CITY OF MUSKEGO
MINUTES OF MEETING HELD NOVEMBER 12, 1974
The meeting was called to order at 7~40 P.M. by Mayor Gottfried. Also
a
present were Aldermen Colburn, Foldy, Dumke, Ford, Knudsen, Schaumberg
and Wallner, City Clerk Bette Bowyer and City Attorney John P. Buckley.
Ald. Schaumberg moved for the approval of the minutes of the meeting held l on 10/22/74, and that they be accepted and placed on file. Seconded by
Ald. Dumke, motion carried.
Ald. Schaumberg presented the reports of the Finance Committee meetings
held on 1116174 and 11/12/74 and.moved that they be accepted and placed
on file. Seconded by Ald. Dumke, motion carried.
Ald. Ford presented the report of the Public Works Committee meeting held
on 1117174 and moved that it be accepted and placed on file. Seconded by
Ald. Dumke, motion carried.
Ald. Knudsen presented the report of the Public Welfare Committee meeting
held on 10124174 and moved that it be accepted and placed on file. Seconded
by Ald. Wallner, motion carried.
l Ald. Dumke presented the report of the Public Sewer Committee meeting held
on 11/11/74 and moved that it be accepted and placed on file. Seconded by
Ald. Colburn, motion carried.
UNFINISHED BUSINESS
Resolution j/234-74 - Resolution Cancelling Gravel, Inc. Bond. Ald. Knudsen
moved to defer action on same for two weeks sol the matter can be discussed
further with the Welfare Committee and the City Attorney. Seconded by Ald.
Ford, motion carried.
Resolution #250-74 - Creating Position of Temporary Cadet for Police Dept.
This resolution was on the floor and upon a roll call vote the motion to
adopt carried unanimously.
Ordinance #292 - The Clerk gave the second reading of same, entitled, An
Ordinance to Amend the Zoning District Map of the City of Muskego (Re:
Rezoning of Certain Wetland/Floodplain areas of the city) Ald. Foldy
a
moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion
to adopt carried with Ald. Knudsen casting a dissenting vote.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried brought to the aldermen's attention the fact that this week
was the 10th anniversary of Muskego becoming a city.
NEW BUSINESS
Resolution j/254-74 - The Clerk read same, entitled, City of Muskego Initial
Resolution Regarding Industrial Revenue Bonds. (Not to exceed $300,000.00)
e Ald. Foldy moved for adoption, seconded by Ald. Knudsen. With the permission
of the aldermen, Mr. Gordon Kottke, President of Interstate Tool & Engineering
co., spoke and in answer to a question from Ald. Wallner, he indicated that
70% of the money would be used for the construction of the building, 25%
would be used for machinery and equipment and 5% closing costs, etc. Upon a
roll call vote the motion to adopt Resolution $1254-74 carried unanimously,

Resolution $1255-74 - The Clerk read same, entitled, Conunending the Muskego
Warriors for Winning the 1974 Parkland Conference Football Championship.
l Ald. Foldy moved for adoption, seconded by Ald. Knudsen. Upon roll call the
motion carried unanimously.
l Resolution $1256-74 - The Clerk read same, entitled, Acceptance of Offer to
Purchase Parcel of Land in Industrial Park (Ludwig Jakober). Ald. Knudsen
moved for adoption, seconded by Ald. Foldy. Upon roll call the motion
carried unanimously. (Parcel being Lot 9 Block 2 - $22,560.00)
Resolution #257-74 - The Clerk read same, entitled, Granting Permit to
Payne & Dolan of Wis. to Operate a Portable Asphalt Plant. Ald. Ford
moved for adoption, seconded by Ald. Schaumberg. Upon roll call the
motion carried unanimously.
Resolution i/258-74 - The Clerk read same, entitled, Approval of Certified
Survey Map (Burazin - Industrial Park). Ald. Ford moved for adoption,
seconded by Ald. Colbum. Upon roll call the motion carried unanimously.
Resolution $1259-74 - The Clerk read same, entitled, Approval of Certified
l Survey Map (Root River Investment Co.). Ald. Ford moved for adoption,
seconded by Ald. Foldy. Upon roll call the motion carried unanimously.
Resolution $1260-74 - The Clerk read same, entitled, Approval of Certified
Survey Map (Walter Paepke). Ald. Ford moved for adoption, seconded by Ald.
Schaumberg. Upon roll call the motion carried unanimously.
Resolution i/261-74 - The Clerk read same, entitled, Denial of Certified
Survey Map (C. Gratzek-Jewel Crest Subdivision). Ald. Ford moved for
adoption, seconded by Ald. Schaumberg. Upon roll call the motion carried
with Ald. Wallner casting a dissenting vote.
Resolution j/262-74 - The Clerk read same, entitled, Appointment of Citizen
Member to Park & Recreation Board (Tom Raimann). Upon roll call the motion
carried with Ald. Knudsen casting a dissenting vote.
Resolution 11264-74 - The Clerk read same, entitled, Establishing Salary for
Deputy Inspector. Ald. Schaumberg moved for adoption, seconded by Ald.
Ford. Upon roll call the motion carried with Ald. Knudsen casting a dis- a senting vote.
Resolution j/265-74 - The Clerk read same, entitled, Acceptance of Roads
and Public Utilities in Lakeview Hills Subdivision. Ald. Schaumberg moved
for adoption, seconded by Ald. Wallner. Upon roll call the motion carried
unanimously.
Resolution j/266-74 - The Clerk read same, entitled, Acceptance of Roads and
Public Utilities in Kurthwood Subdivision. Ald. Schaumberg moved for
adoption, seconded by Ald. Dumke. Upon roll call the motion carried
unanimously.
l Resolution 8267-74 - The Clerk read same, entitled, Acceptance of Roads
and Public Utilities in "The Ridges" Subdivision. Ald. Schaumberg moved
for adoption, seconded by Ald. Colbum. In answer to Ald. Knudsen's comment
regarding the intersection of Tans Dr. and High Bluff Dr., Ald. Schaumberg
advised that any possible problem would be taken under advisement at the
next meeting of the Public Works Committee. Upon roll call the motion to
l adopt carried unanimously.

M & E Replacement Bill. Ald. Schaumberg moved for adoption, seconded by

Ordinance #293 - The Clerk gave the first reading of same, entitled, An

Ordinance to Rezone Certain Property and to Amend the Zoning Map of the
City of Muskego (Re: Rezoning I-l to A - Sec. 36.
Ordinance #294 - The Clerk gave the first reading of same, entitled, An
Ordinance to Amend the Zoning Map of the City of Muskego (Re: Rezoning
of B-2 to RS2 - Triangular parcel of land between College Ave. and Martin
Drive.)
Resolution 8269-74 - Ald. Knudsen moved to suspend the rules that would
permit this resolution to be acted upon at this meeting. Seconded by Ald.
Schaumberg. Upon roll call the motion carried unanimously. The Clerk
read the resolution, entitled, Accepting the Report of the Board of
Canvassers of the November 5th, 1974, General Election. Ald. Schaumberg
moved for adoption, seconded by Ald. Wallner. Upon a voice vote the motion
carried.
e LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators
Licenses for Joyce Rankin, Louis Kafura, Cheryl Glynn, Jess McClure and
Carol Schimming. Seconded by Ald. Foldy. Upon a voice vote the motion
carried.
Ald. Schaumberg moved for the approval of a "Gathering" License for St.
Leonard's Holy Name Society for 11115174. Seconded by Ald. Foldy, motion
carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for October,
1974, indicating 14 new dwellings and total construction in the amount of
$684,710.00. Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk advised that she was in receipt of a petition for legal lot status
from Mary Prestin for Lot 35 Mill Valley Heights. Referred to Plan Commissicar

The Clerk read notice of claim for injury dated 1117174 for Michael McKinney.
Same referred to City Attorney and insurance carrier.
ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. Colbum,
motion carried. The meeting adjourned at 9:05 P.M.
