ccm19751223COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD DECEMBER 23, 1975 The meeting was called to order at 7:55 P. M. by Mayor Gottfried. Also present were Aldermen Colburn, Dumke, Foldy, Ford, Knudsen and Wallner, City Attorney John Buckley and Deputy Clerk June Elger. Ald. Schaumberg arrived at 7~58 P. M. Ald. Foldy moved for the approval of the minutes of the meeting held December 9, 1975, and to have them placed on file. Seconded by Ald. Knudsen, motion carried. Ald. Foldy presented the report of the Finance Connnittee meetings held December 17th and December 23rd and moved that they be accepted and placed on file. Seconded by Ald. Dumke. Ald. Ford questioned disposition of bill for damage to water Patrolman's boat, same to be discussed at the next Finance ConmrFttee.meeting. The motion to accept the minutes carried. Ald. Dumke presented the report of the Public Works Committee meeting held December 18, 1975, and moved that it be accepted ,and placed on file. Seconded by hld. Schaumberg, motion carried. Ald. Colburn presented the report of the Public Sewer Connnittee meeting held December 15, 1975, and moved that it be accepted and placed on file. Seconded by Ald. Wallner, motion carried-. The Plan Commission minutes of December 16, 1975, were received and placed on file. i UNFINISHED BUSINESS Resolution #241-75 - Approval of Operational & Development Plans of Wauer Sanitary Landfill is on the floor. Ald. Knudsen movea to again defer action on same for two weeks to have it further rev&wed by the Public Welfare Committee. Seconded by Ald. Foldy, motion carried. Resolution 11264-75 - Authorizing Expenditure of $35.00 for Historical Sign for Old Town Hall is on the floor. Ald. Knudsen reviewed the sign proposal for the aldermen. Upon a roll call vote, the motion to adopt Resolution i/264-75 carried unanimously. At this point in the meeting, Leonard Hayne, chairman of the Citizens Growth & Development Committee, appeared and submitted to the aldermen and reviewed briefly the report from the committee based on the committee's tabulations from a questionnaire circulated by students from the Muskego High School American Problems class. Mayor Gottfried thanked Mr. Hayne and the counnittee and expressed appreciation to Tom Sorenson and the students in the American Problems class. NEW BUSINESS Resolution #265-75 - The Deputy Clerk read same entitled Authorizing a Preventive Maintenance Agreement for Addressograph and Graphotype Between the City of Muskego and the Slater Equipment Company. Ald. Schaumberg moved for adoption, seconded by Ald. Foldy. Upon a roll call vote, the motion carried unanimously. Resolution 11266-75 - The Deputy Clerk read same entitled Authorizing the Joining of the Wisconsin.League of Municipalities. Ald. Foldv moved for adoption, seconded by ild. Schaumberg. Upon a roll cali vote, the motion carried unanimously. Resolution i/267-75 - The Deputy Clerk reed,same entitled Acceptance of Offer to Purchase Parcel of Land in Muskego Business/Industrial spark (Tom Keith Company). Ald. Knudsen moved for adoption, seconded by Ald. Colburn. Ald. .Wallner express.ed concern at the low price for which the industrial land is being sold. It was the opinion of the majority that the E. M. Boerke Company is aware of the marketabili of the industrial land.and will recommend an increase in the price at the appropriate time. Upon a roll call vote, the motion carried with Ald. Schaumberg. Aid. Ford moved for adoption, Ald. Schaumbelgadvised that Mr. Krause had reque~sted that this be referred back to the Plan Commission as he has additional information to submit, and moved to refer same back to the Plan Commission. Aid. Wallner seconded the motion and - upon a roll call vote, the motion carried unanimously. Resolution $1269-75 -.The, Deputy Clerk read same entitled Approval or Certified Survey Map (Donald O'Leary). Aid. Ford moved for adoption, Seconded'by'Ald. Wallner. Upon a roll call vote, the motion carried unanimously. Resolution $1270-75 - The Deputy Clerk read same entitled Approval of Final Plat - Shagbark Subdivision. Aid. Ford moved for adoption, seconded by Ald. Colburn. Upon a roll call vote, the motion carried unanimously. Resolution j/271-75 - The. Deputy Clerk read same entitled Designa-ting Week of January Ii 1976,.As Muskego High School Choir Week, Ald. Ford moved for adoition, seconded by Aid; Foldy. vote, the motion carried unanimously. Upon a roll call Resolution $1272-75 - The Deputy Clerk read same entitled Resolution Deferring Special Assessment Against-Farm Lands - &r&west District - Froehlich. Resolution i/273-75 - The Deputy Clerk read same entitled Releasing the Balance of Money for the Construction of Keiser Lane. Aid. Dumke moved for adoption, seconded by Ald. Schaumberg. Upon a roll call vote, the motion carried unanimously. Resolution j/274-75 - The Deputy Clerk read same entitled Authorizing fateral (Thomas Schmechel). Ald. Dumke moved for Re un adoption, seconded by Ald. Knudsen. carried unanimously. Upon a roll call vote, the motion LICENSE.APPROVAL - Ald. Schaumberg moved for approval of operators Licensesfor Dorothy Coella, Richard Isetts, Ellen Gardner and James Hagenkord, subject to receipt of favorable medical and fingerprint reports. Ald. Foldy seconded the motion and the motion carried. Aid. FdLdy moved to approve a Class B Fermented Malt Beverage and Intoxicating Liquor License for Dale E. Mishleau and Judy A. McEvoy. Ald. Schaumberg seconded the motion and the motion carried. VOUCHER APPROVAL - Aid. Dumke moved to approve payment of general vouchers in the amount of $278,423.64. Ald. Foldy seconded the motion and upon a roll call vote, the motion carried unanimously. Aid. Foldy moved to approve payment of sewer utility vouchers in the amount of $4,171.76. Aid. Dumke seconded the motion and upon a roll call vote, the motion carried unanimously. COMMUNICATIONS & MISCELLANEOUS BUSINESS A communication directed to the Mayor, Common Council and Sewer Committee dated December 15th from Raymond Wallner was received and placed on file. A claim from Joe Vesbach for damage,to his .soz-bean~cropwas referred tbthe city attorney. The aldermen will consider possible Locations for the posting of l agendas of city meetings.
