CITY OF MUSKEGO
MINUTES OF MEETING HELD MAY 13, 1975
The meeting was called to order at 7:36 P.M. by Mayor Gottfried. Also
present were Aldermen Colburn, Dumke, Foldy, Ford, Knudsen, Schaumberg
and Wallner, City Clerk Bette Bowyer and City Attorney John Buckley.
Ald. Schaumberg moved to approve the minutes of the previous meeting held
on April 22, 1975, and that they be placed on file. Seconded by Ald. Foldy, motion carried.
Ald. Schaumberg presented the report of the Finance Couunittee meeting held
on May 2, 1975, and moved that it be accepted and placed on file. Seconded
by Ald. Wallner, motion carried.
Ald. Colbum presented the report of the Public Safety Committee meeting
held on 5/g/75 and moved that it be accepted and placed on file. Seconded
by Ald. Wallner, motion carried.
Ald. Colbum presented the report of the Public Sewer Committee meeting
held on 515175 and moved that it be accepted and placed on file. Seconded
by Ald. Dumke, motion carried.
The minutes of the Plan Commission meeting held on May 6, 1975, were
received and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk acknowledged receipt of Mayor Gottfried's Proclamation of VFW
Buddy Poppy Month (May, 1975) and his proclamation of Poppy Month (May)
and POPPY WEEK being May 19th thru 26th for the American Legion Ladies
Auxiliary.
Mayor Gottfried advised that it had been requested that the public hearing
date regarding West Tower Drive be rescheduled from May 27, 1975, to June 10,
1975. Ald. Foldy then moved to reconsider Resolution j/122-75, As Amended,
entitled, Establishing Public Hearing and Assessment Ordinance for West
Tower Drive. Seconded by Ald. Wallner. Upon a roll call vote the motion to reconsider carried unanimously. Ald. Foldy moved to further amend Resolution i/122-75, As Amended, by changing the public hearing date from
May 27, 1975, to June 10, 1975, 7:00 P.M. Seconded by Ald. Knudsen. Upon
a roll call vote the motion to further amend carried unanimously. Upon a roll call vote to adopt Resolution $1122-75, As Amended, carried unanimously.
UNFINISHED BUSINESS
Ordinance $1297 - The Clerk gave the second reading of*same, entitled, An
Ordinance to Rezone Certain Property and to Amend the Zoning Map of the City
of Muskego (A. Basse property - RS2 and RS3 to RS2 with an OPD). Ald.
Schaumberg moved for adoption, seconded by Ald. Knudsen. Upon a roll call
vote the motion to adopt carried unanimously,
Ordinance $1299 - The Clerk gave the second reading of same, entitled, An
Ordinance to Rezone Certain Property and to Amend the Zoning Map of the
City of Muskego (Re: Hi-Y Ranches Subdivision from R2 OED to RS2). Ald.
Schaumberg moved to adopt Ordinance $1299. Seconded by Ald. Colbum. Upon
a roll call vote the motion to adopt carried unanimously.

An Ordinance to Rezone Certain Property and to Amend the Zoning Map of
the City of Muskego (Re: Dawson-Whitnes property in Sec. 5 from RS2 to Rl).
Ald. Schaumberg moved for adoption, seconded by Ald. Wallner. Upon a roll
call vote the motion to adopt carried unanimously.

Resolution $1124-75 - The Clerk read same, entitled, Preliminary Resolution
Declaring Intent to Levy Special Assessments for Sanitary Sewer Improvements
(Lembezeder Drive) Ald. Dumke moved for adoption, seconded by Ald. Knudsen.
Upon a roll call the motion carried unanimously.
Resolution 1~125-75 - The Clerk read same, entitled, Acceptance of Low Bid
for Culvert Installations (Brookfield Culvert Co,) Ald. Schaumberg moved
for adoption, seconded by Ald. Wallner. Upon roll call the motion carried
unanimously.
l Resolution j/126-75 - The Clerk read same, entitled, Appointment of Members
to Watershed Conmission (Aldermen Dumke and Ford and Mr. Daniel Amann).
Ald. Schaumberg moved for adoption, seconded by Ald. Colbum. Upon roll
call the motion carried unanimously.
Resolution #127-75 - The Clerk read same, entitled, Appointment of Members
to Capital Budget Committee. Ald. Schaumberg moved for adoption, seconded
by Ald. Dumke. Upon roll call the motion carried unanimously.
Resolution #128-75 - The Clerk read same, entitled, Accepting Community
Newspapers, Inc. (Muskego Sun) as the Official Newspaper of the City of
Muskego. Ald. Foldy moved for adoption, seconded by Ald. Wallner. Upon
roll call the motion carried unanimously.
Resolution i/129-75 - The Clerk read same, entitled, Approval of Final Plat
of Sunrise Terrace West (Town of Vernon). Ald. Ford moved for adoption, seconded by Ald. Colbum. Upon a roll call vote the motion carried
unanimously.
0 Resolution $1130-75 - The Clerk read same, entitled, Approval of Agreement
with IBM Corporation for copy Machine. Ald. Foldy moved for adoption,
seconded by Ald. Schaumberg. Upon roll call the motion carried unanimously.
At 8:25 P.M. Mayor Gottfried declared a recess and at 8~32 P.M. the meeting
reconvened.
Resolution #131-75 - The Clerk read same, Entitled, Approval of Preliminary
Plat for Guernsey Meadows. Ald. Ford moved for adoption, seconded by Ald.
Foldy. Ald. Ford moved that in accordance with city ordinance this res-
olution be referred to the Public Works Connnittee. Seconded by Ald. Knudsen. Upon a roll call vote the motion to refer Resolution j/131-75 to the Public
Works Connnittee the motion carried with Ald. Wallner casting a dissenting
vote.

of Street Light (Vicinity of Racine Ave. and Rock Freeway). Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Upon roll call vote the

- The Clerk read same, entitled, Authorizing Execution of
Easement Through City-Owned Property (Re: Sewer connection for Harding and
Lufkin Properties). Ald. Dumke moved for adoption, seconded by Ald. Colburn.
Upon roll call the motion carried unanimously.
Resolution f/135-75 - The Clerk read same, entitled, Acceptance of Low Bid

for Installation of Baseball Diamonds at Mill Valley School. Ald. Ford
moved for adoption, seconded by Ald. Knudsen. A lengthy discussion took
place and Ald. Ford moved to amend Resolution $1135-75 as follows: The 3rd
paragraph to read 'WHEREAS, the Park and Recreation Board has recommended
that the Bruce Company of Middleton, Wisconsin, be awarded the low bid of
$31,203.85, and by changing the amount of money in the 4th paragraph to be
$31,203.85. Motion seconded by Ald. Schaumberg. Upon a roll call vote to
amend Resolution 11135-75 the motion carried with Ald. Knudsen casting a
dissenting vote. On the motion to adopt Resolution $1135, As Amended, the
motion carried with Ald. Knudsen casting a dissenting vote.
Ordinance $1301 - The Clerk gave the first reading of same, entitled, An
Ordinance to Amend Section 3.10 of the Municipal Code (Re: Sewer service
e char~ge for theater and mall). Referred to Rules, Laws & Ordinance Committee.
Ordinance $1302 - The Clerk gave the second reading of same, entitled, An
Ordinance to Amend, Repeal and Recreate Certain Sections of Ch. 30 (Building
Code) of the Municipal Code of the City of Muskego. Referred to Rules, Laws
and Ordinance Committee.

Ordinance #303 - The Clerk gave the first reading of same, entitled, An
Ordinance Establishing West Tower Drive Assessment District and Levying
Special Assessments for Permanent Improvements Thereon. Referred to Rules,
Laws & Ordinance Committee.
LICENSE APPROVAL - Ald. Schaurrberg moved for the approval of a Class "B"
Fermented Malt Beverage and Intoxicating Liquor License for Donald Dixon
for the period from 5115175 to b/30/75. Seconded by Ald. Dumke, motion
carried.
Ald. Schaumberg moved for the approval of Operators Licenses for Maylynn
Raines and Diane Tarnowski. Seconded by Ald. Foldy, motion carried.
Ald. Foldy moved for the approval of Class "B" Fermented Malt Beverage and
Intoxicating Liquor Licenses as per list submitted by City Clerk. Seconded by
Ald. Schaumberg, motion carried.
Ald. Fold? moved for the approval of Class "A" Fermented Malt Beverage and
Intoxicating Liquor Licenses as per list submitted by City Clerk. Seconded
by Ald. Schaumberg, motion carried. "A"
Ald. Schaumberg moved for the approval of Class/Fermented Malt Beverage License for Robert A. Gumieny. Seconded by Ald. Dumke, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk gave the Building Report for the month
of April, 1975, indicating 30 dwelling units and one commercial (Tudor Oaks)
tiotal construction costs being $5,666,585.00. Report placed on file.
0 COMMUNICATIONS AN'D MISCELLANEOUS BUSINESS - The Clerk acknowledged receipt
of a claim from Joseph Vesbach in the amount of $752.00 for damage to his
soybean crop on leased land from the city.
l The Clerk read a comnunication from the Waukesha Blood Donor Club thanking
the city for support during the recent blood donor clinic. Placed on file.
ADJOURNMENT - Aid; Foldy moved to adjourn, seconded by Ald. Dumke. Motion
carried. The meeting adjourned at 9:18 P.M.
