CITY OF MUSKEGO
MINUTES OF MEETING HELD MAY 25, 1976
The meeting was called to order at 8:05 P.M. by Mayor Gottfried. Also
present were Aldermen Colburn, Constantineau, Dumke, Ford, Schamberg,
Pienkos and Wallner, City Attorney John P. Buckley and City Clerk
Bette J. Bowyer.
Ald. Schaumberg moved for the approval of the minutes of the meeting
held on May 11, 1976, and that they be accepted and placed on file.
Seconded by Ald. Pienkos, motion carried.
At this time Mayor Gottfried requested permission of the aldermen to
act on Resolution j/105-76, entitled, Honoring Muskego's AFS Student -
Rebecca Fuchs, at this time. As there were no objections the Clerk
read the resolution. Ald. Pienkos moved for adoption, seconded by
Ald. Ford. Upon a roll call vote the motion carried unanimously.
Mayor Gottfried then presented Miss Fuchs with a small gift and Miss
Fuchs acknowledged same with a few words of appreciation to everyone
in the City. She will be returning to her native country, Switzerland,
in a few weeks.
Ald. Colbum presented the reports of the Finance Committee meetings
held on May 20 and May 25, 1976, and moved that they be accepted and
placed on file. Seconded by Ald. Dumke, motion carried.
Ald. Dumke presented the report of the Public Works Connaittee meeting
held on May 19, 1976, and moved that it be accepted and placed on file.
Seconded by Ald. Schaumberg, motion carried.
Ald. Pienkos presented the report of the Public Safety Committee meeting
held on May 19, 1976, and moved that it be,accepted and placed on file.
Seconded by Ald. Schaumberg, motion carried.
Ald. Constantineau presented the report of the Rules, Laws & Ordinance
Committee meeting held on May 12, 1976, and moved that it be-accepted
and placed on file. Seconded by Ald. Pienkos, motion carried.
Ald. Pienkos presented the report of the Public Welfare Committee
meeting held on May 12, 1976, and moved that it be accepted and placed
on file. Seconded by Ald. Schaumberg, motion carried.
Ald. Colbum presented the report of the Public Sewer Committee meeting
held on May 17, 1976, and moved that it be accepted and placed on file.
Seconded by Ald. Wallner, motion carried.
The minutes of the Plan Commission meeting held on May 18, 1976, and
the Park and Recreation Board meeting held on May 10, 1976, were
received and placed on file.
UNFINISHED BUSINESS
Ordinance A312 - The Clerk gave the second reading of same, entitled,
An Ordinance to Amend Sec. 20.13 (1) of the Municipal Code of the City
of Muskego (Re: Operation of Motor Vehicles on Ice - Bass Bay). Ald.
Ford moved for adoption, seconded by Ald. Schaumberg. Upon a roll
call vote the motion to adopt carried unanimously.

Resolution 898-76 - The Clerk read same, entitled, Establishing
Speed Regulations on Muskego ChanneLAld. Constantineau moved
for adoption, seconded by Ald. Dumke. (Channel being located
between Big Muskego Lake and Windlake) Upon roll call the motion
to adopt carried unanimously.
Resolution #99-76 - The Clerk read same, entitled, Approval of Cert-
ified Survey Map (Fahning-Schmidt). Ald. Colbum moved for
adoption, seconded by Ald. Dumke. Upon roll call the motion carried
unanimously.
Resolution f/100-76 - The Clerk read same, entitled, Approval of
Certified Survey Map (Albrecht). Ald. Colburn moved for adoption,
seconded by Ald. Constantineau. Upon roll call the motion carried
unanimously.
Resolution 8101-76 - The Clerk read same, entitled, Approval of
Certified Survey Map to Replat Existing Lots (Harvey and Doris Cox)
Ald. Colburn moved for adoption, seconded by Ald. Pienkos. upon
roll call the motion to adopt carried unanimously.
Resolution #102-76 - The Clerk read same, entitled, Denial of Claim
(Re: Culvert Installation on Lot 20, Ridges Subdivision - Reger)
Ald. Colbum moved for adoption, seconded by Ald. Schaumberg. Upon
a roll call vote the motion to adopt carried unanimously.
Resolution j/103-76 - The Clerk read same, entitled, Preliminary
Resolution Declaring Intent to Levy Special Assessment for Sanitary
Sewer Improvement (Freedom Acres & Bay Lawn Subdivisions). Ald.
Dumke moved for adoption, seconded by Ald. Wallner. Upon a roll
call vote the motion to adopt carried unanimously.
Resolution #104-76 - The Clerk read same, entitled, Denial of Request
to Extend Sewers on Wentland Dr. (West to Hillendale). Ald. Dumke
moved for adoption, seconded by Ald. Pienkos. Upon a roll call vote
the motion to adopt carried with Ald. Wallner casting a dissenting
vote.
Resolution $1106-76 - The Clerk read same, entitled, Establishing
Traffic Regulations (Removal of "Stop" sign on the NE corner of
Bristlecone La. and installation of "stop" sign on SE comer of
Maclen.Dr.) Ald. Schaumberg moved for adoption, seconded by Ald.
Pienkos. Upon roll call the motion carried unanimously.
Resolution #107-76 - The Clerk read same, entitled, Establishing
Traffic Regulations (Re: "No Parking" on a portion of the east side
of Pioneer Dr. from 12:00 Noon and 2:00 P.M.) Ald. Schaumberg
moved for adoption, seconded by Ald. Pienkos. Upon roll call the
motion to adopt carried unanimously.

Ordinance 8313 - The Clerk gave the first reading of same, entitled,
An Ordinance to Amend Ch. 20 of the Municipal Code by Creating
Sections 20.17 and Sec. 20.18 (Re: Allowing Common Council to
adopt local regulations not contrary to or inconsistent with State
Statues relative to equipment, use or operation of boats)
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of
payment of general vouchers in the amount of $465,446.09, payable
5125176. Seconded by Ald. Colbum. Upon roll call the motion
carried unanimously.
Ald. Schaumberg moved for the approval of payment of sewer utility
vouchers in the amount of $5,696.95 payable 5125176. Seconded by
Ald. Colbum, motion carried upon roll call.
LICENSE APPROVAL - Ald. Colbum moved for the approval of Operators
License for Mary Ellen Kimpel and Carla Farr subject to receipt of
favorable Fingerprint Report. Seconded by Ald. Schaumberg, motion
carried.
Ald. Schaumberg moved for the approval of operation of a popcorn
wagon by Richard Fahning. Seconded by Ald. Pienkos, motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk read a notice
of damage to property and a claim for damages in the amount of
$20,000.00 from Lloyd F. and Judith A. Hawes as a result of a
basement wall cavein. Claim referred to City Attorney and Finance
Committee.
ADJOURNMENT - Ald. Pienkos moved to adjourn, seconded by Ald.
Colburn, motion carried. The meeting adjourned at 9:12 P.M.
