ccm19760210COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 10, 1976 .The meeting was called to order at 7~55 P.M. by Mayor Gottfried. Also present CF ere Aldermen Colbum, Dumke, Foldy, Ford, Knudsen, Schaumberg and Wallner, ity Attorney John P. Buckley and City Clerk Bowyer. Ald. Schaumberg moved for the approval of the minutes of the meeting held January 27, 1976, and moved that it be accepted and placed on file. Seconded by Ald. Colbum, motion carried. Ald. Schaumberg presented the reports of the Finance Committee meetings held on February 4, 1976, and February 10, 1976, and moved that they be accepted and placed on file. Seconded by Ald. Foldy, motion carried. Ald. Dumke presented the report of the Public Works Connnittee meeting held February 5, 1976, and moved that it be accepted and placed on file. Seconded by Ald. Ford, motion carried. Ald. Foldy presented the report of the Public Welfare Conunittee meeting held l/29/76 and moved that it be accepted and placed on file. Seconded by Ald. Wallner, motion carried. @ Id. Foldy presented the report of the Rules, Laws Sr Ordinance Committee meeting held l/29/76 and moved that it be accepted and placed on file. Seconded by Aid. Colbum, motion carried. The minutes of the Plan Commission meeting held 213176 were received and placed on file. UNFINISHED BUSINESS Resolution 8241-75 - Approval of Operation & Development Plans of Wauer Sanitary Landfille - Ald. 'Knudsen moved to again defer action on this resol- ution for another two weeks. Seconded by Ald. Wallner, miit~&n~carried. Resolution jig-76 - Extending Hours of Special Shooting Contest for Big Muskego Gun Club. Ald. Dumke moved to again defer action on same because the owner of the Gun Club is out of the city and cannot be contacted. Sec- onded by Ald. Wallner, motion carried. Resolution $118-76 - Establishing Salaries for Certain City of Muskego w ployees for 1976. This resolution is on the floor and had been deferred rom the previous meeting. Aid. Schaumberg moved to amend Resolution 818-76 by changing the salary of the Municipal Justice from $150.00 per month to $200.00 per month and to increase the City ClerkIs salary from $1232 per month to $1239.42 per month. Seconded by Aid, Foldy. After considerable. discussion, upon the request of Ald. Ford that the above proposed amendments be acted upon separately, with the consent of his second, Ald. Schaumberg withdrew his motion. Ald. Schaumberg then moved to amend Resolution 818-76 by increasing the salary of the Municipal Justice from $150.00 to $200.00 per month. Upon a roll call vote to amend the Municipal Justice's salary, Aldermen Colbum, Foldy, Ford, Knudsen and Schaumberg voted "no". Alder- men Dumke and Wallner voted "aye". The motion to amend Resolution $118-76 as moved by Ald. Schaumberg did not carry. After a great deal more discussion, Ald. Ford moved to amend the resolution by changing the Municipal Justice's salary to read "$150 (first monthly session) and $100 (seconded monthly session) Sessions shall be held on different days of the month". Seconded by Ald. Foldy. Upon a roll call vote the motion to amend Resolution $118-76 carried unanimously. Ald, Schaumberg moved to further amend 'Resolution #18-76 by changing the City ii lerk-comptroller"s salary from $1232.00 to $1239.42 per Month. Seconded by .d. Colbum. Upon roll call the motion to further amend the resolution carried unanimously. Upon a roll call vote the motion to adopt Resolution l/18-76, As amended, carried unanimously. Common Council 2/10/76 - P. 2 COMMUNICATIONS FROM THE MAYOR'S OFFICE The Clerk read Mayor Gottfried's veto message of Resolution 115-76, entitled, Authorizing Refund to Kenneth Larsen for Culvert Cost. Ald. Foldy moved to override the Mayor's veto, dated 2/10/76. Seconded by Ald. Wallner. Following considerable discussion, upon a roll call vote to override Mayor Gottfried's veto, Aldermen Colburn, Foldy, Knudsen and Wallner voted "aye". Aldermen Dumke, Ford and Schaumberg voted "no". Because three-fourths vote of the Council is necessary tonerride the veto the motion did not carry. NEW BUSINESS Resolution Y/19-76 - The Clerk read same, entitled, Authorizing Expenditure for Promotion of Industrial Park. Ald. Knudsen moved for adoption, seconded by Ald. Wallner. Upon a~ roll call vote the motion to adopt carried unan- imously. a Resolution 820-76 - The Clerk read same, entitled, Denial of Grievance of Muskego Professional Policeman"s Association. Ald. Schaumberg moved for adoption, seconded by Ald. Foldy. Ald. Knudsen moved to defer action on Resolution $120-76 for two weeks. Seconded by Ald. Wallner. Upon a roll call vote to defer Aldermen Colburn, Dumke, Foldy, Ford and Schaumberg voted "no" a Aldermen Knudsen and Wallner voted "aye". The motion to defer did not carry. Upon a roll call vote to adopt Resolution 1120-76 Aldermen Colbum, Dumke, Foldy, Ford and Schaumberg voted "aye". Aldermen Knudsen and Wallner voted "no". The motion to adopt carried. Resolution 821-76 - The Clerk read same, entitled, Authorizing the Advertis- ing of Bids for Culvert Installations as Per Ordinance $1275. Ald. Schaumberg moved for adoption, seconded by Ald. Foldy. Upon roll call the motion to adopt carried unanimously. Ordinance 8310 - The Clerk gave the first reading of same, ,entitled, An Ordinance to Amend Sec. ~ 18.28 (2) of the Municipal Code of'the City of Muskego (Re: Determination of Ownership) Ordinance 8311 - The Clerk gave the first reading of same, entitled, An la ,. Ordinance to Repeal and Create Sec. 21.03 of the Municipal Code of the City of Muskego (Re: Determination of Ownership) VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of general vouchers in the amount of $144,901.92, payable 2110176. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators License for Pauline Rosecky, Devin Scheller and Jacamino Peroceschi and Robert Wolf. Seconded by Ald. Wallner, motion carried. Ald. Schaumberg moved for the approval of a "Gathering" Permit for Muskego Volunteer Fire Co. Auxiliary for April 3, 1976, at the fire department sub- station. Seconded by Ald. Foldy, motion carried. a Common Council 2/10/76 - P. 3 License approval - cont'd. Ald. Schaumberg moved for the approval of Class "B" Fermented Malt Beverage and Intoxicating Liquor License for Robert J. Pakokonis (former MeadIs Tavern), subject to the receipt of favorable Fingerprint Report. Seconded by Ald. Foldy, motion carried. VOUCHEI' APPROVAL - Ald. Schaumberg moved for the approval of payment of gen:ral vouchers in the amount of $144,901.92, payable 2/10/76, Seconaed by Ald. Dumke. Upon a roll call vote the motion to pay the vouchers carried unanimously. CITY OFFICIA! S REPORTS - The Clerk presented the January, 1976, Building Report which indicated 10 new dwellings and total construction in the amount of $520,220.00 for that month. Report placed on file. City Attorney Bucklev advised the aldermen that the Reeder Sewer Assessment trial would be held during the week of February 15th. COMMUNICATIONS AND MISCELLANEOUS BUSINESS At this time Mr. Walter Koehn and Mr. Dave Taube, representing the-Little Muskego Lake Rehabilitation and Protection District Advisory Coannittee, appeared to present to the Board of Commissioners (Aldermen) various proposals for the Lake District, namely, garbage pickup for the residents of the district, the placing of aerators in Little Muskego Lake and the placing of buoys 200 feet from the shore in Little Muskego Lake.
