ccm19751111COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD NOVEMBER 11, 1975 The meeting was called to order at 8:03 P.M. by Mayor Gottfried. Also e present were Aldermen Colburn, Dumke, Foldy, Ford, Knudsen, Schaumberg and Wallner, City Attorney John P. Buckley and City Clerk Bette Bowyer. Ald. Schaumberg moved to approve the minutes of the meeting held 10/28/75 l and place on file. Seconded by Ald. Wallner, motion carried. Ald. Schaumberg presented the reports of the Finance Committee meetings held on 1115175 and 11/11/75 and moved that they be accepted and placed on file. Seconded by Ald. Dumke, motion carried. Ald. Dumke presented the report of the Public Works Connnittee meeting held on 1116175 and moved that it be accepted and placed on file. Seconded by Ald. Schaumberg, motion carried. Ald. Foldy presented the report of the Public Welfare Committee meeting held on 10/30/75 and moved that it be accepted and placed on file. Seconded by Ald. Knudsen, motion carried. l Ald. Colbum presented the report of the Public Sewer Committee meeting held on 1113175 and moved that it be accepted and placed on file. Seconded by Ald. Wallner. Motion carried. Ald. Foldy presented the report of the Police Building Committee and it was accepted by the Council and will be placed on file (Meeting was held 10/30/75). The Plan Cormnission minutes of meeting held 1114175 were received and placed UNFINISHED BUSINESS on file. Resolution 8241-75 - Approval of Operational & Development Plans of Wauer Sanitary Landfill. This resolution is on the floor and Ald. Knudsen again moved to defer action on same for two weeks in order that it can be further reviewed by the Welfare Coaunittee. Seconded by Ald. Wallner, motion carried. COMMUNICATIONS FROM THE MAYOR'S OFFICE - Mayor Gottfried advised the aldermen that during this evening's Meeting of the Whole the proposed 1976 city budget would be reviewed and informally discussed. i) NEW BUSINESS Resolution 8247-75 - The Clerk read same, entitled, Authorizing the Hiring of Architectural Firm for New Police Building (Rugg-Knopp-Lambert). Aid. Foldy moved for adoption, seconded by Ald. Knudsen. Upon roll call the motion carried unanimously. Resolution #248-75 - The Clerk read same, entitled, Approval of Certified Survey Map (Thomas Ferguson) Ald. Ford moved for adoption, seconded by Ald. Colbum. Upon roll call the motion carried unanimously. Resolution 8249-75 - The Clerk read same, entitled, Acceptance of Low Bid l for Installation of Jewel Creek Headwall (Cost, Inc.;$7,340.00). Aid. Schaumberg moved for adoption, seconded by Ald. Ford. Upon roll call the motion carried unanimously. i .* c Common Council 11/11/75 - P" 2 Resolution i/250-75 - The Clerk read same, entitled, Extending Con- gratulations to 1975 Muskego Warrior Football Team. Ald. Foldy moved for adoption, seconded by Ald. Colburn. Upon roll call the motion 0 carried unanimously. Resolution i/251-75 - The Clerk read same, entitled, Authorizing the Hiring of New Police Officer at Step II of the Salary Range ($11,628.00) Ald. Foldy moved for adoption, seconded by Ald. Wallner. Upon a roll 0 call vote the motion carried unanimously. Resolution j/252-75 - The Clerk read same, entitled, Authorization to Ex- ecute Easement for Nowitzke. (Easement to cross former Lassa Lot between Hillview Farm-Lochcrest Plat and Bay Shore Estates). Ald. Schaumberg moved for adoption, seconded by Ald. Knudsen. Upon roll call the motion to adopt carried unanimously. Resolution $1253-75 - The Clerk read same, entitled, Authorization for Appraisal (Lamb Nursery Property, Gold Dr. & College Ave.) Ald. Schaumberg moved for adoption, seconded by Ald. Ford. Upon a roll call vote the motion carried with Ald. Wallner casting a dissenting vote. VOUCHER APPROVAL - Ald. Foldy moved for the approval of payment to a Brookfield Culvert Co. for Fountainwood Ditch Project, ($7,000.00) iainus'20%-for soil guarantee. Seconded by Ald. Ford. Ald, Knudsen moved to amend the motion by changing the 20% to 10%. Seconded by Ald. 4 Schaumberg. Upon roll call the motion to amend the voucher payment carried unanimously. Upon a roll call vote the motion to make the final payment to Brookfield Culvert, as amended, carried unanimously. /I LICENSE APPROVAL - Ald. Schaumberg moved for the approval of "Class B" !' Fermented Malt Beverage .and Intoxicating Liquor License for Clifford's Food Service, Inc. Seconded by Ald. Dumke, motion carried. Ald. Schaumberg moved for the approval of "Gathering" License for St. Leonard's Parish for 11/15/75. Seconded by Ald. Foldy, motion carried.;' Aid. Schaumberg moved for the approval of "Gathering" License for St. , Leonard's Home & School for 12131175. Seconded by Ald. Foldy, motion / carried. 6 Ald. Dumke moved for the approval of Operators Licenses for Darlene Mc- Carthy and Jeffrey Verburght. Seconded by Ald. Wallner, motion carried. ' CITY OFFICIAL'S REPORTS - The Clerk gave the Building Report for the $ month of October, 1975, indicating total construction in the amount of $531,486.00 and eleven dwelling units. Report placed on file. ADJOURNMENT - Ald. Knudsen moved to adjourn into a Meeting of the Whole for the purpose of discussing the proposed 1976 city budget (8:58 P.M.) Seconded by Ald. Schaumberg and the motion carried. Ald. Foldy moved to have Mayor Gottfried act as Chairman at the Meeting of the Whole. Seconded by Ald. Schaumberg, motion carried. Following a complete review of the revenues and expenditures for the proposed 1976 city budget and 1976 capital budget the Council agreed that they would be presented to the l citizens at the public hearing set for December 8, 1975, 8:00 P.M. in the city hall.
