MINUTES OF MEETING HELD ON JANUARY 28, 1975

The meeting was called to order at 7:41 P.M. by Mayor Gottfried. Also
pr~esent were Aldermen Colbum, Dumke, Foldy, Ford, Knudsen and Schaumberg
Ald. Wallner arrived at 8:00 P.M. City Clerk Bette Bowyer and City Attorney Buckley were also present.
Ald. Schaumberg moved for the approval of the minutes of the meeting

held on January 19, 1975, and that they be accepted and placed on file.
Seconded by Ald. Knudsen, motion carried.
Ald. Schaumberg presented the reports of the Finance Committee meeting
held on l/19/75 and moved that it be accepted and placed on file.
Seconded by Ald. Foldy, motion carried.
Ald. Dumke presented the report of the Public Works Committee meeting
held on January 23, 1975, and moved that it be accepted and placed on
file. Seconded by Ald. Schaumberg, motion carried.
Ald. Colbum presented the report of the Rules, Laws & Ordinance
Committee meeting held on l/16/75 and moved that it be accepted and
placed on file. Seconded by Ald. Foldy, motion carried.
l Ald. Schaumberg presented the report of the Public Sewer Committee I meeting held on l/15/75 and moved that it be accepted and placed on
file. Seconded by Ald. Colbum, motion carried.
The minutes of the Plan Commission meeting held on January 21, 1975,
were received and placed on file.

NEW BUSINESS
Resolution #14-75 - The Clerk read same, entitled, Authorizing the
Purchase of Weed Harvester. Ald. Schaumberg moved for adoption,
1 seconded by Ald. Colbum. Upon roll call the motion carried unanimously.
Resolution 1115-75 - The Clerk read same, entitled, Denial of Claim
I (Ervin Schuller). Ald. Schaumberg moved for adoption, seconded by Ald.

Dumke. Upon roll call the motion to adopt carried unanimously.
Resolution #lb-75 - The Clerk read same, entitled, Authorizing the
Advertising of Bids for Radio Equipment Maintenance. Ald. Foldy moved
for adoption, seconded by Ald. Schaumberg. Upon roll call the motion
carried unanimously.
Resolution #17-75 - The Clerk read same, entitled, Authorizing Refund
for Sewer Usage Charge (Opitz). Ald. Schaumberg moved for adoption,
seconded by Ald. Foldy. Upon roll call the motion carried unanimously.
Resolution 819-75 - The Clerk read same, entitled, Initiating Petition to
Amend Zoning District Map (SW comer of Racine Ave. and Tans Dr. (RS-2 to
R-l). Ald. Ford moved for adoption, seconded by Ald. Schaumberg.

Resolution #20-75 - The Clerk read same, entitled, Initiating Petition to Amend Zoning District Man (Re: Hi-Y RanchesIfrom R-2 OED to RS). Ald.
Ford moved for-adoption, seconded by Ald. Colbum. Upon a roll iall vote

Resolution j/21-75 - The Clerk read same, entitled, Initiating Petition to
Amend Zoning District Map (C. Luedtke, F. Schaefer and B. Diekfuss Property-
from RS-3 to RS-2). Ald. Ford moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion carried unanimously. Public hearing
to be 2125175 at 7~20 P.M. in the city hall.
Resolution #22-75 - The Clerk read same, entitled, Authorizing the
Borrowing of Funds. Ald. Foldy moved for adoption, seconded by Ald.
Schaumberg. At this time Mayor Gottfried requested permission of the
aldermen present to have the city's financial consultant, or. Seegar
Swanson of Ehlers & Associates, speak. As there were no objections Mr. Swanson reviewed his report...dated January 28, 1975, to the Council
and recommended that plans be made immediate for the borrowing of funds
for the 1975 capital budget. Upon a roll call vote to adopt Resolution #22-75, the motion carried unanimously.
Resolution #23-75 - The Clerk read same, entitled, Approval of Rescue Con- tract Between the City of Muskego and the Tess Corners volunteer Fire
Department. Ald. Ford moved for adoption, seconded by Ald. Wallner. Upon
roll call the motion carried unanimously.
Resolution i/24-75 - The Clerk read same, entitled,Authorizing Refund for
Sewer-Lateral (Donald- Shine). Aid. Dumke moved for adoption, seconded
by Ald. Schaumberg. Upon a roll call vote the motion to adopt carried

Resolution #25-75 - The Clerk read same; entitled, Appointment of
Election Workers. Ald. Schaumberg moved for adoption, seconded by Ald.
Colbum. Upon roll call the motion carried unanimously.
Resolution i/26-75 - The Clerk read same, entitled, Requesting Permission
for all Aldermen to Attend Negotiating Sessions (Introduced by Ald.
Knudsen). Ald. Knudsen moved for adoption, seconded by Ald. Wallner.
Ald. Knudsen moved to amend the last line of the first paragraph to
read " . . ..and the remaining aldermen may be present for observation only."
instead of-" . ..shall be present..." Seconded by Ald. Foldy. Upon a
voice vote the motion carried. Considerable discussion followed, and
Ald. Foldy moved to further amend Resolution #26-75 by adding the follow-
to the first paragraph"... provided that this is mutually agreed to by
both negotiating parties." Seconded by Ald. Knudsen. Following more
discussion, upon a roll call vote to further amend the resolution,
Aldermen Colbum, Dumke, Knudsen and Wallner voted "no". Aldermen Foldy,
Ford and Schaumberg voted "aye". The motion to further amend did not
carry. Following more discussion, Ald. Schaumberg moved to defer
action on Resolution i/26-75 until the next meeting. Seconded by Ald.
Dumke. Upon a roll call vote to defer, Aldermen Colbum, Dumke, Foldy,
Ford and Schaumberg voted "aye". Aldermen Knudsen and Wallner voted
"no" . The motion to defer Resolution i/26-75, As Amended carried.
Resolution #27-75 - Authorizing Execution of Contract Between Teamsters
Union Local #695 and City of Muskego (Police Department). Ald. Ford
moved to suspend the rules in order that this resolution could be acted
upon at this meeting. Seconded by Ald. Colbum. Upon a roll call vote
to suspend the rules, Aldermen Colbum, Dumke, Foldy and Schaumberg
voted "aye". Aldermen Ford, Knudsen and Wallner voted "no". Since a
two-thirds vote is needed to suspend the rules, Resolution #2?-75 could
not be acted on at this meeting.

a Ordinance #296 - The Clerk gave the first reading of same, entitled,
An Ordinance to Amend Ch. 18, Sec. 2.4 of the Municipal Code by
Adding Thereto (3) (Re: existing substandard lots)
* VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment
of general vouchers in the amount of $239,986.48 payable l/28/75.
Seconded by Ald. Foldy, Motion carried.unanimously upon roll call.
Ald. Schaumberg moved for the approval of payment of sewer utility
vouchers in the amount of $3,243.91 payable l/28/75. Seconded by
Ald. Foldy. Upon roll call the motion carried unanimously.
LICENSE APPROVAL - Ald. Foldy moved for the approval of Operators
Licenses for James Lovald and Mark DeBack. Seconded by Ald. Schaumberg,
motion carried.
Ald. Schaumberg moved for the approval of a "Gathering" License for l the Muskego Icetronauts for February 8 and 9, 1975, at the Milton Muehl
farm. Seconded by Ald. Colburn, motion carried.
Ald. Foldy moved for the approval of a "Gathering" License for St.
Leonard's Home and School for April 5th, 1975. Seconded by Ald. Dumke,
motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
City Attorney Buckley reported on pending litigation with the city.
Mayor Gottfried reported on the detailed steps to be taken in order
to have Muskego qualify for funds through the federal Comprehensive
Community Development Program.
ADJOURNMENT - Ald. Schaumberg moved to adjourn, seconded by Ald.
Knudsen. Motion carried. The meeting adjourned at 9:51 P.M.
