CITY OF MIJSKEGO
MINUTES OF MEETING HELD JANUARY 27, 1976
The meeting was called to order at 7:40 P.M. by Mayor Gottfried. Also
present were Aldermen Colbum, Dumke, Foldy, Knudsen, Ford, Schaumberg
and Wallner, City Attorney John P. Buckley and City Clerk Bette Bowyer:
Ald. Schaumberg moved for the approval of the minutes of the meeting held
January 13, 1976, and moved that it be accepted and placed on file.
Seconded by Ald. Foldy, motion carried.
Ald. Schaumberg presented the report of the Finance Committee meeting
held January 21, 1976, and moved that it be accepted and placed on file,
He also presented the report of the Finance Connnittee meeting held on
January 27th and moved that it be accepted also, Seconded by Ald. Foldy.
Motion carried,
Ald. Ford presented the report of the Public Works Connnittee meeting
held January'22, 1976, and moved that it be accepted and placed on file.
Seconded by Ald. Schaumberg, motion carried.
Aid. Foldy presented the report of the Public Welfare Committee meeting
,heId l/15/76 and moved that it be azcepted and placed on file. Seconded
by Aid. Knudsen, motion carried. \
Ald. Foldy presented the report of the Public Safety Committee meeting
held l/22/76 and moved that it be accepted and placed on file. Seconded
by Ald. Wallner, motion carried.
Ald. Colbum presented the report of the Public Sewer Committee meeting
held on l/19/76 and moved that it be accepted and placed on file. Seconded
by Ald. Wallner, motion carried.
Ald. Foldy presented the report of the Building Connnittee meeting held
on l/22/76 and moved that it be accepted and placed on file. Seconded
by Ald. Knudsen, motion carried.

meeting held l/26/76 and moved that it be accepted and placed on file.
Secondedrby Ald. Colbum, motion carried.
UNFINISHED BUSINESS
Resolution #241-75 - Approval of Operation & Development Plans of Wauer
Sanitary Landfill. Ald. Knudsen advised that because the Welfare
Committee is awaiting information from the DNR he would again request
that action on this resolution be deferred for another two weeks. Sec-
onded by Ald. Foldy. Upon a voice vote the motion to defer carried.
Resolution #5-76, As Amended - Authorizing Refund to Kenneth Larsen for
Culvert Cost (This resolution had been deferred from the previous Council
meeting) The Clerk read correspon&nce directed to the Mayor and Council
from City Attorney Buckley, dated l/26/76, regarding liability of a propert:
owner or the City with respect to the cost of oversized storm sewer culvert
used in connection with driveway construction.. Following a lengthy dis-
cussion, upon a roll call vote to adopt Resolution 85-76, As Amended, -:-- _ji
Aldermen Colbum, Foldy, Knudsen and Wallner voted "aye". Aldermen
Dumke, Ford and Schaumberg voted "no". The motion to adopt carried.

At this time Mr. J. Michael Mooney, representing the E. M. Boerke, Inc.,
reviewed the status of the Muskego Business/Industrial Park as of this
date.
Resolution #7-76 -Acceptance of Offer to Purchase Parcel of Land in the
Muskego Business/Industrial Park - E. Tinti. (This resolution was on the
floor and was deferred for two weeks.) Upon a roll call vote to adopt
Aldermen Dumke, Foldy, Knudsen, Colbum and Schaumberg voted "aye". Ald-
ermen Ford and Wallner voted "no". The motion to adopt carried.
NEW BUSINESS
Resolution #16-76 - Because of the presence of the architects and and
Police Chief Krausb Mayor Gottfried requested permission of the aldermen
to act on Resolution #16-76,at this time. Permission was granted and
City Clerk Bowyer read the resolution, entitled, Accepting Building Plans
for Muskego Police Department. Ald. Foldy moved for adoption, seconded
by Ald. Knudsen. Several members of the Council and Mayor Gottfried
discussed the layout of the proposed building (estimated cost to be
$375,752.00) with two representatives of the firm of Rugg-Knopp-Lambert,
Inc. Upon a roll call vote to adopt Resolution $116-76 the motion carried
unanimously.
Resolution #S-76 - The Clerk read same, entitled, Extending Hours for
Special Shooting Contests for Big Muskego Gun Club. Ald. Foldy moved for
adoption, seconded by Ald. Dumke. Following a short discussion, Ald.
Dumke moved to defer action on Resolution 88-76, seconded by Ald. Ford.
Upon a voice vote the motion to defer carried.
Resolution #9-76 - The Clerk read same, entitled, Designating Employers
Insurance of Wausau as the City's Insurance Car-r. Ald. Schaumberg
moved for adoption, seconded by Ald. Foldy. Ald. Foldy moved to amend
this resolution by having the last paragraph read "BE IT FURTHER RESOLVED
that the Common Council directs the Finance Committee to begin preparation
of specifications for its insurance program for bidding in September of
each year in order to permit the designation of its insurance carrier
prior to December 31st of each year." Seconded by Ald. Schaumberg. Upon
a voice vote the motion to amend carried. Upon a roll call vote to adopt
Resolution 119-76, As Amended, the motion carried with Ald. Knudsen casting
a dissenting vote.
Resolution #lo-76 - The Clerk read same, entitled, Granting Permission for
Driving Skill Contest (Gymkhana) on Little Muskego Lake. Mayor Gottfried
reviewed information on the request as had been submitted by the hiembers
of the Muskego Corvette Club (contest to be held Sunday, February 29; -?976)
Ald. Schaumberg moved for adoption, seconded by Ald. Ford. Upon a roll
call vote the motion to adopt Resolution $110-76 carried unanimously.
Resolution S/11-76 - The Clerk read same, entitled, Denial of Claim from
Raymond Wallner. Ald. Schaumberg moved for adoption, seconded by Ald.
Foldy. Ald. Schaumberg moved to delete the fifth paragraph from the
resolution (re: Public Works Cormnittee recommendation). Seconded by
Ald. Fo@. Upon a voice vote the motion to amend carried. The Council
grant&d permission for Ray Wallner to abstain from voting on this
resolution. Upon a roll call vote the motion to adopt Resolution 811-76
carried unanimously with Ald. Wallner abstained from voting. AmendidA

Resolution $112-76 - The Clerk read same, entitled, Denial of Claim from
Harold DeBack. Ald. Schaumberg moved for adoption, seconded by Ald.
Foldy. Upon 'a roll call vote the motion to adopt carried unanimously
with Ald. Wallner abstaining from the voting.
Resolution 813-76 - The Clerk read same, entitled, Denial of Claim from Harold Scholbe. Aid. Schaumberg-moved for adoption, seconded by Ala. Foldy.

Moytlion seconded by Ald. Foldy tiddcarried. Upon a roll call vote the
motion to adopt Resolution $113-76, As Amended, carried unanimously with Ald.
Wallner abstaining from the voting.
Resolution $114-76 - The Clerk read same, entitled, Establishing Traffic
Regulations (4-way stop at Bristlecone and Fennimore and a 2-way stop on
Bristlecone at its intersection with Hale Park Drive). Ald. Schaumberg
moved for adoption, seconded by Ald. Foldy. Ald. Foldy moved to amend
same by adding the words "two-way "stop" sign prior to the words "Bristle-
cone at its intersection with Hale Park Drive". Seconded by Ald. Knudsen. Motion carried. Upon a roll call vote the motion to adopt Resolution
814-76, As Amended, carried unanimously.
Resolution #15-76 - The' Clerk read same, entitled, Authorizing Settlement
of Grievance from Muskego Professional Policeman's Association. Ald.
Foldy moved for adoption, seconded by Ald. Wallner. Upon a roll call
vote on the,motion to adopt, Aldermen Foldy, Knudsen, Schaumberg and
Wallner voted "aye". Aldermen Colburn, Dumke and Ford voted "no". The
motion to adopt carried.
Resolution &d-76 - The Clerk read same, entitled, ApQroval of Muskego
Public Library as a Voter Registraticn Facility. Ald. Foldy moved for
adoption, seconded by Ald. Knudsen. Upon roll call the motion carried
unanimously.
Resolution #18-76 - Establishing Salaries for Certain City of Muskego
Employees for 1976. Ald. Foldy moved for adoption, seconded by Ald.
~umka~?AEd. Foldy moved that because there have been several requests
from people involved to revidalaries with the Finance Committee he
moved to defer action on Resolution 818-76 for two weeks. Seconded by
Ald. Dumke. Upon a voice vote the motion to defer carried.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators
License for Steven Oschmann and George Henneberry and Violet Roever, subject
to the receipt of favorable fingerprint and medical reports. Seconded by
Aid. Foldy, motion carried,
Ald. Schaumberg moved for the approval of a "Gathering" Permit for Muskego
Icetronauts for February 7 & 8, 1976, on the Muehl Farm. Seconded by Ald.
Dumke, motion carried.
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of
general vouchers in the amount of $207,286.95 and sewer utility vouchers
in the amount of $19,568.45. Seconded by Ald. Dumke. Upon a roI1 call
vote the motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Council acknqedged receipt
of a petition requesting extension of sewers on Wentland Drive.
l ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. Wallner, motio
carried. The meeting adjourned at lo:40 P.M.
