ccm19741204COMMON COUNCIL - MEETING OF THE WHOLE (RE: 1975 CITY BUDGET) MINUTES OF MEETING HELD DECEMBER 4, 1974 - l The meeting began at 8:20 P.M. Present were Mayor Gottfried, Aldermen Colburn, Dumke, Ford, Foldy, Schaumberg and Wallner, City Clerk Bette J. Bowyer. Aid.,.Knudsen was absent. Ald. Foldy nominated that Mayor Gottfried act as Chairman of the meeting. Seconded by Ald. Ford. As there were no further nominations, Ald. Schaumberg moved that nominations be closed. Seconded by Ald. Foldy, motion carried. Mayor Gottfried then took the Chair. Mayor Gottfried reviewed for the aldermen the increase to the contingency fund in the amount of $100,000.00. The revenues to the budget were then reviewed with questions raised concerning sale of maps, interest on investments, etc. Ald. Ford questioned whether or not any alderman could check on the city's investment policy, such as rate of interest, where invested, terms, etc. On the proposed budget Mayor Gottfried reviewed and answered questions from the aldermen regarding Mayor and Council expenses for Conferences and Conventions, Legal fees, City maps, employee's welfare, social security and emergency police, dues and memberships, office supplies for police department, fire departments (Tess Comers) salaries in Building Inspection Department, Highway Maintenance, road oils and asphalt, and books and magazines under the Library catagory. Ald. Schaumberg moved to amend the salaries of the Park and Recreation Department to be $41,115.00 and to amend the Maintenance of Buildings and Grounds to be $5,500.00 and that the total budget, expenditures and revenus be set at the amount of $1,745,779.15 and that this amount be presented at the public hearing to be held December 10, 1974. Seconded by Ald. Dumke and upon the voice vote the motion carried. The 1975 capital budget was then discussed with particular emphasis on development of the balance of the industrial park as it relates to sewer and water installation, asphalting of streets, etc. Ald. Foldy moved to increase the amount of the 1975 capital budget by $400,000.00 for the purpose of developing the balance of the industrial park for installation of water and sewers and water and the asphalting of the streets and that the amount of the 1975 capital budget be set at $883,551.00 and that said amount be presented at the public hearing on December 10, 1974. Seconded by Ald. Colbum. Upon a voice vote the motion carried. Ald. Foldy moved to adjourn, seconded by Ald. Schaumberg, motion carried. The meeting adjourned at lo:05 P.M.
