COMMON COUNCIL
CITY OF MUSKEGC
MINUTES OF MEETING HELD APRIL 13, 1976
The meeting was called to order at 8:20 P.M. by Mayor Gottfried. Also
present were Aldermen Colburn, Dumke, Foldy, Ford, Knudsen, Schaumberg
and Wallner, City Attorney John P. Buckley and City Clerk Bette J. Bowyer.
Ald. Schaumberg moved for the approval of the minutes of the meeting held
March 23, 1976, and moved that they be accepted and placed on file.
Seconded bye Ald. Colburn, motion carried.

Ald. Schaumberg presented the reports of the Finance Committee meetings
held on April 7th and 13th, 1976, and moved that they be accepted and
placed on file. Seconded by Ald. Dumke. A discussion took place regarding
the fifth last paragraph of the minutes of April 7th that pertained to
Pol$e Chief's request for himself and two officers to attend an FBI re-
fresher course in Oklahoma City June 20th to 23rd. Aid. Knudsen moved to
delete the paragraph from the minutes. Seconded by Ald. Colbum. Upon
a roll call vote to delete the paragraph, Aldermen Colbum, Ford, Knudsen,
Schaumberg and Wallner voted "aye"* Aldermen Dumke and Foldy voted "no".
The motion carried. Upon a roll call vote to accept the Finance Committee
minutes of April 7th, As Amended, the motion carried unanimously.
Ald. Ford presented the report of the Public Works Committee meeting held
on April 8, 1976, and moved that it be accepted and placed on file.
Seconded by Aid. Schaumberg, motion carried.
Ald. Colbum presented the report of the Public Sewer Conrnittee meeting
held on 3115176 and moved that it be accepted and placed on file. Seconded
by Ald. Dumke, motion carried,
UNFINISHED BUSINESS
Resolution i-76 - Approval of Operation & Development Plans of Wauer
Sanitary Landfill. Ald. Knudsen again moved to defer action on same until
the next meeting of the Council. Seconded by Ald. Foldy. Upon a voice
vote the motion to defer carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised the aldermen that on Tuesday, April 20, 1976, at
7:15 P.M. the Honorable Judge William Callow would be present to administer
the oath of office to all of the newly elected city offic$als. He further
advised that the election of the President of the Council and the repres-
entative~to the Plan Commission would take place on that evening.
NEW BUSINESS \
Resolution $146-76 - The Clerk read same, entitled, Authorizing the
Advertising of Bids for Official Newspaper for City of Muskego. ,Ald.
Knudsen moved for adoption, seconded by Ald. Wailner. Upon a voice vote
the motion carried.
Resolution $147-76 - Authorizing the Issuing~ of "Corporate Purpose Bonds"
in the amount of $1,400,000.00. Ald. Schaumberg moved for adoption, sec-
onded by Ald. Ford. At this time Mr. Seegar Swanson, Financial Consultant
with the firm of Ehlers & Associates, appeared at the meeting to review
for the aldermen the proposed resolution which would authorize the issuance
of "Corporate Purpose Bonds" in the amount of $1,400,000.00. Ald. Knudsen
moved to amend the paragraph entitled "Call Provisions" by changing the
date of November 1, 1977, to November 1, 1987, in the paragraph. Seconded
by Ald. Colbum. Upon a voice vote the motion to amend carried.

Upon a roll call vote on the motion to adopt Resolution-847-76, AS
Amended, the motion carried with Alderman Knudsen voting "no".
Resolution $148-76 - The Clerk read same, entitled, Accepting the Report
of the Board of Canvassers for the April 6, 1976, Spring Election. Ald.
Colbum moved for adoption, seconded by Ald. Dumke. Upon a roll call
vote the motion carried unanimously.
Resolution #49-76 - The Clerk read same, entitled, Realigning Positions
of the Muskego Public Library. Ald. Foldy moved for adoption, seconded
by Ald. Wallner. Upon a roll call vote the motion carried unanimously.
Resolution 850-76 - The Clerk read same, entitled, Extending Best Wishes
to Fred Merkt on His Retirement. Ald. Schaumberg moved for adoption,
seconded by Ald. Knudsen. Upon a roll call vote the motion carried
unanimously.
Resolution f/51-76 - The Clerk read same, entitled, Expressing Appreciation
to Don Kangas. Ald. Ford moved for adoption, seconded by Ald. Knudsen.
Upon a roll call vote the motion carried unanimously.
Resolution 852-76 - The Clerk read same, entitled, Authorizing the
Advertising of Bids for New Van for Sewer Utility. Ald. Schaumberg
moved for adoption, seconded by Ald. Wallner. Ald. Schaumberg moved
to delete the second paragraph of the resolution, seconded by Ald.
Colbum. Upon a voice vote the motion to amend carried. Upon a roll
call vote the motion to adopt Resolution #52-76, As Amended, carried
unanimously.
Resolution 1153-76 - The Clerk read same, entitled, Authorizing the
Advertising of Bids for 1% Ton Highway Truck. Ald. Schaumberg moved
for adoption, seconded by Ald. Dumke. Upon roll call the motion carried
unanimously.
Resolution #54-76 - The Clerk read same, entitled, .Establishing New Rate
for Weed Cutting Charges ($25.00 per Hr., or lot, whichever is greater)
Ald. Schaumberg moved for adoption, seconded by Ald. Ford. Upon a roll
call vote the motion carried unanimously.
Resolution #55-76 - Aid. Schaumberg moved to,suspend the rules that would
interfere with the adoption of Resolution Y/55-76. Seconded by Ald. Wallner.
Upon a roll call vote the motion to suspend the rules carried with Ald.
Knudsen casting a dissenting vote. The Clerk read the resolution, entitled,
Preliminary Resolution Declaring Intent to Levy Special Assessments for
Sanitary Sewer Improvements. (Re: Linnie Lac - Gold Dr. #K-l1 Assessment
Dist.) Ald. Colbum moved for adoption, seconded by Ald. Knudsen. Upon
a roll call vote the motion to adopt Resolution $155-76 carried unanimously.
Resolution l/56-76 - Designating Local Agent for Agent for Application of
Federal Financial Assistance Under Disaster Relief Act (Mayor Jerome Gottfried
Ald. Schaumberg moved to suspend the rules that would interfere with the
adoption of this resolution at this meeting. Seconded by Ald. Knudsen.

The Clerk read the resolution.

Upon a roll call vote the motion carried
unanimously.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of a Class "B"
Fermented Malt Beverage and Intoxicating Liquor License for Fred Giesegh
(former Roy & Middy's on Pioneer Dr.), subject to a favorable Fingerprint
Report and the expiration of 15-day waiting period following publication.
Seconded by Ald. Wallner. Motion carried.
Ald. Schaumberg moved for the approval of Operators License for Dean
Harvey, Karen Stys, Steve Oschmann and Keith Villwock. Seconded by Ald.
Dumke. Motion carried.
Ald. Schaumberg moved for the approval of a "Gathering" License for St.
l Leonard's Home & School for 4124176. Seconded by Ald. Wallner, motion
carried,
CITY OFFICIAL'S REPORTS - The Clerk presented the Building Report for
the month of March, 1976, indicating 31 new dwellings and total con-
struction for that month in the amount of $1,332,206.00. Report placed
on file.
! ADJOURNMENT - Ald. Colbum moved to adjourn, seconded by Ald. Schaumberg.
Motion carried. The meeting adjourned at 9:26 P.M.
