seconded by Ald. Dumke. Upon a roll call vote to call for
the question, Aldermen Constantineau, Dumke, Schaumberg and Wallner
voted "aye". Aldermen Colburn, Ford and Pienkos voted "no". The motion
carried. Upon a roll call vote to refer Resolution #122-76 back to
the Welfare Committee, Aldermen Colbum, Constantineau, Dumke and Schaum-
berg voted "no". Aldermen Ford, Pienkos and Wallner voted "aye". The
motion to refer did not carry. Further discussion ensued with Aldermen
Pienkos, Wallner and Ford speaking in opposition of the resolution.
Upon a roll call vote to adopt Resolution 8122-76 the motion carried
with Ald. Pienkos casting a dissenting vote.
Resolution 8123-76 - The Clerk read same, entitled, Approval of Renewal
of Contract Between City of Muskego and E. M. Boerke Co., Inc. (Re:
Industrial Park). Ald. Colburn moved for adoption, seconded by Ald.
Schaumberg. Upon a roll call vote Aldermen Colburn, Constantineau,
Dumke, Ford and Schaumberg voted "aye". Aldermen Pienkos and Wallner
voted "no". The motion carried.
Resolution f/124-76 - The Clerk read same, entitled, Appointments to
the Library Board (Betty Teisl, Charmian Buhrandt and June Wolf). Ald.
Pienkos moved for adoption, seconded by Ald. Wallner. Upon roll call
the motion carried unanimously.
Resolution i/125-76 - The Clerk read same, entitled, Extending Contrat-
ulations to Bicentennial Artist Contest Winner (Miss Rita Miller). Ald.
Pienkos moved for adoption, seconded by Ald. Ford, Upon roll call the
motion to adopt carried unanimously.
Resolution #126-76 - The Clerk read same, entitled, Acceptance of Road
Right-of-way in Hi-Y Ranches Subdivision. Ald. Schaumberg moved for
adoption, seconded by Ald. Ford. Upon roll call the motion carried
unanimously.
Resolution 11127-76 - The Clerk read same, entitled, Authorizing Lease
Agreement Between City of Muskego and Water Patrolmen. Ald. Dumke
moved for adoption, seconded by Ald. Wallner. Upon roll call the
motion to adopt carried unanimously.
Resolution f/128-76 - The Clerk read same, entitled, Setting Date for
Special Referendum.

At this time Mr. Seegar Swanson, representing Financial
Consultants, Ehlers & Associates, Inc., appeared to review a study for the aldermen relating to the indebtedness of the city to its tax base.
Ald. Constantineau moved to amend Resolution .#128-76 by changing the
date of the referendum from July 13th to July 20th and the publication

dates from July 1st and July 8th to July 8th and July 15th, 1976.

Motion seconded by Ald. Pienkos. Upon a roll call vote on Ald. Constantineau's motion to amend Resolution f/128-76, the motion
carried with Aldermen Colburn and Schaumberg casting dissenting
votes. Upon a roll call vote to adopt Resolution f/128-76, As
Amended, the motion carried unanimously.
Resolution f/129-76 - The Clerk read same, entitled, Urging the State
to Erect Adequate Traffic Controls (Lannon & S.T.H. 24 and Tess
Corners Dr. and S.T.H. 24). Aid. Schaumberg moved for adoption,
seconded by Ald. Pienkos. Upon a roll call vote the motion to adopt carried unanimously.
Ordinance #315 - The Clerk gave the first reading of same, entitled,
An Ordinance to Amend Ch. 17 of the City's Municipal Code (Re: Re-
zoning of St. Paul's Church Property),
VOUCHER APPROVAL - Aid. Schaumberg moved for the approval of payment
of general vouchers in the amount of $270,671.52 and for the approval
of payment of sewer utility vouchers in the amount of $12,234.87. Seconded by Aid. Colburn. Upon roll call the motion carried unanimously.
LICENSE APPROVAL - Aid. Schaumberg moved for the approval of Trap
Shoot Permit for Julius Caesar, Operation of a popcorn wagon for
Gerald Schwartz, and for a "Gathering" Permit for St. Leonard's Holy
Name So :iety for August 1, 1976. Seconded by Aid. Dumke, motion
carried,
Aid. Schaumberg moved for the approval of a Trap and Rifle Permit
for Schultz Rod and Gun Club, Paul Bukovic, President, a ice cream
wagon permit for John Budish, a Recycling Center (Junk) Permit for
James Kohne and for Dump Refuse Hauling Permits for Rel Sanitation,
Moeller Disposal, Inc. and for Town and Country, Inc., Seconded by
Aid. Dumke, motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk acknowledged
a petition for determination of legal status of Lot 14, Mill Valley
Heights Subdivision, submitted by Kenneth and Beverly Koepsel. Same
referred to Plan Commission.
The Clerk acknowledged receipt of a petition containing eleven
signatures requesting that the Common Council amend Ordinance #305
(Re: Holding Tank Procedure) to require a $l,OOO.OO surety bond
instead of a cash bond for the performance guarantee of holding
tanks. Petition referred to Rules, Laws & Ordinance Committee.
ADJOURNMENT - Ald. Ford moved to adjourn, seconded by Ald. Con-
stantineau, motion carried. The meeting adjourned at LO:00 P.M.
