CITY OF MUSKEGO
MINUTES OF MEETING HELD OCTOBER 8, 1974
The meeting was called to order at 7~36 P.M. by Mayor Gottfried. Also
present were Aldermen Colbum, Foldy, Ford, Knudsen and Wallner. Absent were Aldermen Schaumberg and Dumke.
Ald. Foldy moved for the approval of minutes of meeting held g/24/74 and
that they be placed on file, Seconded by Ald. Wallner, motion carried.
Ald. Foldy presented the report of the Finance Committee meeting held on
1012174 and moved that it be accepted and placed on file. Seconded by Ald.
Colbum, motion carried.
Ald. Ford presented the report of the Public Works Committee meeting held
on 1013174 and moved that it be accepted and placed on file. Seconded by
Ald. Foldy, motion carried.
Ald. Foldy presented the report of the Public Welfare Committee meeting
held on 9126174 and moved that it be accepted and placed on file. Seconded
by Ald. Ford, motion carried.
Ald. Ford presented the report of the Public Safety Committee meeting held
on 1017174 and moved that it be accepted and placed on file. Seconded by
Ald. Wallner, motion carried.
The minutes of the Plan Commission meeting held on 10/l/74 were received
and placed on file.
UNFINISHED BUSINESS
Ordinance l/289.- The Clerk gave the second reading of same, entitled, An
Ordinance to Amend Section 12.01 (5) (c) of the Municipal Code (Re: Raising
Class "B" Fermented Malt Beverage Licenses from 38 to 39. Ald. Foldy moved
for adoption, seconded by Ald. Ford. Upon a roll call vote to adopt Re
Ordinance #289, Aldermen Foldy, Ford and Knudsen voted "aye". Aldermen
Colburn and Wallner voted "no". The motion to adopt carried.
COmICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that Halloween Handout activities in the city will
be permitted on Wednesday, October 30, 1974, between the hours of 4:00 P.M.
to 6:30 P.M.
Mayor Gottfried advised that during the course of the next Council meeting
October ,22,-1974, the Council members, acting as the Board of Commissioners
of the Little Muskego Lake Protection and Rehabilitation District, will
discuss proposed plans and estimated costs of projects planned by that
organization.
NEW BUSINESS
Resolution i/234-74 - The Clerk read same, entitled, Resolution Cancelling
Gravel, Inc. Bond. Ald. Foldy moved for adoption, seconded by Ald. Colbum.
Ald. Knudsen moved that this resolution be referred to the Public Welfare
Committee to determine the makeup of both bonds and then make recommendation
to Council. Upon a voice vote the motion to refer Resolution j/234-74 to
Public Welfare Committee carried.
Resolution $1235-74 - The Clerk read same, entitled, Authorizing Expenditure
of $400.00 for Halloween Festivities (Jaycees to sponsor activities at
Muskego High School on October 27th). Ald. Knudsen moved for adoption,
seconded by Ald. Foldy. Upon the request of Ald. Colburn, Jaycee representa-

tive Dean Kaczkowski, W187 S10350 Kelsey Drive, reviewed anticipated
l expenses and their efforts to have other service organizations in the
city to help with this project. Upon a roll call vote to adopt Resolution
j/235-74, the motion carried unanimously.
* Resolution #236-74 - The Clerk read same, entitled, Directing City Attorney to Draft the Implementing Ordinance to Remove Wetland/Floodplain Zoning
from Certain Areas of the City. Ald. Colbum moved for adoption, seconded
by Ald. Foldy. Upon a roll call vote to adopt, Aldermen Colbum, Foldy,
Ford and Wallner voted "aye". Ald. Knudsen voted "no". The motion to
adopt cahied.
Resolution #237-74 - The Clerk read same, entitled, Authorizing Transfer
of Funds. Ald. Foldy moved for adoption, seconded by Ald. Knudsen. Upon
a roll call vote the motion carried unanimously.
Resolution #238-74 - The Clerk read same, entitled, Authorizing Ruekert &
Mielke to Prepare Plans & Specifications and to Advertise for Bids for
Water, Sewer & Road in Industrial Park (Gemini Ct.) Ald. Knudsen moved
l for adoption, seconded by Ald. Foldy. Upon roll call the motion carried
unanimously.
Resolution i/239-74 - The Clerk read same, entitled, Acceptance of Low Bid
for Storm Sewer Between Westwood Drive and Lannon Drive (Brookfield Culvert
Co.) Ald. Ford moved for adoption, seconded by Ald. Colburn. Upon a
roll call vote the motion carried unanimously.
Resolution $1240-74 - The Clerk read same, entitled, Directing City Attorney
to Draft an Ordinance to Amend the Zoning District Map (Re: Triangle
Between College and Martin Drive). Ald. Ford moved for adoption, seconded
by Ald. Colburn. Ald. Ford reviewed the reasons why the Plan Commission
had re-affirmed their decision to rezone the property in question from
B2 to RS2. Upon a roll call vote to adopt Resolution $1240-74, Aldermen
Colbum and Ford voted "aye". Aldermen Foldy, Knudsen and Wallner voted
"no" . The motion to adopt Resolution $1240-74 did not carry.
Resolution #241-74 - The Clerk read same, entitled, Directing City Attorney
to Draft an Ordinance to Amend the Zoning District Map (To rezone 15 acres
l of land owned by Muskego Industrial Park, Inc. from B-2 to RS2). Ald.
Wallner requested permission from his fellow aldermen to abstain from
voting on this resolution. Upon a roll call vote to adopt Resolution
j/241-74, Aldermen Ford voted "aye". Aldermen Colbum, Foldy and Knudsen
voted "no". The motion to adopt did not carry.
Resolution i/242-74 - Ald. Foldy moved to suspend the rules that would
interfere with the adoption of Resolution i/242-74. Seconded by Ald.
Knudsen. Upon roll call the motion carried unanimously. The Clerk read
the resolution, entitled, Resolution Fixing Referendum Date for Industrial
Development Revenue Bonds, Series A (Muskego Rendering Co. Inc. Project).
Ald. Knudsen moved for adoption, seconded by Ald. Ford. Upon a roll call
1) vote the motion carried unanimously.
Ordinance #290 - The Clerk gave the first reading of same, entitled, An
Ordinance to Amend Ch. 3.10 (6) of the Municipal Code (Re: Placing sewer
usage charges on real estate tax bill as a special item).

Ordinance #291 - The Clerk gave the first reading of same, entitled, An
Ordinance to Amend the Sewer Service Ordinance of the City of Muskego,
Sec. 310 by Adding Thereto, Section 310 (11) (Re: Linnie Lac Area)
VOUCHER APPROVAL - Ald. Foldy moved for the approval of payment of general

. Upon roll call the motion carried unanimously.
LICENSE APPROVAL - Ald. Foldy moved for the approval of Operators License
for Jean Ann Brem. Seconded by Ald. Colburn, motion carried.
Ald. Foldy moved for the approval of Operators License for Thomas Feltz.
Seconded by Ald. Knudsen, motion carried.
Ald. Foldy moved for the approval of "Gathering" Permit for Muskego Volunteer
Fire Co. Auxiliary for 11/g/74. Seconded by Ald. Knudsen, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk gave the September Building Report
indicating seven new dwellings and total cost construction in - i
the amount $497,535.00. Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - Mayor Gottfried acknowledged
receipt of a communication from the Waukesha Blood Donor Club expressing
appreciation to the city for financial support given them. Same placed on file.
ADJOURNMENT - Ald. Wallner moved to adjourn, seconded by Ald. Colburn,
motion carried. The meeting adjourned at 8:26 P.M.
