ccm19741210COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD DECEMBER 10, 1974 The meeting was called to order at 7~55 P.M. by Mayor Gottfried. Also present were Aldermen Colbum, Foldy, Ford, Dumke, Knudsen, Schaumberg and Wallner, City Attorney John Buckley and City Clerk Bette Bowyer. Ald. Knudsen moved for the approval of the minutes of the meeting held on November 26, 1974, and that they be accepted and placed on file. Seconded by Ald.Colfurn, motion carried. Ald. Schaumberg presented the report of the Finance Committee meeting held on 1214174 and moved that it be accepted and placed on file. Seconded by Ald. Dumke, motion carried. Ald. Dumke presented the report of the Public Works Cormnittee meeting held on 12/5/74 and moved that it be accepted and placed on file. Seconded by Ald. Schaumberg, motion carried. Ald. Ford presented the report of the Public Safety Committee meeting held on 1212174 and moved that it be accepted and placed on file. Seconded by Ald. Wallner, motion carried. The minutes of the Plan Commission meeting held on 12/3/74 were received and placed on file. NEW BUSINESS Resolution 8279-74 - The Clerk read same, entitled, Establishing Traffic Regulations (Re: Intersection of Muskego Dam Dr. and Kelsey Dr.) Ald. Ford moved for adoption, seconded by Ald. Wallner. Upon a roll call vote the motion to adopt carried unanimously. Resolution #280-74 - The Clerk read same, entitled, Authorizing Installation of Street Lights (On Durham Dr. at its intersections with Dartmouth, Cornell and Westcot Drives) . Ald. Ford moved for adoption, seconded by Ald. Wallner. Upon roll call the motion carried unanimously. Resolution j/281-74 - The Clerk read same, entitled, Approval of Contract Between Association Hospital Services, Inc. and the City of Muskego. Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Upon a roll call vote the motion carried unanimously. Resolution $1283-74 - The Clerk read same, entitled, Denial of Legal Status (D. Shine). Ald. Ford moved for adoption, seconded by Ald. Knudsen. Upon a roll call vote the motion carried with Ald. Wallner casting a dis- senting vote. Resolution 8284-74 - The Clerk read same, entitled, Extending Deadline Date for Partial Payment of 1974 Real Estate Taxes (to last day of February, 1975) Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion carried unanimously. Resolution 8282-74 - Ald. Schaumberg moved to suspend the rules in order that this resolution could be brought to the floor. Seconded by Ald. Colbum. Upon a roll call vote to suspend the rules, Aldermen Colbum, Dumke, Foldy, Schaumberg and Wallner voted "aye". Aldermen Ford and Knudsen voted "no". The motion to suspend the rules carried. The Clerk read the resolution, entitled, Acceptance of Low Bid for Five New 1975 Model Squad Cars. Ald. Schaumberg moved for adoption, seconded by Ald. Common Council 12/10/74 P. 2 New Business - Cont'd. Wallner. Following a review of a portion of the bids by Mayor Gottfried, Ald. Ford moved to defer action on Resolution i/282-74 until the next Council meeting to give Chief Kraus an opportunity to meet with the Finance Committee to discuss the various bids. Seconded by Ald. Knudsen. Upon a roll call vote to defer the motion carried unanimously. Ordinance $1295 - The Clerk gave the first reading of same, entitled, Appropriating the Necessary Funds for the Operation of the Government and Administration of the City of Muskego for the Year 1975. Ald. Foldy moved to suspend the rules that would interfere with the adoption of Ordinance 8295. Seconded by Ald. Schaumberg. Upon a roll call vote to suspend the rules the motion carried with Ald. Knudsen casting a dis- senting vote. The Clerk gave the second reading of Ordinance W295. Ald. Schaumberg moved for adoption, seconded by Ald. Colbum. Upon a roll call vote the motion carried unanimously. VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment of voucher in the amount of $64,473.35. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously (Kelsey Drive Project) LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators Licenses for Richard Thode, Jerry Coubal, Joseph Hulman, Robert Iverson and Janice Masalewicz. Seconded by Ald. Dumke. Upon a voice vote the motion carried. Ald. Schaumberg moved for the approval of a Class "B" Fermented Malt Beverage and Intoxicating Liquor License for William D. Glynn and Lyle Witt (former Schubert's). Seconded by Ald. Foldy, motion carried. Ald. Schaumberg moved for the approval of a Class "B" Fermented Malt Beverage License for John M. Kapsos, Jr. subject to the 15 day waiting period following advertising and subject to the condition that the premise would be read to open for business by June 1, 1975. Seconded by Ald. Knudsen. CITY OFFICIALS'S REPORTS - The Clerk gave the Building Report for the month of November indicating seven new dwellings and total construction in the amount of $264,500.00 for that month. Report placed on file. COMMUNICATIONS AND MISCELLANEOUS BUSINESS As the next Common Council meeting would be scheduled for Christmas Eve, the aldermen agreed to meet on Monday, December 23, 1974, at 7~30 P.M. Clerk Bowyer read a communication from Ald. Richard Knudsen, dated December 2, 1974, directed to Mayor Gottfried, regarding the December city newsletter. Communication placed on file. Mayor Gottfried advised that at the next Council meeting a public hearing would be set regarding the extension of Wentland Drive. ADJOURNMENT - Ald. Colbum moved to adjourn, seconded by Ald. Wallner.
