ccm19750812COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 12, 1975 l The meeting was called to order at 7~44 P.M. by Mayor Gottfried. Also present were Aldermen Dumke, Foldy, Knudsen, Schaumberg and Wallner. Ald. Ford arrived at 7:59 P.M. Ald. Colbum was adsent. Ald. Schaumberg moved to approve the minutes of the previous meeting held e on July 22, 1975, and that they be placed on file. Seconded by Ald. Wallner, motion carried. Ald. Dumke presented the report of the Finance Committee meeting held on August 6, 1975, and moved that it be accepted and placed on file. Seconded by Ald. Foldy, motion carried. Ald. Schaumberg presented the report of the Public Works Committee meeting held on August 7, 1975, and moved that it be accepted and placed on file. Seconded by Ald. Dumke, motion carried. Ald. Foldy read notes taken at the informal meeting of the Public Safety Committee meeting held July.21, 1975. Same placed on file. Ald. Ford presented the report of the Public Sewer Committee meeting held on August 11, 1975, and moved that it be accepted and placed on file. Seconded by Ald. Dumke. Considerable discussion took placed relating to the beltline freeway corridor in the Freedom Acres area-and as-to whether 01: not the entire corridor should be removed from the comprehensive plan of the city. The motion to accept the minutes carried. The minutes of the Plan Commission meeting held on August 5, 1975, were received and placed on file. UNFINISHED BUSINESS Resolution i/181-75 - Denial of Legal Status (D. Beierle) (This resolution had been referred back to Plan Counnission at the meeting held 7/22/75),The resolution was on the floor and upon a roll call vote the motion to adopt carried with Ald. Wallner casting a dissenting vote. l Ordinance 8306 - The Deputy Clerk gave the second reading of same, entitled, An Ordinance Creating Section 16.28 of the Municipal Code of the City of Muskego Establishing the City as Agent Municipality (Re: Examination of Plumbing and Building Plans by the City) Aid. Foldy.moved for adoption, seconded by Ald. Schaumberg. Upon a roll call vote to adopt Ordinance a306 the motion carried. NEW BUSINESS Resolution $1197-75 - The Clerk read same, entitled, Appointment of Second Alternate Member to Board of Appeals (Walter Spann) Ald. Ford moved for adoption, seconded by Ald. Knudsen. Upon roll call the motion carried unanimously. a Resolution $1198-75 - The Clerk read same, entitled, Approval of Purchase of Four New Voting Machines. Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion carried unanimously. Common Council 8112175 - P. 2. Resolution #199-75 - The Clerk read same, entitled, A Resolution Relating to Final Determination of Special Assessments (Northwest District - J-10 Lembezeder Drive). Ald. Dumke moved for adoption, seconded by Ald. Knudsen. Upon roll call the motion carried unanimously. Resolution j/200-75 - The Clerk read same, entitled, Resolution Levying Special Assessments (NW District J-10 - Lembezeder Dr.) Ald. Knudsen moved for adoption, seconded by Ald. Wallner. Upon roll call the motion carried unanimously. Resolution 8201-75 - The Clerk read same, entitled, Directing Notice of Final Determination (NW District - J-10) - Lembezeder Dr.) Ald. Dumke moved for adoption, seconded,by Ald. Wallner. Upon roll call the motion to adopt carried unanimously. Resolution $1202-75 - The Clerk read same, entitled, Resolution Authorizing the Execution of Quit Claim Deed to Covenant Living Centers for Road Purposes. Ald. Schaumberg moved for adoption, seconded by Ald. Foldy. In answer to several questions from the aldermen, Mayor Gottfried advised that this resolution is a result of part of the agreement the city has with Covenant Living Centers, Inc. Ald. Ford moved to call for the question. Seconded by Ald. Schaumberg. Upon a roll call vote to call for the question, Aldermen Dumke, Ford, Schaumberg and Wallner voted "aye". Aldermen Foldy and Knudsen voted "no“. The motion carried. Upon a roll call vote on the motion to adopt Resolution #202-75, 'the motion carried with Ald. Dumke casting a dissenting vote. Resolution 8203-75 - The Clerk read same, entitled, Approval of Certified Survey Map (Wayne Jeschke) Ald. Ford moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion carried unanimously. VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of vouchers in the amount of $60,755.00 (rough grading of industrial park and refund for downpayment on city-owned lot). Seconded by Aid. Foldy. Upon roll call vote the motion carried unanimously. LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operator Licenses for Richard Stolz, Lorraine Anderson, Floyd Kuehnau, Michael Thiele, Terry Burton and Gordon Hagenkord. Seconded by Ald. Ford, motion carried. Ald. Schaumberg moved for the approval of "Gathering" Permits for VFW Post 88171 for August 22, 23 and 24, 1975, (Country Fair Days) and for MPPA for August 31st, Kurth Park and for Little Muskego Lake Association for August 16th for Hydroplane Race at Idle Isle Beach and for Muskego Softball Tournament for August 16 and 17, Kurth Park, subject to sub- mission of proper application (Ald. Ford advised that Park and Recreation Board would sponsor same). Seconded by Ald. Foldy, motion carried. Ald. Schaumberg moved for approval of Dump Refuse Hauling Permit for Thomas Disposal, seconded by Ald. Foldy, motion carried. Ald. Schaumberg moved for.approval of Class "A" Fermented Malt Beverage Permit for Richard Pladies. Seconded by Ald. Dumke, motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk acknowledged receipt of two claims from Harold and Carol DeBack ($500.00 and $lO,OOO.OO) claiming crop damage due to improper drainage (dated S/11/75) also, a claim for personal injury and property damage, dated S/12/75, from Jeffrey Ernst. Claims referred to insurance carrier and City Attorney. ADJOURNMENT - Ald. Dumke moved to adjourn, seconded by Ald. Knudsen, motion carried. The meeting adjourned at 9:13 P.M. Bette J.
