CITY OF MUSKEGO
MINUTES OF MEETING HELD JULY 9, 1974
The meeting was called to order at 7~36 P.M. by Mayor Gottfried. Also
present were Aldermen Dumke, Foldy, Ford, Colburn, Knudsen, Schaumberg
and Wallner, City Clerk Bowyer and City Attorney Buckley.
Ald~. Schaumberg moved for the approval of minutes of previous meeting held
on 6125174, as mailed. Seconded by Ald. Wallner, motion carried.
Ald. Schaumberg presented the report of the Finance Committee meeting held
on 713174 and moved that it be accepted and placed on file. Second,ed. by
Ald. Dumke. Motion carried with Ald. Knudsen casting a dissenting vote.
Ald. Knudsen presented the report of the Public Safety Committee meeting
held 6124174, and moved that it be accepted and placed on file. Seconded
by Ald. Ford, motion carried.
The minutes of the Plan Commission meeting held on 712174 were received
and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried reviewed with the aldermen the arbitration proceedings
that took place on Monday, July 8, 1974.
NEW BUSINESS
Resolution j/133-74 - The Clerk read same, entitled, Establishing Traffic
Regulations (Stop signs at intersections of Prospect and Sunnyhill Drives
dnd Fennimore Andy Saroyan) Ald. Ford moved for adoption, seconded by Ald.
Knud,sen. Ald. Ford moved to amend the resolution by inserting the words
"stop signs" after Traffic Control Sign. Seconded by Ald. Knudsen, motion
carried. Upon roll call the motion to adopt Resolution i/133-74, As Amended,
carried unanimously.
Resolution #134-74 - The Clerk read same, entitled, Approval of Certified
Survey Map (Anna Mahn). Ald. Ford moved for adoption, seconded by Ald.
Knudsen. Ald. Ford moved to amend the resolution by deleting the following
from the second and fourth paragraph: "and to the dedication of that portion
of Woods Road to be used for the designed Belt Freeway". Seconded by Ald.
Knudsen. Discussion followed regarding the possibility of the beltline
freeway not materializing for several years and in accordance with an in-
formal opinion of the city attorney upon a roll call vote to amend Res-
olution $1134-74 the motion carried unanimously. Upon a roll call vote to
adopt Resolution f/134-74 the motion carried unanimously.
Resolution j/135-74 - The Clerk read same, entitled, Denial of Rezoning
Request. (RS2 to B2 - Louis Rozman - True Value Hardware Store). Ald.
Ford moved for adoption, seconded by Ald. Colbum. Since this resolution
came as a recommendation from the Plan Commission considerable discussion
took place as to whether or not the matter should be studied further and
upon a roll call vote to adopt Resolution $1135-74, Aldermen Colburn and
Ford voted~ "aye". Aldermen Dumke, Foldy, Knudsen, Schaumberg and Wallner
voted "no". The motion to ad~opt did not carry. In accord.ance with
Section 3.06(2)F3 of the Muskego Zoning Ordinance,"should the Common
Council not concur in the recommendation of the Plan Commission, it shall re-refer the matter to the Conunission for reconsideration before taking
final action".

Resolution #136-74 - The Clerk read same, entitled, Re-naming Bedford
Dr. to Bristlecone Lane. Ald~. Ford moved for adoption, seconded by Ald.
Knud,sen. Ald. Ford moved to defer action on same for two weeks and to
give the residents on Bedford Dr. an opportunity to express their views
on the proposal. Seconded by Ald. Knudsen. Upon a voice vote the motion
to defer carried.
Resolution f/137-74 - The Clerk read same, entitled, Preliminary Resolution
Declaring Intent to Levy Special Assessments for Sanitary Sewer Improvements.
(Northwest District - I-9) The area includes 1900 feet on S.T.H. 24 west
of Racine Ave. Ald. Dumke moved for adoption, seconded by Ald. Schaumberg.
Following a brief discussion upon a roll call vote the motion to adopt
the resolution carried with Ald. Wallner casting a dissenting vote.
Resolution i/138-74 - The Clerk read same, entitled, Directing City
Engineers to Draft Plans and Specifications and to Advertise for Bids
for Storm Sewer Between Westwood and Lannon Drives. Ald. Schaumberg
moved for adoption, seconded by Ald. Dumke. Upon a roll call vote the
motion carried with Ald. Dumke casting a dissenting vote.
Resolution i/139-74 - The Clerk read same, entitled, Approval of Instal-
lation of Concrete Inverts in Jewe\Crest Subdivision (On Gem Drive, Silver
Drive and a portion of Diamond Drive). Ald. Schaumberg moved for adoption.
Seconded by Ald. Ford. Upon roll call the motion carried unanimously.
Resolution #140-74 - The Clerk read same, entitled, Acceptance of Offer
to Maintain City Hall-Library Grounds. (Liban's Lawn Service) Ald.
Schaumberg noved for adoption, seconded by Ald. Wallner. Following a
brief discussion upon a roll call vote the motion carried with Ald.
Knudsen casting a dissenting vote.
Resolution j/141-74 - Rescinding Resolution j/14-74, Entitled, Amendment
to Rank Structure of Police Department. Ald. Schaumberg moved to suspend
the rules in order that this resolution could be acted upon at this
meeting. Seconded by Ald. Colbum. Upon roll call the motion to suspend
the rules carried unanimously. The Clerk read the resolution by title
only. Ald. Schaumberg moved for adoption, seconded by Ald. Dumke. Upon
a roll call vote to adopt Resolution $1141-74 Aldermen Colburn, Dumke,
Foldy, Knudsen and Schaumberg voted "aye". Aldermen Ford and Wallner
voted "nay". The motion to adopt carried.
Ordinance #278 - The Clerk gave the first reading of same, entitled,
An Ordinance to Rezone Certain Property and to Amend the Zoning Map of
the City of Muskego (l-l to RS2 in Sections 2, 3, 10 and 11).
LICENSE APPROVAL - Ald. Schaumberg moved to approve a Dump Refuse Hauling
Permit for REL Sanitation. Seconded by Ald. Foldy, motion carried.
Ald. Schaumberg moved for the approval of Junk Licenses for James Kohne
and Jack Glockner. Seconded by Ald. Colbum. Motion carried.
Ald. Schaumberg moved for the approval of Operators Licenses for Kathleen
Kaiser, Diane O'Leary, Donald Beaumont, John Winter and Leo Pilak III.
Seconded by Ald. Colbum, motion carried.

* The Clerk gave the Building Report for the month of June, 1974, indicating
24 dwelling units and total construction in the amount of $767,114.00.

City Attorney Buckley reported briefly on pending litigation with the
city.
ADJOURNMENT - Ald. Wallner moved to adjourn the meeting. Seconded, by
Ald. Colburn. Motion carried. The meeting adjourned at 9:39 P.M.
