MINUTES OF MEETING HELD JUNE 24, 1975
he meeting was called to order at 7~47 P.M. by Mayor Gottfried. Also
c esent were Aldermen Colbum, Dumke, Ford, Foldyip Knudsen, Schaumberg
and Wallner, City Clerk Bette Bowyer and City Att%mey John Buckley.
Ald. Schaumberg moved to approve the minutes of the previous meeting held

June 10, 1975, and that they be accepted and placed on file. Seconded
Ald. Dumke, motion carried.
Aid. Schaumberg presented the report of the Finance Cormnittee meeting
held June 18, 1975, and moved that it be accepted and placed on file.
Seconded by Ald. Foldy, motion carried.
Ald. Ford presented the report of the Public Works Committee meeting held
on June 19, 1975, and moved that it be accepted and placed on file. Sec-
onded by Ald. Schaumberg, motion carried.
Ald. Knudsen presented the report of the Rules, Laws & Ordinance Cosnnittee
meeting held on June 12, 1975, and moved that it be accepted and placed on
ile.

Aid. Foldy presented the report of the Public Welfare Committee meeting
held on 6/12/75 and moved that it be accepted and placed on file. Seconded
by Ald. Knudsen, motion carried.
The minutes of the Plan Commission meeting held 6117175 were received and
placed on file.
UNFINISHED BUSINESS
Resolution #75-75 - Directing City Attorney to Draft an Ordinance to Amend
the Zoning District Map of the City of Muskego (Agenten-Katzfey-Koeferl
properties)This resolution is on the floor. Ald. Ford moved to amend same
by adding the following to the third paragraph:"and that the Lowland be
extended 850' to the east". Seconded by Ald. Dumke. Upon a voice vote the
motion carried. Upon a roll call vote the motion to adopt Resolution #75-75
As Amended, &arried with Ald. Wallner casting a dissenting vote.
solution i/168-75 - Establishing Traffic Regulations (Removal of "NO Parking"
gns on College Ave. between Racine Ave. and Lentini Dr.) Ald. Colbum moved
to defer action on this resolution until after the next meeting of the Safety
Committee. Seconded by Ald. Schaumberg, motion carried.
Ordinance #304 - The Clerk gave the seconded reading of same, entitled, An
Ordinance to Rezone Certain Property and to Amend the Zoning Map of the City
(Re: Kristin Downs - RS3 to RS3 OPD). Ald. Foldy moved for adoption, seconded
by Ald. Schaumberg. Upon roll call the motion to adopt carried unanimously.
Ordinance #305 - The Clerk gave the second reading of same, entitled, An
Ordinance Repealing and Recreating Sec. 16.26 of the Municipal Code Regarding
Regulations for Holding Tanks. Ald. Colbum moved for adoption, seconded by
Ald. Knudsen. Upon roll call the motion carriPd unanimously.
ICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised the Council of the forthcoming bicentennial activites
to be held on July 3, 1975. (flag presentation by American Legion at city hall
a 7:30 P.M. Also, fireworks at Dandelion Park at 9:30 P.M.)

ayor Gottfried displayed a placque that had been presented to the City of
6 skego by the Jaycees expressing appreciation for help given them by the city.
The Clerk read Mayor Gottfried's proclamation of July 3, 1975, as "kick-off"
day for Muskego's bicentennial celebration.
,W BUSINESS -
Resolution i/169-75 - The Clerk read same, entitled, Directing City Attorney to
Prepare Resolution Establishing Final Assessments (W. Tower Dr.) Ald. Schaumberg
moved for adoption, seconded by Ald. Ford. Mayor Gottfried reviewed for the
aldermen previous actions taken by them in regard to the W. Tower Dr. matter.
Following a lengthy discussion, upon a roll call vote on the motion to adopt
Resolution $1169-75, Aldermen Colbum, Dumke, Foldy, Ford and Schaumberg voted
"aye"'. Aldermen Knudsen and Wallner voted "no". The motion to adopt carried.
Resolution $1170-75 - The Clerk read same, entitled, Appointment to Park and
Recreation Board (Bruce Engman). Ald. Foldy moved for adoption, seconded by
Ald. Schaumberg.

Upon a roll call vote the motion carried with Ald. Knudsen
sting a dissenting vote.
Resolution 8171-75 - The Clerk read same, entitled, Re-affirming Decision to
Connect Shore Lane and Lochcrest by Using Former Lassa Property. Ald. Knudsen
moved for adoption, seconded by Ald. Schaumberg. Discussion followed as to
whether or not the matter of the proposed right-of-way should be discussed
at a later day and Ald. Ford moved to defer action on Resolution j/171-75 until
the matter can be discussed with property owners involved at the Public Works
Committee meeting. Seconded by Ald. Knudsen. Upon a roll call vote on the
motion to defer the motion carried unanimously.
Resolution #158 - Accepting Offer to Purchase a Portion of City-owned Lot
(former Lassa Lot). This resolution is on the floor, however, since it is
directly related to Resolution $1171-75, Ald. Ford moved to defer action on
Resolution f/158-75. Seconded by Ald. Knudsen. Upon roll call the motion tu defer carried unanimously.
Resolution 8172-75 - . The Clerk read same, entitled, Directing the Attorney to

on the motion to adopt, Aldermen Colburn, Dumke and Ford voted "aye". Aldermen

not carry.
Resolution 8173-75 - The Clerk read same, entitled, Acceptance of Low Bid for
Fountainwood Ditch Project (Brookfield Culvert Co.) Ald. Schaumberg moved for
adoption, seconded by Ald. Knudsen. Upon a roll call vote the motion carried
with Ald. Wallner casting a dissenting vote.
Resolution 8174-75 - The Clerk read same, entitled, Authorizing Expenditure of
Funds for Bicentennial Celebration. Ald. Knudsen moved for adoption, seconded

Resolution 8176-75 - The Clerk read same, entitled, Authorizing Purchase
of Used Truck for Weed Conveyance. Ald. Schaumberg moved for adoption,
seconded by Ald. Ford. Upon roll call the motion carried unanimously.
Resolution #177-75 - The Clerk read same, entitled, Approval of Agreement
Between City of Muskego and Koeferl Estate (Re: Payment of a portion of
deferred sewer assessment). Ald. Knudsen moved for adoption, seconded
by Ald. Foldy. Upon roll call the motion carried unanimously.
Resolution 41178-75 - The Clerk read same, entitled,;Establishing Subdivision
Construction Specifications. Ald. Schaumberg moved for adoption, seconded
by Ald. Ford. Upon roll call the motion carried with Ald. Wallner casting
a dissenting vote.
Resolution #179-75 - Approval of Holding Tank Agreement With Gerald J.
Wierzba. Aid. Wallner moved to suspend the rules in order that this
resolution could be acted upon at this meeting. Seconded by Ald. Foldy.
Upon a roll call vote to suspend the rules, the motion carried with Ald.
Knudsen casting a dissenting vote. The Clerk read the resolution. Ald.
Knudsen moved for adoption, seconded by Ald. Foldy. Upon a roll call vote
to adopt, Aldermen Colburn, Dumke, Foldy, Knudsen and Wallner voted "aye".
Aldermen Ford and Schaumberg voted "no". The motion to adopt Resolution
8179-75 carried. .>' ,
VOUCHER APPROVAL - Ald. Foldy moved for the approval of payment of general
vouchers in the amount of $321,580.89. Seconded by Ald. Schaumberg, motion
carried.
Ald. Foldy moved for the approval of payment of sewer utility vouchers in
the amount of $4,222.91. Seconded by Ald. Schaumberg, motion carried.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of a "Gathering"
License for Muskego Softball Tournament (June 28 & 29, 1975 - Kurth Park)
Seconded by Ald. Dumke, motion carried.
Ald. Schaumberg moved for the approval of a "Gathering" License for St.
Paul"s Church, seconded by Ald. Bumke. Motion carried.
Ald. Schaumberg moved for approval of "Gathering" Permit for Men's Softball
Donkey baseball game for b/30/75, stibjectito; sponsorship. Seconded by Ald.
Foldy, motion carried.
Aid, Foldy moved for approval of a Dump Refuse Hauling Permit for Robert
Moeller. Seconded by Ald. Schaumberg, motion carried.
Aid, Schaumberg moved for approval of a Trap and Rifle Permit for Schultz
Rod and Gun Club, Paul Bukovic, Agt. Seconded by Ald. Colbum, motion
carried.
Ald. Schaumberg moved for approval of Class "A" Fermented Malt Beverage and
Intoxicating Liquor License for Donald Riberdy and Matthew Strublic (Cross-
roads Beer Depot). Seconded by Ald. Foldy, motion carried.
l Ald. Schaumberg moved for the approval of Operators License for Betty Mueller.
Seconded by Ald. Colbuni, motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
l The Clerk acknowledged a petition containing 117 signatures of residents of
Jewel Crest Subdivision requesting a boat launch site at Jewel Crest and
Emerald Drive. Same placed on file.
ADJOURNMENT - Ald. Ford moved to adjourn, seconded by Ald. Wallner, motion
