MINUTES OF MEETING HELD APRIL 27, 1976
The meeting was called to order at 7~43 P.M. by Mayor Gottfried.
Also present were Aldermen Colbum, Dumke, Constantineau, Ford,
Schaumberg, Pienkos and Wallner, City Attorney John P. Buckley and
Deputy City Clerk June Elger.
Ald. Schaumberg moved for the approval of the minutes of the meetings
held April 13 and April 20, 1976, and that they be accepted and placed
on file. Seconded by Ald. Wallner, motion carried.
Ald. Schaumberg presented the reports of Finance Committee meetings
held on April 21 and April 27, 1976, and moved that they be accepted
and placed on file. Seconded by Ald. Dumke, motion carried.
Ald. Dumke presented the report of the Public Works Committee meeting
held on April 22, 1976, and moved that it be accepted and placed on
file. Seconded by Ald. Pienkos, motion carried.
Ald. Colbum presented the report of the Public Safety Committee
meeting held on April 22, 1976, and moved that it be accepted and
placed on file. Seconded by Ald. Constantineau, motion carried.
Ald. Colbum presented the report of the Public Sewer Committee
'meeting held on April 19, 1976, and moved that it be accepted and
placed on file. Seconded by Ald. Wallner, motion carried.
The minutes of the Plan Commission meeting held on April 20, 1976,
were received and placed on file.
UNFINISHED BUSINESS
Resolution 8241-76 - Approval of Operation & Development Plans of Wauer
Sanitary Landfill. Ald. Colbum moved to defer action on this resolution
until it can be further reviewed by the Public Welfare Committee.
Seconded by Ald. Schaumberg, motion carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Deputy Clerk read the Mayor's Proclamation of American Legion
Auxiliary Poppy Month (May) and Poppy Days (May 15 and 16, 1976). Same
placed on file.
Mayor Gottfried publicly expressed his appreciation to Mr. Alvin Basse
for serving as a member of the City Plan Commission since 1968.
At this time Mayor Gottfried announced his appointment to the standing
committees of the Common Council as follows: Finance Committee, Alder-
men Dumke, Schaumberg and Colbum with Mayor Gottfried as Chairman.

NEW BUSINESS
Resolution l/59-76 - The Deputy Clerk read same, entitled, Approval of
Final Plat of Kristin Downs Subdivision. Ald. Colbum moved for
adoption, seconded by Ald. Schaumberg. Following discussion, Ald.
Colburn moved to defer action for two weeks on this resolution and to
refer it back to the Plan Commission and the Public Works Committee
in order that some of the aspects of the final plat, namely, the
walkways, maintenance of outlots, etc. could be again reviewed. Motion
seconded by Ald. Dumke. Upon a roll call vote the motion carried
unanimously.
Resolution j/60-76 - The Deputy Clerk read same, entitled, Creating
the Position of Assistant Sewer Treatment Plant Operator (John Krahling)
Ald. Dumke moved for adoption, seconded by Ald. Colbum. Upon a roll
call vote the motion carried unanimously.
Resolution $161-76 - The Deputy Clerk read same, entitled, Appointment
of Citizen Member to Plan Coauaission (Wayne Salentine). Ald. Schaumberg
moved for adoption, seconded by Ald. Ford. Upon roll call the motion
carried unanimously.
Resolution #62-76 - The Deputy Clerk read same, entitled, Approval of
Certified Survey Map (Gehring Crane & Hoist Corp - Industrial Park)
Ald. Colbum moved for adoption, seconded by Ald. Wallner. Upon roll
call the motion carried unanimously.
Resolution $163-76 - The Deputy Clerk read same, entitled, Approval of
Certified Survey Map (L. Blattner). Ald. Colbum moved for adoption,
seconded by Aid. Constantineau. Upon roll call the motion carried

Certain Weeds to be Noxious Within the Boundaries of the City. Ald.
Schaumberg moved for adoption, seconded by Ald. Wallner. Upon roll
call the motion carried unanimously.
Resolution #74-76 - The Deputy Clerk read same, entitled, Approval of
Holding Tank (A. Albrecht). Ald. Colbum moved for adoption, seconded
by Ald. Wallner. Upon roll call the motion carried unanimously.
Resolution $175-76 - The Deputy Clerk read same, entitled, Establishing
Salary of Inspection Clerk (Parttime). Ald. Schaumberg moved for
adoption, seconded by Ald. Wallner. Upon roll call the motion carried
unanimously.
Resolution i/76-76 - The Deputy Clerk read same, entitled, Authorizing
the City's Auditors to do a Financial Analysis of the City's Industrial
Park. Ald. Schaumberg moved for adoption, seconded by Ald. Dumke. Following discussion as to whether or not a financial study of the
industrial park was necessary, upon a roll call vote the motion to
adopt Resolution #76-76 carried with Ald. Wallner casting a dissenting
vote.
Resolution j/77-76 - The Deputy Clerk read same, entitled, Authorizing
One Officer of the Police Dept. to Attend F.B.I. Refresher Course. Ald.
Schaumberg moved for adoption, seconded by Ald. Dumke. Upon roll call
the motion carried unanimously.
Resolution #78-76 - The Deputy Clerk read same, entitled, Changing the
Full Time Position of Bookkeeper Clerk to Part Time. Ald. Schaumberg
moved for adoption, seconded by Ald. Dumke. Upon a roll call vote the
motion carried unanimously.

Resolution #79-76 - The Deputy Clerk read same, entitled, Rejection of
Offer to Purchase City-Owned Lot by William P. Yehle. Ald. Schaumberg
moved for adoption. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously.
Resolution #80-76 - The Deputy Clerk read same, entitled, Acceptance
of Offer to Purchase City-Owned Lot (R. Trivalos) $ot 1 Blk 27, Hale
Park Highlands - $ll,OOO.OO). Ald. Schaumberg moved for adoption,
seconded by Ald. Dumke. Upon roll call the motion to adopt carried
unanimously.
Resolution j/81-76 - The Deputy Clerk read same, entitled, Denial of
Claim (Kenneth Larsen). Ald. Schaumberg moved for adoption, seconded
by Ald. Ford. Discussion took place during which Ald. Pienkos requested
that the records indicate that there are a number of people who feel
Mr. Larsen has a legitimate claim. Upon a:~roll.zcall vote on the motion
to adopt Resolution #81-76, Aldermen Dumke, Colbum, Constantineau,
ford and Schaumberg voted "aye". Aldermen Pienkos and Wallner voted
"no" . The motion to adopt carried.
Resolution #82-76 - The Deputy Clerk read same, entitled, Transfer of
Funds (Park & Recreation Department - $933.89 from Acct. 583.001, Salaries,
to Acct. 602.045, Miscellaneous, to cover moving expenses of the recently
hired Park and Recreation Director). Ald. Schaumberg moved for adoption,
seconded by Ald. Dumke. Upon a roll call vote to adopt Resolution i/82-76,
the motion carried with Aldermen Constantineau and Wallner voting "no".
Resolution $183-76 - The Deputy Clerk read same, entitled, Authorizing
Expenditure of $l,OOO.OO for "Old Muskego Settlement Center". Ald.
Schaumberg moved for adoption, seconded by Ald. Ford. Upon roll call
the motion carried unanimously.
Resolution #84-76 - The Deputy Clerk read same, entitled, Acceptance of
Low Bid for Phosphate Removal Equipment at Northwest Treatment Plant.
Ald. Dumke moved for adoption, seconded by Ald. Wallner. (The low bid
being awarded to the Illingworth Corporation in the amount of $17,962.00)
Upon a roll call vote the motion to adopt carried unanimously.
Resolution $185-76 - The Deputy Clerk read same, entitled, Acceptance of
Bid for Culvert Installations Within the City (Brookfield Culvert Co.)
Ald. Schaumberg moved for adoption, seconded by Ald. Wallner. Upon roll
call the motion to adopt carried unanimously.
Resolution i/86-76 - The Deputy Clerk read same, entitled, A Resolution
Rescinding Action on Resolution 1147-76, entitled, Authorizing the
Issuing of "Corporation Purpose Bonds" in the amount of $1,400,000.00.
Ald. Schaumberg moved for adoption, seconded by Ald. Constantineau.
This action was necessary due to petition requesting referendum filed
with the Clerk. Upon a roll call vote the motion to adopt carried
unanimously.

Resolution j/87-76 - The Deputy Clerk read same, entitled, Setting
Public Hearing Date for Rezoning in Sec. 5 - RS2 to RS2 with an OIP
Overlay (Proposed fire station on the northeast corner of Lembezeder Dr.
and Hillendale Dr.) Ald. Schaumberg moved for adoption, seconded by
Ald. Dumke. (Public Hearing date to be May 25, 1976, at 7:15 P.M.)
Upon a roll call vote the motion to adopt carried unanimously.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators
Licenses for George Giesegh, Rosalie Giesegh, Gail Matthaeus, Kenneth
Ratsch and Robert Gordon. Seconded by Ald. Dumke, motion carried.
Ald. Schaumberg moved for the approval of Popcorn Wagon Permit for
William Rahn to Operate Within the City. Seconded by Ald. Colbum,
motion carried.
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment
.>of $568,479.31 payable 4127176. Seconded by Ald. Colbum. Upon roll
call the motion carried unanimously.
Ald. Schaumberg moved for the approval of payment of sewer utility
vouchers in the amount of $11,068. JO payable 4127176. Seconded by
Ald. Dumke, motion carried upon roll call.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Deputy Clerk acknowledged receipt of a petition filed by the
Muskego Volunteer Fire Department requesting rezoning of a parcel
of land on the northeast comer of Hillendale and Lembezeder Drives
for the purpose of constructing a fire department sub-station.
Petition referred to Plan Commission.
The Deputy Clerk acknowledged a claim from Richard A. Foster, W183 S6533
Jewel Crest Drive, dated 4122176, claiming damage to his car in the
amount of $65.89 as a result of a ho$e on Martin Drive. Claim referred
to Finance Committee, City Attorney andcity's insurance carrier.
ADJOURNMENT - Ald. Wallner moved to adjourn, seconded by Ald. Pienkos,
motion carried. The meeting adjourned at lo:04 P.M.
