ccm19760309--~ < * ?* COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 9, 1976 4 The meeting was called to order at 7:40 P.M. by Mayor Gottfried. Also present were Aldermen Colburn, Dumke, Foldy, Knudsen, Schaumberg and Wallner, Attorney Joseph Wimmer and City Clerk Bette Bowyer. Ald. Ford was absent. Ald. Schaumberg moved for the approval of the minutes of the meeting held February 24, 1976, and moved that they be accepted and placed on file. Seconded by Aid, Foldy, motion carried. Ald. Schaumberg presented the report of the Finance Committee meeting held March 3, 1976, and moved that it be accepted and placed on file. Seconded by Ald. Foldy, motion carried. Ald. Dumke presented the report of the Public Works Committee meeting held on March 4, 1976, and moved that it be accepted and placed on file. Seconded by Ald. Schaumberg, motion carried. Ald. Colburn presented the report of the Public Sewer Committee meeting l held on February 25, 1976, and moved that it be accepted and placed on file. Seconded by Ald. Wallner, motion carried. The minutes of the Plan Commission meeting held on 312176 were received and placed on file. UNFINISHED BUSINESS aY1 Resolution #4?%-75 - Approval of Operation & Development Plans of Wauer - Sanitary Landfill. Ald. Knudsen again moved to defer action on same until the next meeting in order that the matter can be further reviewed by the Public Welfare Committee. Seconded by Ald. Foldy. Upon a voice vote the motion carried. COMMUNICATIONS FROM THE MAYOR"S OFFICE - Mayor Gottfried advised everyone present that bicentennial emblems are available at city hall for purchase ($1.50 ea.) l Mayor Gottfried advised that because of a candidate forum to be held at the intermediate school on Wednesday, March 17th, the Finance Committee meeting scheduled for that evening would be scheduled for a later date. Mayor Gottfried advised that as a result of the recent storm, persons claiming damage are urged to submit an estimate of that damage to city hall in an effort to have Muskego as well as surrounding communities declared a disaster area. The Clerk read Mayor Gottfried's veto message of Resolution #27-76, entitled, Authorizing Refund to Kenneth Larsen for Culvert Cost. Ald. Knudsen moved to override the Mayor's veto. Seconded by Ald. Foldy. Following a short discussion, upon a roll call vote to override the Mayor's veto, Aldermen Colbum, Foldy, Knudsen and Wallner voted "aye". Aldermen Dumke and Schaumberg voted "no". Because a three-fourths vote of the Council is needed to override a 'veto, the motion to override did not carry and the veto was sustained. 1) . . .I: Common Council 319176 - P. 2 Communications from the Mayor's Office - cont'd. - Mayor Gottfried advised that the result of recent litigation between the City of Muskego and a resident of Bay Shore regarding the sewer assessment of an odd shaped lot, the Judge has ruled in favor of the city. NEW BUSINESS Resolution i/36-76 - The Clerk read same, entitled, Approval of Certified Survey Map (Chester Harris). Ald. Colburn moved for adoption, seconded by Ald. Foldy. Upon a roll call vote the motion carried ,unanimously. Resolution 837-76 - The Clerk read same, entitled, Acceptance of Offer to Purchase Parcel of Land in Muskego Business/Industrial Tark (Gehring Crane & Hoist Corporation (Lot 11, Blk 5 - 1.1 acres - $8,800.00). Aid. Knudsen moved for adoption, seconded by Ald. Wallner. Upon a roll call vote the motion carried unanimously. Resolution l/38-76 - The Clerk read same, entitled, Approval of Agreement Between City of Muskego and 3M 'Business Products Sale Inc. and the City of '0 Muskego (Re: Lease of a copy machine). Aid. Schaumberg moved for adoption, seconded by Ald. Domke. Ald. Knudsen moved to defer action on Resolution i/38-76 in order that quo,tes from other companies may be reviewed. Seconded 1 by Ald. Wallner. Upon a roll call vote on the motion to defer, Aldermen Colbum, Foldy, Knudsen and Wallner voted "aye". Aldermen Dumke and Schaum- berg voted "no". The motion to defer carried. 1 Resolution 1139-76 - The Clerk read same, entitled, Approval of Pioneer Center - Phase II to Connect Into City's Sewer System. Ald. Dumke moved for adoption, seconded by Aid. Colburn, Upon a roll call vote then motion P carried unanimously. Resolution 1140-76 - The Clerk read same, entitled, Approval of Sewer Lateral Refund to Mr. and Mrs. Lane Altman (Lot 12 Block 7, Muskego Shores Sub- division). Ald. Dumke moved for adoption, seconded by Ald. Colbum. Upon a roll call vote the motion carried unanimously. Resolution 841-76 - The Clerk read same, entitled~, Authorizing Ruekert & Mielke to Advertise for Bids for Phosphate Removal from Northwest Treatment l Plant. Aid. Colburn moved for adoption, seconded by Ald. Foldy, Upon a roll call vote the motion carried unanimously. LICENSE APPROVAL - Ald. Schaumberg moved for the approval of an Operators License for Adrian Schmidt subject to receipt of favorable Fingerprint Report, Seconded by Ald. Dumke. Motion carried. VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of general voucher in the amount of $3,210.00 for Rugg-Knapp-Lamberg, Inc. (Architects for new police building), Seconded by Ald. Foldy. Upon a roll call vote the motion carried unanimously. CITY OFF'ICIAL'S 'REPORTS - The Clerk read the Building Report for the month of February indicating seven new dwellings and total construction in the amount of $274,417.00. Report placed on file. COMMUNICATIONS AND MISCELLANEOUS BUSINESS - Aid. Colburn, on behalf of him- self and all of his fellow aldermen, commented that two Muskego High School athletes deserve recognition for outstanding performances in the State , m Wrestling Tournament. They are Glen Spies who took second place in his weight class and 'Kent Penovich who took fourth place in the heavyweightclass. ADJOURNMENT - Ald.
