ccm19750211COMMON COUNCIL CITY OFMUSKEGO MINUTES OF MEETING HELD ON FEBRUARY 11, 1975 l The meeting was called to order at 7:40 P.M. by Mayor Gottfried. Also present were Aldermen Colbum, Dumke, Foldy, Knudsen, Schaumberg and Wallner. Ald. Ford arrived at 8:lO P.M. Also present at the meeting were City Clerk Bette Bowyer and City Attorney John P. Buckley. l Ald. Schaumberg moved for the approval of the minutes of the meeting held on January 28, 1975, and that they be accepted and placed on file. Seconded by Ald. Dumke, motion carried. Ald. Schaumberg presented the reports of the Finance Connnittee meetings held on 215175 and 2111175 and moved that they be accepted and placed on file. Seconded by Ald. Foldy, motion carried. Ald. Dumke presented the report of the Public Works Committee meeting held on February 6, 1975, and moved that it be accepted and placed on file. Seconded by Ald. Wallner, motion carried. Aid. Knudsen presented the report of the Public Safety Committee meeting held on l/27/75 and moved that it be accepted and placed on file. Seconded l by Ald. Colbum, motion carried. The minutes of the Plan Commission meeting held on 214175 were received. Ald. Ford answered several questions regarding the Plan Commission's action on the request for expansion of conditional use by G & W Pattern Works. The minutes were placed on file. UNFINISHED BUSINESS Ordinance $1296 - The Clerk gave the second reading of same, entitled An Ordinance to Amend Ch. 18, Sec. 2.4 of the Municipal Code by Adding Thereto (3) (Re: Existing substandard lots). Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Upon a roll call vote the motion carried with Ald. Wallner casting a dissenting vote. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried advised that because Mr. Ed Subel resigned his position l as Chairman of Muskego's bicentennial celebration to be held in 1976 he would appreciate any suggestions that the aldermen might have for this appointment. Mayor Gottfried advised that the city has applied for technical assistance for a feasibility study for state aids to restore Little Muskego Lake. Mayor Gottfried discussed the results of his review of the suspension of rules for the past three years. NEW BUSINESS Resolution #27-75 - The Clerk read same, entitled, Authorizing Execution of Contract Between Teamsters Union Local W695 and City of Muskego (Police a Department). Ald. Schaumberg moved for adoption, seconded by Ald. Dumke. Upon a roll call vote the motion carried unanimously. Resolution j/28-75 - The Clerk read same, entitled, Initiating Petition to Amend Zoning District Map (NE% of Sec. 12 - RS3 to RS2 (Undeveloped l portions of Agenten, Katsfey & Koeferl properties) Public hearing to be March 11, 1975. Ald. Ford moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion carried with Ald. Wallner casting a dissenting vote. Common Council z/11/75 - P. 2 New business - cont'd. Resolution $129-75 - The Clerk read same, entitled, Approval of Preliminary Plat (Oleinik Property - Town of Vernon). Ald. Ford moved for adoption, seconded by Ald. Colbum. Upon roll call the motion to adopt carried unanimously. Resolution 830-75 - The Clerk read same, entitled, Authorizing Expenditure of $650.00 to Obtain Moody Rating. Ald. Schaumberg moved for adoption, seconded by Ald. Ford. Upon roll call the motion carried unanimously. Resolution #31-75 - The Clerk read same, entitled, Directing the City Attorney to Prepare an Amendment to the Zoning Map of the City of Muskego (Basse property). Ald. Schaumberg moved for adoption, seconded by Ald. Colbum. Upon roll call the motion carried unanimously. (Proposed rezoning to be from RS2 and RS3 to RS2 with an OPD). Resolution $132-75 - The Clerk read same, entitled, Declaring the City's Intent to Approve the Use of Assessment "B" Bonds for Private Developers (Basse property - Guernsey Meadows). Ald. Foldy moved for adoption, seconded by Ald. Wallner. Ald. Ford requested permission of his fellow aldermen to have Attorney Stephan Surridge, Bond Counsel, explain the various aspects of Assessment "B" Bonds. Ald. Knudsen objected to -, having Mr. Surridge speak. Mayor Gotffried-declared a recess at 8:50 P.M. and the meeting reconvened at 9:00 P.M. Ald. Knudsen then rescinded his objection to have Attorney Surridge speak. Mr. Surridge then explained the benefits derived by the issuance of Assessment "B" Bonds for private developers. Following further discussion Ald. Ford moved to call for the question. Seconded by Ald. Colbum. Upon a roll call vote to call for the question the motion carried with Ald. Knudsen casting a dissenting vote. Upon a roll call vote to adopt Resolution i/32-75 the motion carried with Ald. Dumke casting a dissenting vote. Resolution 833-75 - The Clerk read same, entitled, Creation of Position of Bookkeeper I. Ald. Foldy moved for adoption, seconded by Ald. Schaum- berg. .Upbn a roll call vote the motion-toy-adopt-carried unanimously. Resolution #34-75 - The Clerk read same, entitled, Establishing Salary Range for Park Superintendent. Ald. Foldy moved for adoption, seconded by Ald. Dumke. Ald. Knudsen moved to defer action on this resolution for two weeks. Seconded by Ald. Colbum. Ald. Ford spoke in opposition to the deferral and upon a roll call vote the motion to defer carried with Ald. Ford casting a dissenting vote. Resolution j/35-75 - The Clerk read same, entitled, Authorizing a Sewer Utility Rate Study. Ald. Dumke moved for adoption, seconded by Ald. Schaumberg. Following a lengthy discussion Ald. Knudsen moved to defer action on Resolution #35-75 until Ehlers and Associates (Financial Con- sultants) could provide the city with an outline of their utility rate proposal. Seconded by Ald. Wallner. Upon a roll call vote to defer action, Aldermen Colbum, Dumke, Foldy, Ford and Schaumberg voted "no". Aldermen Knudsen and Wallner voted "aye". The motion to defer did not carry. Upon a roll call vote to adopt Resolution 835-75 the motion carried unanimously. Resolution #36-75 - The Clerk read same, entitled, Authorizing Expenditure for Improvement of City Hall Speaker System. Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion carried unanimously. Common Council 2/11/75 - P. 2 New business - cont'd. Resolution j/37-75 - The Clerk read same, entitled, Authorizing Application for ORAP and LAWCON Funds to Acquire Land for Access on Little Muskego Lake (Tinti-Daeda property or Schwefel property) Ald. Colbum moved for adoption, seconded by Ald. Ford. Ald. Knudsen moved to amend the resolution by deleting the Tinti-Daeda property on the east end of Little Muskego Lake. Seconded by Ald. Foldy. Ald. Colbum spoke as being opposed to the amendment and Ald. Foldy spoke in favor of the amendment. Upon a roll call vote on the motion to amend, Aldermen Colbum, Ford, Schaumberg and Wallner voted "no". Aldermen Dumke, Foldy and Knudsen voted "aye". The motion to amend did not carry. Upon a roll call vote to adopt Resolution j/37-75, the motion carried with Ald. Foldy casting a dissenting vote. Resolution $138-75 - The Clerk read same, entitled, Approval of Holding Tank for Bass Bay Sportsmen's Club. Ald. Ford moved for adoption, seconded by Ald. Dumke. Upon roll call the motion to adopt carried unanimously. l Resolution i/39-75 - The Clerk read same, entitled, Establishing Salary for Sewer Inspector. Ald. Dumke moved for adoption, seconded by Ald. Schaumberg. Upon a roll call vote the motion carried unanimously. LICENSE APPROVAL - Ald. Schaumberg moved for the approval of a Class "A" Malt Beverage Wholesaler's License for Robert A. Gumieny. Seconded by Ald. Knudsen, motion carried. Ald. Schaumberg moved for the approval of Operators License for Richard Van Scoy. Seconded by Ald. Knudsen, motion carried. VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of general vouchers in the amount of $13,891.04. Seconded by Ald. Dumke. Upon a roll call vote the motion carried unanimously. CITY OFFICIAL'S REPORTS - The Clerk gave the Building Report for the month of January, 1975, indicating 13 new dwelling units and total construction costs for that month in the amount of $350.700.00.
