CITY OF MUSKEGO
MINUTES OF MEETING HELD ON JANUARY 14, 1975
The meeting w&s called to order at 7:44 P.M. by Mayor Gottfried. Also
present were Aldermen Colbum, Dumke, Foldy, Ford, Knudsen, Schaumberg
and Wallner, City Clerk Bette J. Bowyer and City Attorney John P. Buckley
Ald. Schaumberg moved for the approval of the minutes of the meeting held
on December 23, 1974, and that they be accepted and placed on file.
Seconded by Ald. Colbum, motion carried.
Ald. Schaumberg presented the reports of the Finance Committee meetings
held on December 18, 1974 and January 8, 1975, and moved that they be accepted and placed on file. Seconded by Ald. Dumke. Following a dis-
cussion on bidding procedures the motion to accept the reports and place
them on file carried.
Ald. Dumke presented the report of the Public Works Committee meeting held
on January 9, 1974, and moved that the report be accepted and placed on
file. Seconded by Ald. Schaumberg, motion carried.
Ald. Knudsen presented the report of the Rules, Laws & Ordinance Connnittee
meeting held on 12/26/75 and moved that the report be accepted and placed
on file. Seconded by Ald. Wallner, motion carried.
Ald. Foldy presented the report of the Public Welfare Committee meeting
held on 12112174 and moved that it be accepted and placed on file.
Seconded by Ald. Colbum, motion carried.
Ald. Schaumberg presented the report of the Public Sewer Committee
meeting held on 12/11/75 and moved that the report be accepted and placed
on file. Seconded by Ald. Colbum. Motion carried.
The minutes of the Plan Commission meeting held January 7, 1975, were
received and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read a communication from Mayor Gottfried, dated January 14,
1975, directed to the aldermen, indicating his intent to appoint a
committee made up of citizens with various occupations to determine
whether or not our city has grown and developed as the majority of
its citizens wished. He further requested that the aldermen submit
names of citizens who they feel could serve this committee effectively.
Resolution j/13-75,- The Clerk read same, entitled, Denial of
Grievance of Muskego Professional Policeman's Association. Ald.
Schaumberg moved for adoption, seconded by Ald. Foldy. In accordance
with Article IV, Grievance Procedure, Section 1, Step Two of the
contract between the City of Muskego and the Teamsters Union Local 695,
the Common Council heard the grievance as presented by Officer Richard
Eddings, representing the MPPA. Following a lengthy discussion, upon
a roll call vote to adopt Resolution i/13-75, Aldermen Colburn, Dumke,
Foldy, Ford and Schaumberg voted "aye". Aldermen Knudsen and Wallner
voted "no". The motion to adopt Resolution j/13-75 carried.

Resolution #l-75 - The Clerk read same, entitled, Approval of Fire Protection
Contract Between City of Muskego and Muskego Volunteer Fire Co. Ald. Knudsen
moved for adoption, seconded by Ald. Foldy. Upon roll call the motion
carried unanimously.
Resolution j/2-75 - The Clerk read same, entitled, Approval of Fire Pro-
tection Conract Between City of Muskego and Tess Corners Volunteer Fire
Company. Ald. Foldy moved for adoption, seconded by Ald. Dumke. Upon
roll call the motion carried unanimously.
Resolution #3-75 - The Clerk read same, entitled, Approval of Leave of
Absence for Sgt. Dzibinski (To attend F.B.I. Academy in Washington D. C.)
Ald. Ford moved for adoption, seconded by Ald. Colburn. Upon roll call
the motion carried unanimously.
Resolution $14-75 - The Clerk read same, entitled, Approval of Holding Tank
Agreement With Richard Thode. Ald. Foldy moved for adoption, seconded by
Ald. Wallner. Upon roll call the motion carried unanimously.
Resolution #5-75 - The Clerk read same, entitled, Indicating the City's
Intent to Permit Connection Into Its Municipal Sewer System (Kristin Downs)
Ald. Dumke moved for adoption, seconded by Ald. Colburn. Upon roll call
on the motion to adopt Aldermen Colburn, Dumke, Foldy, Knudsen, Wallner
and Schaumberg voted "aye". Ald. Ford voted "no". The motion carried.
Resolution 86-75 - The Clerk read same, entitled, Indicating the City's
Intent to Permit Connection Into Its Municipal Sewer System (A. Basse
Property). Ald. Dumke moved for adoption, seconded by Ald. Wallner. Upon
a roll call vote to adopt the motion carried unanimously with Ald. Ford
casting a dissenting vote.
Resolution #7-75 - The Clerk read same, entitled, Authorizing Tax
Researchers, Inc. to Investigate Income Tax Allocations. Ald. Schaumberg
moved for adoption, seconded by Ald. Foldy. Upon roll call the motion
carried unanimously.
Resolution 88-75 - The Clerk read same, entitled, Authorizing the Joining
of the Wisconsin League of Municipalities. Ald. Schaumberg moved for
adoption, seconded by Ald. Wallner. Upon roll call the motion carried
unanimously.
Resolution 89-75 - The Clerk read same, entitled, Authorizing Negotiations
for the Purchase of a Weed Harvester. Ald. Ford moved for adoption,
seconded by Ald. Knudsen. Upon roll call the motion carried unanimously.
Resolution #lo-75 - The Clerk read same, entitled, Authorizing the
Advertising of Bids for a Sewer Cleaner. Ald. Schaumberg moved for
adoption, seconded by Ald. Knudsen. Upon roll call the motion carried
unanimously.
Resolution j/11-75 - The Clerk read same, entitled, A Resolution Amending
Resolution $1272-74 (Re: 1975 salaries - Library pages, rifle instructor
and park building custodian) Ald. Schaumberg moved for adoption, seconded
by Ald. Knudsen. Upon roll call motion carried unanimously.

6 Resolution #12-75 - The Clerk read same, entitled, Establishing Salary
for Clerical Help in the Assessor's Office. ($3.92 per hr.) Ald. Foldy
moved for adoption, seconded by Ald. Schaumberg, motion carried. l LICENSE APPROVAL - Ald. Foldy moved for the approval of Operators License
l for Calvin Albers and James Decker. Seconded by Aid. Schaumberg, motion
carried.
Ald. Schaumberg moved for approval of Scott Krause to act as Agent for
Muskego Lakes Corporation. Seconded by Ald. Knudsen, motion carried.
VOUCHER APPROVAL - Ald. Schaumberg moved to approve payment of vouchers
in the amount of $27,585.53 payable l/14/75 ($17,585.53 for work at Schmidt
Park and $lO,OOO.OO to Brookfield Culvert Co.) Seconded by Ald. Dumke.
Upon roll call the motion carried unanimously.

CITY OFFICIAL'S REPORTS - Attorney Buckley reported on pending litigation
with the city.
l The Clerk read the Building Report for the month of December, 1974,
indicating three new dwellings and total construction in the amount of
$136,960.00. Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a claim from Ervin A. Schuller, W. Janesville Rd., dated
12131174, regarding damage to his home during sewer construction work on
S.T.H. 24. Same referred to City Attorney and the city's insurance carrier.
The Clerk read a recommendation from the Plan Commission regarding an
amendment to the Land Division Ordinance as to existing substandard lots.
Same referred to Rules, Laws & Ordinance Committee and City Attorney.
ADJOURNMENT - Aid. Ford moved to adjourn, seconded by Ald. Colbum, motion
carried. The meeting adjourned at lo:35 P.M.
