CITY OF MUSKEGO
MINUTES OF MEETING HELD AUGUST 26, 1975
The meeting was called to order at 7~50 P.M. by Mayor Gottfried, Also
present were Aldermen ColbuPn,
Wallner, City Attorney John P. Dumke, Foldy, Ford, Knudsen, Schaumberg and
Buckley and City Clerk Bette Bowyer.
Ald. Schaumberg moved to approve the minutes of meeting held S/12/75 and
that they be accepted and placed on file, Seconded by Ald. Dumke, motion carried.
Ald. Dumke presented the report of the Finance Committee meeting held on
S/20/75 and Ald. Schaumberg presented the report of the meeting held on
S/26/75 and moved that both reports be accepted and placed on file.
Seconded by Aid. Foldy, motion carried.
Ald. Ford presented the report of the Public Works Committee meeting held
on g/21/75, and moved that it be accepted and placed on file. Seconded
by Ald. Schaumberg, motion carried.
Ald. Foldy presented the report of the Public Welfare Committee meeting
held on g/14/75, and moved that it be accepted and placed on file.
Seconded by Ald. Knudsen, motion carried.
The minutes of the Plan Commission meeting held on g/19/75 were received
and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried reviewed to the aldermen the status of'the construction
of the final stages of the industrial park improvements.
Mayor Gottfried reviewed the budget procedures for 1976 to the aldermen.
NEW BUSINESS
Resolution i/204-75 - The Clerk read same, entitled, Approval of Preliminary
Plat of Lake Lore Estates. Aid, Ford moved for adoption, seconded by
Ald. Knudsen. Upon a roll call vote the motion carried with Ald. Dumke
casting a dissenting vote.
Resolution $1205-75 - The Clerk read same, entitled, Renewal of Extractive
Permit for State Sand and Gravel. Ald. Ford moved for adoption, seconded
by Ald. Foldy. Discussion took place regarding the adequacy of the
$75,000.00 restoration bond and Ald. Knudsen moved to refer Resolution
i/205-75 to the Welfare Committee for review of the bond. Seconded by Ald.
Foldy. Upon roll call the motion carried unanimously.
Resolution j/206-75 - The Clerk read same, entitled, Authorizing Purchase
of Tax Delinquent 'Property on Wentland Drive (Parcel 2). Ald. Foldy moved
for adoption, seconded by Ald. 'Knudsen. Upon roll call the motion carried
unanimously.
Resolution $1207-75 - The Clerk read same, entitled, Appointment of Member
to Park and Recreation Board (School District Representative-Clarence
Dahlen). Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Upon
roll call the motion carried unanimously.

Resolution $1208-75 - The Clerk read same, entitled, Acceptance of Low Bid
for Improvements at Lions Park, Kurth Park and Jensen Park. Ald. Ford
moved for adoption, seconded by Ald. Schaumberg. Ald. Ford moved to amend
the bid of A. T. Forseth for Lions Park from $14,234.77 to $19,024.77
and the total amount in the,second last paragraph from $42,349.94 to
$47,139,94. Seconded by Aid. Foldy. Discussion followed and in answer
to questions, Ald. Ford reviewed the types and approximate cost of the
equipment the Park Board would like to add at Lions Park. Upon a roll
call vote to amend Resolution f/208-75, Aldermen Colburn, Foldy and Ford
voted "aye". Aldermen Dumke, Knudsen, Schaumberg and Wallner voted "no".
The motion to amend did not carry. Ald. Wallner moved to defer action on
Resolution 11208-75. His motion lost for lack of a second. Upon a roll
call vote to adopt Resolution 8208-75 as originally presented, Aldermen
Colburn, Foldy, Ford, Knudsen and Schauniberg voted "aye". Aldermen Dumke
and Wallner voted "no". The motion to adopt carried,
At this time Alderman Foldy requested permission of his fellow aldermen
to have Mr. Gerald Greenthal, a resident of Hale Park Meadows, speak. As
there were no objections, Mr. Greenthal appraised the Council of the water
problem residents of his subdivisionare experiencing and he asked for
the city's support in their efforts to have the problem corrected. He was
assured of the city's concern and support.!
Resolution i/209-75 - The Clerk read same, entitled, Extending Hours of
Shooting for Big Muskego Gun Club on Two Special Occasions. Ald. Schaum-
berg moved for adoption, seconded by Aid. Dumke. Upon roll call the motion
to adopt carried unanimously.
Resolution Y/210-75 - The Clerk read same, entitled, Authorizing the Joining
of Milwaukee Area Employers Association. Aid. Dumke moved for adoption, seconded by Ald. Wallner. Upon roll call the motion carried unanimously.
Resolution j/211-75 - The Clerk read same, entitled, Urging Defeat of the Governor's Transportation Bill. Ald. Knudsen moved for adoption, seconded
by Ald. Dumke. Upon roll call the~motion carried unanimously.
Resolution i/212-75 - Releasing Special Assessment Lien. Ald. Foldy moved
to suspend the rules that would interfere with the adoption of this
resolution. Seconded by Aid. Wallner. Upon roll call the motion carried
with Ald. Knudsen casting a dissenting vote. The Clerk read the resolution which related to Kristin Downs proposed subdivision. Ald. Foldy moved for adoption, seconded by Ald. Wallner. Upon roll call the motion to adopt carried unanimously.
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of
vouchers in the amount of $240,271.31. Seconded by Ald. Dumke. Upon roll
call the motion carried unanimously.
Ald. Schaumberg moved for the approval of payment of sewer utility
vouchers in the amount of $9,24,2.82. Seconded by Ald. Colbum. Upon
a roll call vote the motion carried unanimously.

LICENSE APPROVAL -'Aid. Foldy~moved for the approval of Operators
Licenses for Marie Gapinski, Lawrence Beaumont and Daniel Beaumont
and for Frances Beaumont and June Hagenkord, subject to approval of
'favorable fingerprint and medical reports. Seconded by Ald. Schaum-
berg. Motion carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for the
month of July, 1975, which indicated 33 new dwelling units and total
construction of $1,159,547.00 for that month. Report placed on file.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Mayor Gottfried advised that the Muskego Jaycees will again be sponsoring
a Halloween Spookfest in late October and he urged the aldermen to discuss
with people in thehsreassto whether or not a "trick or treat" designated
time should be held in addition to the npookfest festivity.
A lengthy discussion took place relating to the activities of the Citizens
Growth Committee. .
ADJOURNMENT - Ald. Ford moved to adjourn, seconded by Ald. Colburn. Motion
carried. The meeting adjourned at 9:45 P.M.
